This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Part 12, Acquisition of Commercial Items, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on The Official U.S.
Government System for Contract Opportunities at SAM.gov. The Request for Quotations (RFQ) number is N4215825Q0010. This solicitation documents and incorporates provisions and clauses in effect through FAC 2024- 07 and DFARS Change 29 August 2024. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses:

The NAICS Code is 336611 (Shipbuilding and Repairing) and the size standard is $15.0 million. This acquisition is being competed on a FULL AND OPEN basis.
Norfolk Naval Shipyard (NNSY) request the services of providing satisfactory operation of the Warping Capstan #3.
To have satisfactory operation the need is for materials and equipment necessary to be provided to accomplish Torsion and Rated Load Testing of #3 Warping Capstan.
The Government intends to solicit and contract a Firm Fixed Price (FFP) Single Award Contract, to provide all material and equipment necessary to accomplish Torsion and Rated Load Testing of #3 Warping Capstan for the (CVN 69) Dwight D. Eisenhower. The requirement will be solicited as full and open. Interested parties may identify their interest and capability to respond to the requirement and submit quotes. This notice of intent is a request for competitive quotes.
RFQ closes and responses to this RFQ are due on February 13th, 2025 before 12:00 PM EDT.

INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS
This requirement will be prepared in accordance with the information in FAR Subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. Accordingly, a Simplified Streamlined acquisition process will be used in the evaluation and award of the contract.
Quotes are due on or before 02/13/2025 at 12:00PM, Eastern. Quotations shall be emailed to Contract Specialist, Briana Kellam, briana.n.kellam.civ@us.navy.mil. Questions for clarification must be submitted by 02/12/2025 at 10:00AM, Eastern.

Technical Acceptability will be evaluated to determine an overall rating of “acceptable” or “unacceptable”. This will be determined by evaluating the ability of the vendor to provide equipment that that meets all specifications and delivery requirements. It is the contractor’s responsibility to ensure that their quotation clearly demonstrates their ability to meet the requirements.
Quoters may propose on one/some/all of the items identified.
The completion and submission of the above items will constitute a quote and will be considered the vendor's unconditional assent to the terms and conditions of this solicitation and any attachments and/or exhibits.
Failure to provide all of these documents by the required date and time may preclude a quotation from award consideration at the discretion of the Government.
Quotations shall be valid for 60 days.
Quotations will consist of the following documents submitted together in Adobe Acrobat .pdf format:

Completed and signed standard form SF1449 with unit prices for each line item in accordance with the Contract Line Item Number (CLIN).
Additionally, each offeror must provide the following information with the quote:
1. The Request for Quotes (RFQ) number;
2. The Name, Address, Telephone Number, and Cage Code or Unique Entity ID number of the offeror;
3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Proposals that reject the terms and conditions of the RFQ may be excluded from consideration;
4. Acknowledgment of Solicitation Amendments (SF-30), if any;
5. Completed FAR 52.212-3 Representations and Certifications unless otherwise completed in SAM;
6. Confirmation of the ability to meet the period of performance as contained herein;
7. Provide a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. Technical Submission including but not limited to equipment specifications, manuals, and photographs;
8. TECHNICAL CAPABILITY/CONTRACTOR / RESPONSIBLITY CERTIFICATION STATEMENT
Vendor shall certify for equipment being quoted that his product meets each capability listed below by initialing at the bottom. In order to be considered for award, this must be completed and submitted with your quote.
Vendor hereby certifies that his/her service meets or exceeds all specifications in this solicitation and found within Attachment 1, in their entirety, with no exceptions. ________________________ (Initial)
Award will be made for the technically acceptable item or combination of technically acceptable items that result in the lowest aggregate price to the Government.
Award may or may not be made without any type of discussions or negotiations. This is based on the Contracting Officer’s determination after an evaluation has been completed on all quotations.

This will be determined by evaluating the ability of the vendor to provide equipment that meets all requirements and demonstrates a thorough knowledge and understanding of the Specification requirements. It is the contractor’s responsibility to ensure that their quotation clearly demonstrates their ability to perform these requirements. Technical acceptability will be defined as follows:

Failure to meet any technical requirement for an item (or specification) will make the quotation unacceptable for that item (or that specification).
If an item (or specification) is technically unacceptable, its price will not be considered for award.
Price:
The estimated amount for each line item will be added together to determine the total estimated price which will become the evaluation price.
The vendor’s proposed price will be evaluated on the basis of price reasonableness. All prices must be considered fair and reasonable as determined by the Government. All quotes submitted in response to this solicitation shall stand firm for 60 calendar days from the response date of this solicitation.
The completion and submission of the above items will constitute a quote and will be considered the vendor’s unconditional assent to the terms and conditions of this Solicitation and any attachments and/or exhibits.
Failure to provide all of these documents by the required date and time may preclude a quotation from award consideration at the discretion of the Government.

1. Objective:

3. Scope of Work:
3.1. Contractor to provide all material and equipment necessary to accomplish Torsion and Rated Load Testing of #3 Warping Capstan.
3.1.1. #3 Warping Capstan, Electric, 2-Speed, 50/100 FPM, Pull 20,000/10,000-pound, Mfr. Lake Shore Inc., Dwg. 55804
4. Location of Work:
4.1. USS Dwight D. Eisenhower Forecastle (01-13-0-Q)
4.2. Norfolk Naval Shipyard, Portsmouth VA. 23709
5. Contractor Responsibilities:
5.1. The Contractor shall provide a Process Control Procedure (PCP) IAW NAVSEA Standard Item 009-09 of Reference 2.1
5.2. Contractor shall perform calculations to determine amount of weight required to compensate for the friction of the rope on the equipment used. The following are the rated loads prior to friction. Submit one legible copy, in hard copy or approved transferrable media, of a report listing results of this requirement via the C400 SUPERVISOR a minimum of 48 hours prior to testing for review.
5.2.1. Rated load Slow speed 20,000 (+1000/-0) LBS
5.2.2. Rated load High speed 10,000 (+500/-0) LBS
5.3. The Contractor shall develop and complete all paperwork, including but not limited to Technical Work Documents (TWDs), Test Documents, Condition Reports, and request forms.
5.4. Any request for deviation or waiver of any technical requirement by the Contractor via shall be IAW 009-01 of Reference 2.1.
5.5. Testing shall be accomplished in the following order per Reference 2.4.
5.5.1. Torsion then Rated load test.
5.6. The Contractor is responsible for fabrication of any special fixtures.
5.7. All equipment, material, and articles incorporated into the work covered by this contract shall be of the most suitable grade for the purpose intended, unless otherwise specifically provided in this contract.
Applicable documents in the specifications to equipment, material, articles, or patented processes by trade name, make, or catalog number, shall be regarded as establishing a standard of quality and shall not be construed as limiting competition.
5.8. While test is being performed Erect a safety barrier around Warping Capstan #3 in compartment (1-13- 0-Q). Safety sign “Capstan Test in progress (or similar) Authorized Personnel only beyond this point”.
6. EQUIPMENT CRITERIA:
6.1. During operation of the Capstan the following criteria is to be met:
6.1.1. Electric brake temperature should stabilize between 120F and 130F during operation.
SECURE OPERATION IF BRAKE TEMPERATURE REACHES 140F. NNSY to perform this check during testing.
6.1.2. Monitor voltage and amperage during operation. Acceptable voltage is 396-484 volts. Motor amperage NOT TO EXCEED 53 AMPS during High-Speed testing or 70 AMPS during Low- Speed testing. Record electrical data for each 10 minutes of operation IAW Standard Item 009- 01 of Ref. 2.1. The current in any phase at rated load shall not differ from the average current (recorded at that time) by more than 5%. NNSY to perform this check during testing.
6.1.3. Monitor the brake air gap by measuring the gap between mating surface on solenoid frame and the solenoid plunger. Solenoid air gap should be between 1-3/8 inches and 1-7/16 inches. Secure testing if air gap is outside the range provided. NNSY to perform this check during testing.
6.1.4. The electric motor has a duty cycle limit of 30 min. After every 30 min of CONTINUOUS operation, the test shall be secured for a period of no less than 30 min to allow the motor and brake system to cool. NNSY to perform this check during testing.
6.1.5. During accomplishment of test the electric motor case temperature must be monitored. Testing shall be suspended when motor temperature exceeds 230F or a rise of 150F above ambient temperature. Resume testing after cooling. NNSY to perform this check during testing.
7. (V)(G) TORSION TEST 30,000 (+1500/-0) LBS:
7.1. Accomplish a Torsion test of the equipment listed in 3.1.1 and located at paragraph 12.
7.1.1. Torsion shall be tested for at least 10 minutes in each direction clockwise and counterclockwise at 150% of normal line pull IAW Reference 2.4. Torsion test will be to 30,000 lbs. The load shall be applied using several turns of line around the head to produce a torque with the capstan shaft as the axis.
8. (V)(G) RATED LOAD TEST:
8.1. Accomplish a RATED LOAD TEST of the equipment listed in 3.1.1 and located at paragraph
12 using one of the approved methods listed in Reference 2.4 paragraph 582-8.3.2.1.
8.1.1. Using the calculated weights that were submitted in paragraph 4.2 assemble the necessary weights.
8.1.2. Rated load test shall be tested in Slow speed 15 mins Clockwise, Slow speed 15 mins
Counterclockwise, High Speed 15 mins Clockwise, High speed 15 mins Counterclockwise to prove the capstan can meet the rated load called out in Section 4.2.1 & 4.2.2.
8.1.2.1. Ensure criteria stated in paragraph 5 are met during testing. Paragraph 5.1.2 & 5.1.3 shall be verified by NNSY during testing IAW paragraph 10.7 & 10.8.
8.2. Contractor shall submit all final test results for paragraph 7 and 8 to Norfolk Naval Shipyard, Code
263 & Contracting Office Representative IAW Standard Item 009-01 of Reference 2.1.
9. RESTORATION:
9.1. Remove all equipment and restore Capstan to normal operating condition
9.2. Per FAR 22.102-1(a) entitled “Safety”, Contractors are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard cognizance must follow Federal and State OSHA requirements; Norfolk Naval Shipyard OSHE Program Manual, NAVSHIPYDNORINST P5090.2 requirements; OSHE Control Manual (OSHECM) requirements; or safety requirements for site specific location of the contract
9.3. Contractors and Non-NNSY Government Agencies (NNGAs) are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard (NNSY) cognizance must adhere to Federal OSHA requirements for hazardous energy control IAW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures as identified in NAVSEA’s Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250 (latest revision), when performing work under NNSY contract. All HEC work to be performed by Contractors and NNGAs requires that NNSY Technical Points of Contact (TPOCs) and/or Contracting Officer’s Representatives (CORs) be notified of the HEC scope of work prior to starting work. Any changes or deviations in the initial scope of HEC work requires the NNSY TPOCs and/or CORs be informed of the change/deviation. Appendix 250.B- 1 through B-3 of OSHECM Chapter 250 for multiple employer work identifies when Contractors and NNGAs are required to assign their Lockout/Tags-Plus Coordinator (LOTC) to coordinate HEC work with the cognizant NNSY LOTC. HEC locks shall be provided by the contractor or NNGA for their employees use. The HEC locks shall have red bodies with name labels or name tags affixed, identifying who installed the HEC lock(s) and a point of contact telephone number. HEC lock name labels and tags must be made of materials that will hold up to the environment to which they are exposed. HEC tags used for Tags-Plus HEC work shall be provided by the cognizant NNSY LOTC to the contractor or NNGA for their use if machinery, equipment, or systems (MES) cannot be locked out. OSHECM Chapter 250 Tags-Plus procedures will be strictly followed.

10. Government Responsibilities:
10.1. Provide pier access for company vehicles to drop off and load tools and equipment at NNSY, on the
USS Dwight D. Eisenhower (CVN-69) project.
10.2. Provide crane/rigging/forklift services as required to load/unload tools, and equipment from vehicles pier side to ship. Note: Contractor must provide lift requests to NNSY Project Team in accordance with current NNSY Project lift request guidelines. Contractor to submit request via Onsite Coordination POC
10.3. Provide crane/rigging services as required to handle contractors test rig and stackable weights as required during testing.
10.4. Electrical power as required to operate contractor’s equipment. Contractor to submit request via Onsite Coordination POC
10.5. All electrical connections and disconnections aboard the ship are the responsibility of NNSY.
10.6. Provide services to isolate and operate equipment when requested by the contractor.
10.7. NNSY will be responsible for monitoring electric brake temperatures and brake air gap during Rated
Load Testing
10.8. NNSY will be responsible for measuring and recording voltage and amperage readings during Rated
Load Testing.
10.9. Accomplish any brake adjustments if required during testing.
10.10. Barge for test weights as required.
10.11. Provide, Install & Remove safety barrier around Warping Capstan No. 3 in compartment (1-13-0-Q).
10.12. Install Label Plates at the Main Deck Control Station and at the Main Capstan Controller.
11. Requests for Base Access
11.1. Defense Biometric Identification System (DBIDS):
11.1.1. Any new contractor, vendor or supplier requesting base access AFTER 31 May 2017 will be required to obtain a DBIDS credential. NCACS credentials will no longer be issued.
11.1.2. Only DBIDS credentials will be issued to ALL contractors, vendors and suppliers seeking base access AFTER 14 August 2017.
11.1.3. Defense Biometric Identification System (DBIDS) increases installation security and communications by receiving frequent database updates on changes to personnel/credential status, law enforcement warrants, lost/stolen cards, and force protection conditions. The system provides a continuous vetting anytime the DBIDS card is scanned at an installation entry point.
11.2. NCACS Card Holders
11.2.1. If you currently have a Navy Commercial Access Control System (NCACS) card, the following is required to get a DBIDS credential:
11.2.1.1. Present your NCACS Card and a completed copy of the SECNAV FORM
5512/1 to the base Visitor Control Center representative.
11.2.1.2. The VCC will pull up your information in the computer, ensuring all information is current and correct.
11.2.1.3. Once your information is validated, a temporary DBIDS credential is provided.
11.2.1.4. Your temporary credential will have an expiration date, prior to which you will need to obtain your permanent DBIDS credential (~ 90 days).
11.2.1.5. For each additional U.S. Navy installation to which you need access, the first time you visit you only need to bring your DBIDS credential and statement of purpose for base access when arriving at the Visitor Control Center.
11.2.1.6. The representative will enter base access authorization and then you may proceed to work.
11.3. Non-NCACS Card Holders
11.3.1. If you do NOT have an NCACS Card, the following is required to obtain a DBIDS credential:
11.3.1.1. Present a letter or official document from my government sponsoring organization that provides the purpose for your access.
11.3.1.2. Present valid identification, such as a passport or Real ID Act-compliant state driver's license.
11.3.1.3. Present a completed copy of the SECNAV 5512/1 form to obtain your background check.
11.3.1.4. Upon completion of the background check, the Visitor Control Center representative will complete the DBIDS enrollment process, which includes your photo, finger prints, base restrictions, and several other assessments; after all this is done, you will be provided with your new DBIDS credential.
11.3.1.5. You may now proceed to work.
11.4. Non-Participants
11.4.1. One-Day Passes: Participation in the DBIDS is not mandatory, and if the Contractor chooses to not participate, the Contractor's personnel will have to obtain daily passes, be subject to daily mandatory vehicle inspection, and will have limited access to the installation. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within (insert the period of time within which the Contracting Officer may exercise the option).
52.245-2 GOVERNMENT PROPERTY INSTALLATION OPERATION SERVICES (APR 2012)
(a) This Government Property listed in paragraph (e) of this clause is furnished to the Contractor in an ``as-is, where is'' condition. The Government makes no warranty regarding the suitability for use of the Government property specified in this contract. The Contractor shall be afforded the opportunity to inspect the Government property as specified in the solicitation.
(b) The Government bears no responsibility for repair or replacement of any lost Government property. If any or all of the Government property is lost or becomes no longer usable, the Contractor shall be responsible for replacement of the property at Contractor expense. The Contractor shall have title to all replacement property and shall continue to be responsible for contract performance.
(c) Unless the Contracting Officer determines otherwise, the Government abandons all rights and title to unserviceable and scrap property resulting from contract performance. Upon notification to the Contracting Officer, the Contractor shall remove such property from the Government premises and dispose of it at Contractor expense.
(d) Except as provided in this clause, Government property furnished under this contract shall be governed by the Government Property clause of this contract.
(e) Government property provided under this clause:
Provide crane/rigging/forklift services as required to load/unload tools and equipment from vehicles pier side to ship.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.
(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.

(iii) For customary progress payments based on costs incurred, submit a progress payment request.
(iv) For performance based payments, submit a performance based payment request.
(v) For commercial financing, submit a commercial financing request.
(2) Fast Pay requests are only permitted when Federal Acquisition Regulation (FAR) 52.213-1 is included in the contract.
[Note: The Contractor may use a WAWF “combo” document type to create some combinations of invoice and receiving report in one step.]
(3) Document routing. The Contractor shall use the information in the Routing Data Table below only to fill in applicable fields in WAWF when creating payment requests and receiving reports in the system.

(4) Payment request. The Contractor shall ensure a payment request includes documentation appropriate to the type of payment request in accordance with the payment clause, contract financing clause, or Federal Acquisition Regulation 52.216-7, Allowable Cost and Payment, as applicable.
(5) Receiving report. The Contractor shall ensure a receiving report meets the requirements of DFARS Appendix F.
