1.0 INTRODUCTION
The Norfolk Naval Shipyard (NNSY) is issuing this term type task order that defines the customers’ project goals and objectives to meet their specific agency requirements. The contractor shall provide the required labor and the necessary program management and administrative support for this Task Order.
2.0 SCOPE
The scope of this order is to provide the necessary labor, materials and employee level of expertise for performance of the tasks described in paragraph 8.0, and provide support for the overall operational objectives of Commander, Norfolk Naval Shipyard in Portsmouth, Virginia.
3.0 PERIOD OF PERFORMANCE
The period of performance for this effort is from Date of Award + 6 months (not to exceed 364 days).
4.0 HOURS OF OPERATION
Work shall be full time during the government's regular business hours, which are Monday through Friday between the hours of 7:30 AM and 4:00 PM, except federal holidays. The contractor is not required to provide services on federal holidays. The federal holidays are Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day, New Year’s Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Independence Day and Labor Day.
5.0 PLACE OF PERFORMANCE
The place of performance will be at multiple NNSY piers and dry docks.
6.0 SECURITY CLEARANCE
Work under this task order is unclassified. The contractor shall comply with all applicable DOD security regulations and procedures during the performance of this task order. Contractor’s employees must be able to acquire and maintain the necessary clearances to perform the work of this task order. Contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, privacy act data, and government personnel work products, which are obtained or generated in the performance of this task order. The Trustworthiness clause is applicable to this task order.
7.0 GOVERNMENT FURNISHED PROPERTY/ SERVICES:
The Government activity will provide a secure laydown area of adequate size to store materials on site. The Government activity will provide adequate working space, all equipment as required (e.g., desk, chair, telephone, etc.), and utilities for the duration of this task order. The contractor shall maintain the assigned space in a neat and orderly manner. Contractor shall only use government-furnished facilities; government/vendor equipment, and supplies to accomplish the tasks required under this order. Personal or company use of phones, utilities, computers, printers, copiers, etc. not directly related to required services is strictly prohibited. Contractor shall not remove any government-furnished equipment or supplies from the Government compound without the express written permission of the Director of the department or his/her designated representative. NNSY will provide the contractor with all of the information needed for project performance including desired formats and samples. Information will be provided to the contractor in Microsoft Office formats.
8.0 STATEMENT OF WORK TASKS:
Contractor will install and configure the equipment listed below for each dry dock entry point (6-Entry Points per dry dock) and mustering station for the following dry docks
· Dry Dock #2 & Mustering station
· Dry Dock #3 & Mustering Station
· Pier #3 (on the side of Building 163) One (1) Mustering Station
· Pier #5 (on the side of Building 202) Three (3) Mustering Stations Each Dry Dock entrance will consist of the following equipment:
· One (1) iSTAR Edge G2 two reader controller
· One (1) Life Safety Power Supply enclosure prewired for the iSTAR Edge G2
· Two (2) Innometriks SE Cheetah readers with Wedge Mounting.
· Two (2) 6"x10" Stainless Steel Housing, Paxton P75 and K75 Readers
· Two (2) 42" Stainless Gooseneck Pedestal
· One (1) Blue Light Warning indicator
· Required conduit and cable to connect devices to panel Mustering Station Pier #3 will consist of the following equipment
· One (1) PEDESTAL PRO Dual Height Pedestal: Bolt/Nut/Washer
· One (1) iSTAR Edge G2 two reader controller
· One (1) Life Safety Power Supply enclosure prewired for the iSTAR Edge G2 (Weather Proofing)
· Two (2) Innometriks SE Cheetah readers with Wedge Mounting.
· One (1) Blue Light Warning indicator
· Required conduit and cable to connect devices to panel Mustering Station Pier #5 will consist of the following equipment
· Three (3) PEDESTAL PRO Dual Height Pedestal: Bolt/Nut/Washer
· Three (3) iSTAR Edge G2 two reader controller
· Three (3) Life Safety Power Supply enclosure prewired for the iSTAR Edge G2 (Weather Proofing)
· Six (6) Innometriks SE Cheetah readers with Wedge Mounting.
· One (3) Blue Light Warning indicator
· Required conduit and cable to connect devices to panel Contractor will install panels at the NNSY designated locations Contractor will install the conduit and pull the cable needed to connect the security devices listed above to the panel.
Contractor will work with NNSY to help program the devices in the existing CCURE9000 Headend Contractor will test functionality and remediate installation and programing issues.
Head-End Equipment:
· NNSY will be providing the Head End to program the field equipment needed for this project.
Field Equipment:
Contractor will provide, install, and test the following equipment in accordance with the requirement provided.
· Dry Dock #2 & Mustering station
· Dry Dock #3 & Mustering Station
· Pier #3 (on the side of Building 163) One (1) Mustering Station
· Pier #5 (on the side of Building 202) Three (3) Mustering Stations
· Dry Dock will consist of the following equipment.
· One (1) iSTAR Edge G2 two reader controller
· One (1) Life Safety Power Supply enclosure prewired for the iSTAR Edge G2
· Two (2) Innometriks SE Cheetah readers with Wedge Mounting.

No additional Software licensing is required for this project System Configuration:
Contractor will assist NNSY personnel in the programing of the existing CCURE9000 system to support the proposed mustering solution Test & Checkout:
Contractor will complete a comprehensive point to point test and checkout of all devices to include the following:
· Verify Mustering process
· Verify all output device functionality, where applicable.
· Verify all alarm annunciations.
· Remediation of any failed tests.
8.1 BACKGROUND
The Fire and Security Directorate (Code 1120) of the headquarters of Commander, Norfolk Naval Shipyard (NNSY) in Portsmouth, Virginia provides operational support for the protection of vessels housed in the shipyard. It is required that ships and commands within the shipyard use an Automated Access Control System (AACS) to enter controlled spaces and areas. NNSY has been directed by NAVSEA 04X memorandum Ser 04X/178 (NAVAL SHIPYARD IMPLEMENTATION OF ENABLING TECHNOLOGY) to utilize the Ccure access control system for providing Navy vessel access data. This data is to support fire safety requirements. This requested work supports the 04X directive which states a completion by 30SEPT2024. Contractor technical services are required to install, calibrate, and test a new Ship’s Mustering System within NNSY in a manner not to disrupt day to day operations and meet the NAVSEA 04X directive.
The purpose of the mustering solution is in the event of an emergency, NNSY will have the means to ensure everyone who has checked into the dry dock area has checked out and produce real-time reporting during the emergency.
Each dry dock entrance will have an “IN” and “Out” reader. The “IN” reader, upon verification, will allow the person entry into the dry dock and check the person into the dry dock “Area”. The “Out” Reader will upon verification will check them out of the dry dock “Area”.
This will allow NNSY to do a real time accounting of how many personnel are in the dry dock area at any given time.
In the event of an emergency, an emergency input will be triggered by NNSY to signal an “evacuation and mustering event”, and will trigger a blue flashing light mounted at the panel for visual indication of the evacuation event.
Once personnel exit the dry dock area, or Pier #3, #5 they will proceed to the mustering station which has a Blue signal light flashing, where personnel will read their the card on the associated reader. This will take the person out of the associated dry dock area. NNSY can-do real-time reporting during this time to verify personnel who have checked out of the area, and who may still show checked into the dry dock area.
8.2 SCOPE
Due to the technical nature of the installation of such a system, delay of installation will result in the delay in use of a Navy Critical asset, denied access to these assets, and will be felt across the Force. The contractor will provide technical services in the form of removal, installation and testing with time being limited to 6 months from start of this task order. Services to include purchase of the necessary material, assembly, installation, cleaning, inspection and testing of the new Software House C-Cure 9000 AACS equipment. In order to meet the goals set forth by the Department of the Navy (DON), additional expertise and requirements are needed as follows:
· Company must have a Software Enterprise Level Certification
· Company must have certified personnel at the Advanced Integrator level
· Company must have certified personnel at the Enterprise Architecture level
· Company must have experience in deploying redundant Personal Access Contol System (PACS) configurations, specifically Software house.
· Company must be an ISO9001:2008 registered company without exceptions
· Company must have experience with migration and integration of databases from disparate systems for facilitating a PACS migration of this size and complexity.
· Company must have experience with Federal Government Certification and Accreditation (DIACAP) processes and procedures
· Company must have experience with Federal procurement procedures (FAR, etc.), GSA Schedules and fair and reasonableness price justifications
· Company must have personnel capable of acquiring and maintaining the necessary clearances to perform the work of this task order
· Company must have an Office Support Location within 25 miles of NNSY in order to provide urgent ongoing support as needed.

8.5 Meetings/Conferences. Upon NNSY’s request, the contractor will attend meetings/ conferences with the Government and provide any expert advice required. The contractor may be required to prepare minutes, which will be provided in Word format via electronic e-mail to the NNSY TPOC within five business days after completion of the meeting/ conference.
8.6 Travel. No additional cost for travel is authorized above that identified in final contract.
9.0 NON PERSONAL SERVICE STATEMENT
The Government will be responsible to providing an escort as required for Contractor personnel. Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work. Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in the task order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
10.0 TECHNICAL POINT OF CONTACT AND INSPECTION AND ACCEPTANCE
This person is the Contracting Officer’s Technical Assistant under this order and the person responsible for performing inspection and acceptance of the contractor’s performance.

An original and three copies of each invoice and any necessary supporting documentation (such as the required certificate of performance) shall be sent by the Contractor to the TPOC.
The government representative as listed below is responsible for certifying the invoice shall complete the Prompt Payment Certification and forward it along with the original invoice and three copies, a copy of this task order (and all modifications that may be issued in the future) to the 1120 QA Branch Head

11.0 The following clause applies to this task order.
TRUSTWORTHINESS SECURITY - NAVY CONTRACT/TASK ORDERS
Purpose: Reference is hereby made to Navy awarded contracts requiring contractor access to Navy information systems, sensitive unclassified information or areas critical to the operations of the command. Although these contracts are not classified and therefore contractor employees are not required to have obtained a National Agency Check (NAC) trustworthiness determination, the Department of the Navy (DON) has determined that all DON information systems are sensitive regardless of whether the information is classified or unclassified. Contractor whose work involves access to sensitive unclassified information warrants a judgment of an employee's trustworthiness. Therefore, all personnel accessing DON computer systems must undergo a National Agency Check to verify their trustworthiness. Also, Commands will include Facility Access Determination (FAD) program requirements in the contract specifications when trustworthiness determinations will be required on the contractor employees. The following addresses those requirements for Trustworthiness Security.
"Each contractor employee will have a favorably completed National Agency Check (NAC).
If contractor personnel currently have a favorably adjudicated NAC the contractor will notify the Security Manager of the command they will visit utilizing OPNAV 5521/27 Visit Request form. The visit request will be renewed annually or for the duration of the contract if less than one year.
If no previous investigation exists the contractor personnel will complete the requirement for a Trustworthiness NAC.
In accordance with NAVSUPINST 5239.1A, if the contractor employee is a Foreign National prior approval of the Network Security Officer (NSO) is required. Access may be granted to Foreign Nationals who have a need to know and at least one of the following applies:
(a) Foreign National is employed by DOD, or
(b) Foreign National possesses a current Functional Accreditation approved by the Navy International Program Office (NAVIPO), or
(c) Foreign National possesses a current Visit Request Form (OPNAV 5521/27 (1-73) as defined n OPNAVINST 5510.1H), which is on file with the requesting activity.
The Trustworthiness NAC is processed through the command Security Manager. The NAC will be processed through the use of the Electronic Personnel Security Questionnaire (EPSQ) SF 85P. The EPSQ software can be downloaded at the Defense Security Service (DSS) website http://www.dss.mil/epsq/index.htm. The contractor should provide the completed EPSQ electronically (electronic mail/diskette) to the Command Security Manager along with the original signed release statements and two applicant fingerprint cards (FD 258). The responsibility for providing the fingerprint cards rests with the contractor. The Security Manager will review the form for completeness, accuracy and suitability issues. The completed SF 85P along with attachments will be forwarded to (DSS) who will conduct the NAC.
The Department of the Navy Central Adjudication Facility will provide the completed investigation to the requesting command security manager for the trustworthiness determination. The command will provide written notification to the contractor advising whether or not the contractor employee will be admitted to command areas or be provided access to unclassified but sensitive business information.
Trustworthiness determinations are the sole prerogative of the commanding officer of the sponsor activity. If the commanding officer determines, upon review of the investigation, that allowing a person to perform certain duties or access to certain areas, would pose an unacceptable risk, that decision is final. No due process procedures are required.
SAFETY
"Per FAR 22.102-1(a) entitled "Safety", Contractors are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard cognizance must follow Federal and State OSHA requirements and Norfolk Naval Shipyard OSHE Program Manual, NAVSHIPYDNORINST P5090.2 requirements or safety requirements for site specific location of the contract.
a. Contractors and Non-NNSY Government Agencies (NNGAs) are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard (NNSY) cognizance must adhere to Federal OSHA requirements for hazardous energy control IAW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures as identified in NAVSEA’s Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250 (latest revision), when performing work under NNSY contract. All HEC work to be performed by Contractors and NNGAs requires that NNSY Technical Points of Contact (TPOCs) and/or Contracting Officer’s Representatives (CORs) be notified of the HEC scope of work prior to starting work. Any changes or deviations in the initial scope of HEC work requires the NNSY TPOCs and/or CORs be informed of the change/deviation. Appendix 250.B-1 through B-3 of OSHECM Chapter 250 for multiple employer work identifies when Contractors and NNGAs are required to assign their Lockout/Tags-Plus Coordinator (LOTC) to coordinate HEC work with the cognizant NNSY LOTC. HEC locks shall be provided by the contractor or NNGA for their employees use. The HEC locks shall have red bodies with name labels or name tags affixed, identifying who installed the HEC lock(s) and a point of contact telephone number. HEC lock name lables and tags must be made of materials that will hold up to the environment to which they are exposed. HEC tags used for Tags-Plus HEC work shall be provided by the cognizant NNSY LOTC to the contractor or NNGA for their use if machinery, equipment, or systems (MES) cannot be locked out. OSHECM Chapter 250 Tags-Plus procedures will be strictly followed.
b. Contractors and NNGA’s may obtain electronic copies of OSHECM Chapter 250 (latest revision) and access the OSHA 1915.89 web site by using the following link to NNSY’s public access web site: http://www.navsea.navy.mil/shipyards/norfolk/default.aspx
c. Names and contact information for NNSY LOTCs and/or the Facility Custodian will be provided by NNSY TPOC and/or CORs set forth elsewhere in this award document.”
REQUIREMENTS FOR ACCESS TO NAVY INSTALLATIONS
Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System, (DBIDS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Participation in the DBIDS is not mandatory, and if the Contractor chooses to not participate, the Contractor's personnel will have to obtain daily passes, be subject to daily mandatory vehicle inspection, and will have limited access to the installation. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials.
