About this file
This is a Request for Quotes (RFQ) from the Norfolk Naval Shipyard for tensile testing services. The solicitation (N4215825Q0055) seeks a contractor to perform tensile testing on 2 each 2"-8UNC-3A x 10.38" L, MIL-DTL-1222J GR B16 studs, with a required test report detailing ultimate tensile strength, yield strength, and failure location. The period of performance is from May 1, 2025, through May 31, 2025, with the studs to be provided by the government from inside shop 31. The contract is set aside as a Women-Owned Small Business (WOSB) opportunity, with a firm fixed price pricing arrangement. Quotes are due by April 23, 2023, at 9:00 AM Eastern, with quotes to be submitted via email to the contract specialist, and the solicitation is issued by the Naval Sea Systems Command.
Evaluation will be based on technical capability, delivery, and price, with technical acceptability determined by the vendor's ability to meet all specifications. Contractors must provide a completed Standard Form SF1449, technical capabilities certification, and other required documentation. The government will award to the responsible quoter whose quote is most advantageous, with delivery schedule considered equally important to price. If multiple technically acceptable quotes are received and deemed equivalent, price may become the determining factor for award. The estimated administrative cost for issuing each contract is assumed to be $500, and individual awards will be made for the items or combinations resulting in the lowest aggregate cost to the government.
