About this file

This is a Justification and Approval (J&A) document for use of other than full and open competition issued by Norfolk Naval Shipyard (NNSY), Department of the Navy, for a firm-fixed-price sole source contract award to Northrop Grumman Systems Corporation.

The procurement covers maintenance, repair, and overhaul of the No. 1 and No. 2 ship's service turbine generators (SSTG) aboard the USS New Hampshire (SSN-778) at Norfolk Naval Shipyard. Services include disassembly, inspection, repair, tuning and balancing of SSTG components, removal and installation of existing and new OEM components, and replacement of the No. 1 and No. 2 SSTG Inboard and Outboard Thrust Stator and Catcher Bearings. OEM materials and specialized tooling with a minimum 637-day lead time are required. The contract is divided into three service phases spanning fiscal years 2026-2028, with total funding provided through Operations and Maintenance (O&MN) accounts. Award is anticipated in FY26. The contracting officer determined costs as fair and reasonable using FAR 13.106-3 techniques. Sole source justification is based on Northrop Grumman's status as OEM maintaining proprietary tooling, equipment, drawings, and components essential to SSTG maintenance. A Sources Sought Notice posted February 28, 2023 through March 10, 2023 yielded no alternative qualified sources. Historical precedent demonstrates Northrop Grumman has exclusively provided virtually identical SSTG repair services for multiple Navy vessels under prior sole source contracts. The J&A will be posted on SAM.gov with a synopsis to the Government Point of Entry in accordance with FAR requirements.

Notice of this justification will be provided on SAM.gov in accordance with FAR 13.501. The contracting officer, as required by FAR 5.201, will post a synopsis to the Government Point of Entry

- SAM.gov detailing the intended acquisition strategy

7. Determination of Fair and Reasonable Cost.

The contracting officer has determined that the anticipated cost to the Government for the supplies/services covered by this J&A will be fair and reasonable. The contracting officer intends to determine the contractors proposed cost/price as fair and reasonable by utilizing the techniques required by FAR 13.106-3.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in paragraphs 5 and 6, NNSY has no plans at this time to compete future contracts for the types of supplies/services covered by this procurement. If another potential source emerges, NNSY will assess whether competition for future requirements is feasible.

Upon the basis of the above justification, I hereby approve, as Competition Advocate for the Procuring

Activity, the solicitation of the proposed procurement(s) described herein using other than full and open competition, pursuant to the authority of 10 U.S.C. 3204(a)(1).
