About this file

This is a Questions and Answers document for Norfolk Naval Shipyard's (NNSY) solicitation N4215826QS016 for the rental of a Grade D air compressor and regenerative air dryer. The document addresses four key inquiries from potential contractors regarding equipment installation, electrical requirements, crane services, and hose connection distances.

The Q&A clarifies critical implementation details: the compressor unit will be positioned pier-side (outside) next to a ship at an unspecified pier location, exposed to weather and saltwater air, requiring contractors to provide protective coverings; 230/460V, 400-amp electrical service is already available at the site with the government responsible for all electrical hookups, relieving contractors of this responsibility; the government will provide all necessary crane and forklift services for equipment positioning and removal; and contractors are responsible only for providing hoses and fittings connecting the compressor to the dryer, while the government supplies all hoses from the compressor/dryer to the ship. This clarification document supports the underlying 100% small business set-aside, firm fixed price solicitation administered under FAR Part 12 and FAR Subpart 13 procedures.

Question and Answers

Question 1: Delivery and Installation Location: Can you provide the specific building number, bay, or location within Naval Station Norfolk where the compressor and dryer will be positioned? Additionally, will the units be installed indoors, outdoors, or in a covered area? This information is necessary for delivery logistics and protective covering requirements.

Answer 1: The compressor unit will be located pier side (outside) next to the ship. Specific pier number not available at this time. Per the SOW “The compressor/dryer will be exposed to everyday weather, and saltwater air. It is the contractor’s responsibility to provide any protective coverings for the units.”

Question 2: Electrical Service: Is 230/460V, 400-amp electrical service currently available at the installation site, or is the contractor responsible for any portion of the electrical hookup?

Answer 2: Per the SOW, the electrical requirements are “Must be electrical powered 230/460V. Capable of starting and running on a 400 amp circuit breaker”. Contractor will NOT be responsible for electrical hookup.

Question 3: Crane and Rigging: Will the government provide a crane for the initial positioning and the final removal of the equipment, or is the contractor responsible for arranging these services? While the SOW mentions a contractor-owned rigging plan, the responsibility for the crane itself is not specified.

Answer 3: The government will provide crane/forklift services

Question 4: Connection Run Distance: Since the contractor is responsible for all hoses, fittings, and connection equipment, could you provide the approximate distance between the equipment placement and the air supply connection point?

Answer 4: This is required for accurate material and labor pricing. The contractor is only responsible for providing the hose and fittings from the compressor to the drier. The government supplies all the required hose from the compressor/drier to the ship.
