NORFOLK NAVAL SHIPYARD (NNSY)
EDUCATIONAL SERVICES
1.0 BACKGROUND: Norfolk Naval Shipyard (NNSY), a naval industrial facility located in Portsmouth, Virginia, maintains overhauls, and repairs various vessels of the US Navy. Over 10,000 military and civilian personnel work to “maintain and modernize our Navy’s fleet”. To provide top quality service for the combat war fighter, NNSY must maintain a highly trained and skilled workforce. One of our workforce initiatives is to provide a Federally Registered Apprentice Program.
1.1 The Apprentice Program is a planned and progressive, career-related, co-operative education employment program that develops and enhances an apprentice’s knowledge, skills and abilities (KSA’s) as it relates to their chosen trade. During the apprenticeship, as part of their normal work schedule/assignment, Apprentices will:
Receive classroom academic instruction provided by an accredited
Educational Institution, Receive industrial trade-based instruction from Government personnel, and Develop, apply and refine their KSAs through On the Job Learning (OJL) in scheduled work experience through the trade’s established key processes.
1.2 The program is conducted in accordance with 29 USC §50. NNSY enrolls a new class of Apprentices each year. The academic cycle is held in the first year of the program. Anticipated participation in the program is currently estimated at 104 students for 4 sessions per year: 21 FEB 2026 until 22 Feb 27 (36) weeks of instruction per semester

2.0 OBJECTIVE & SCOPE: NNSY requires the services of an accredited Educational Institution to provide the formalized academic training, testing, and certificate program required for February session 2026 through February 2027 of the Apprentice program.
3.0 PERFORMANCE REQUIREMENTS:
