This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, [using Simplified Acquisition Procedures for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. 1) Inquiries - Inquiries and all correspondence concerning this solicitation document should be submitted in writing to Rebekah Riggins at rebekah.r.riggins.civ@us.navy.mil by 1000 am EST on January 14, 2026. The Government is not required to provide responses to vendor’s inquiries or correspondence.
It is the quoter‘s sole responsibility to ensure that any quote, to include any other email correspondence, transmitted to the specified Government representative(s) is received prior to the due date specified herein. The quoter’s are highly encouraged to contact the RFQ’s specified Government representative(s) prior to the RFQs date for receipt of quotes to ensure the Government receipt of the transmitted quote and to ensure quote eligibility.
Quotes received after the date and time specified in the RFQ may render it ineligible for consideration or evaluation.
2) Quote Preparation The following instructions apply for the submission of quotes:
a. Quotes shall be submitted in two separate volumes:
Volume I –Technical Specifications and Delivery Volume II – Price
b. The technical quote shall not contain any reference to price. It is incumbent upon the vendor to provide a Technical Quote in sufficient detail to provide a clear and concise presentation that includes, but is not limited to, the technical requirements of the Request for Quote (RFQ).
c. The Government will evaluate quotes in accordance with the evaluation criteria set forth in FAR 52.212-2 of this RFQ.
3) Price Quote Instructions
The price quote shall be submitted separately from the Technical Specifications using the CLIN Structure of this solicitation.
4) Technical Specification Instructions
Vendor shall certify for equipment being quoted that their product meets each capability listed below and in the SOW by initialing below. In order to be considered for award, this must be completed and submitted with your quote.

52.212-2 – Evaluation – Commercial Products and Services (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
Noncompliance with the solicitation requirements will raise serious concern regarding a quoter’s technical ability to fulfill this requirement and may be grounds to eliminate the quote from further consideration for contract award.
The following non- price factors shall be used to evaluate offers:
• Technical Specifications
• Delivery
• Price
While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price and technically acceptable low bids. The relative importance of the factors is as follows technical acceptance more important than price.
Price: The Government will evaluate the quoted prices to determine if they are fair and reasonable. The price quote shall include a unit price for each item and a total firm-fixed-price for all line items. The evaluated price will be determined by adding the sum of the extended pricing for all CLINs.
Each Vendor’s price quote must be based on the Government’s specifications and other contractual requirements. If the prices to be used are based on a published price list or catalog, the Vendor shall so state and provide a copy of the document with its price quote. If the prices are to be based on established market prices, not otherwise published, or are prices applicable only to the proposed contract, the Vendor shall so state.
The Government intends to award without discussions; however, the Government may conduct discussions if determined necessary. Each quoter should recognize that its initial price and non-price quote may be used as the sole and final basis for award and should quote accordingly.
Evaluations will be based solely on the materials included in the quotes. Therefore, the Vendor’s initial quote should contain their best terms. After receipt of quotes, the Government will conduct an evaluation. However, during the evaluation process, the Government may, solely at its discretion, communicate with quoters regarding clarification of quote elements. At any time prior to selection, including upon receipt of quotes, the Government may exclude a quote from further consideration for any material failure to follow instructions or including the omission of required information.
(b) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

STATEMENT OF WORK
1. Objective:
1.1 Accomplish setting of Overspeed Shut-Off Valve Spring.

3. Location of Work:
3.1 Contractors’ facility
4. Contractor Responsibilities:
4.1 Contractor provides all material and equipment necessary to accomplish adjustment of overspeed shut-off valve spring, to close when it reaches 206 gallons per minute +10/-0 (GPM) minimum with up to 1500 PSIG of pressure using test medium MIL-H-19457 or MIL-H-22072. The valve has operational rated pressure differential of 600 PSID with a flow rate of 147 GPM. Figure 1 provided for design of testing flanges.
4.2 After spring, is set, drill 3/16” diameter hole 1-1/2” deep in locknut for roll pin, provided as government furnished material. Install and locate IAW Figure 1.
4.3 Any request for deviation or waiver of any technical requirement shall be submitted by the contractor as described in 009-01 of Reference 2.1.
4.4 The contractor shall provide the Certified Test Report that (1ea) overspeed shut-off valve meets the requirements of 4.1. All test reports will contain a signed certification that valve test results represent the actual test results for valve provided and that they are in full compliance with the contract specification.
Test certification shall be recorded on the company's letterhead and shall bear the name, title, and signature of the authorized company representative. The name and title shall be clearly legible. 009-01 of Reference 2.1.
4.5 Over Speed Shut-Off Valve to be completely drained of fluid after spring adjustment and ports blanked for cleanliness.
5. Delivery:
5.1 Norfolk Naval Shipyard shall package/crate and ship the (1 ea.) Over Speed Shut-Off Valve to the vendor via fastest traceable means possible.
5.2 The contractor shall return the (1 ea.) Over Speed Shut-Off Valve by fastest traceable means to Norfolk Naval Shipyard (NNSY), Receiving Officer, Building 276, 23709-5000
6. Requests for Base Access
6.1 Defense Biometric Identification System (DBIDS):
6.1.1 Any new contractor, vendor or supplier requesting base access AFTER 31 May 2017 will be required to obtain a DBIDS credential. NCACS credentials will no longer be issued.
6.1.2 Only DBIDS credentials will be issued to ALL contractors, vendors and suppliers seeking base access AFTER 14 August 2017.
6.1.3 Defense Biometric Identification System (DBIDS) increases installation security and communications by receiving frequent database updates on changes to personnel/credential status, law enforcement warrants, lost/stolen cards, and force protection conditions. The system provides a continuous vetting anytime the DBIDS card is scanned at an installation entry point.
6.2 NCACS Card Holders
6.2.1 If you currently have a Navy Commercial Access Control System (NCACS) card, the following is required to get a DBIDS credential:
6.2.1.1 Present your NCACS Card and a completed copy of the SECNAV FORM 5512/1 to the base Visitor Control Center representative.
6.2.1.2 The VCC will pull up your information in the computer, ensuring all information is current and correct.
6.2.1.3 Once your information is validated, a temporary DBIDS credential is provided.
6.2.1.4 Your temporary credential will have an expiration date, prior to which you will need to obtain your permanent DBIDS credential (~ 90 days).
6.2.1.5 For each additional U.S. Navy installation to which you need access, the first time you visit you only need to bring your DBIDS credential and statement of purpose for base access when arriving at the Visitor Control Center.
6.2.1.6 The representative will enter base access authorization and then you may proceed to work.
6.3 Non-NCACS Card Holders
6.3.1 If you do NOT have an NCACS Card, the following is required to obtain a DBIDS credential:
6.3.1.1 Present a letter or official document from my government sponsoring organization that provides the purpose for your access.
6.3.1.2 Present valid identification, such as a passport or Real ID Act-compliant state driver's license.
6.3.1.3 Present a completed copy of the SECNAV 5512/1 form to obtain your background check.
6.3.1.4 Upon completion of the background check, the Visitor Control Center representative will complete the DBIDS enrollment process, which includes your photo, fingerprints, base restrictions, and several other assessments; after all this is done, you will be provided with your new DBIDS credential.
6.3.1.5 You may now proceed to work.
6.4 Non-Participants
6.4.1 One-Day Passes: Participation in the DBIDS is not mandatory, and if the Contractor chooses to not participate, the Contractor's personnel will have to obtain daily passes, be subject to daily mandatory vehicle inspection, and will have limited access to the installation. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS.
