STATEMENT OF WORK
STATEMENT OF WORK FOR SERVICE REPAIR OF XOS SINDIE M-SERIES SULFUR ANALYZER
1.1 Background. The Mid-Atlantic Regional Fuels Test Laboratory is considered the Master Fuels Lab for the East Coast. The lab supports a variety of customers including Navy, Army, Air Force, US Coast Guard and the Military Sealift Command. The primary mission of the lab is to support the Atlantic Bargenet in addition to the Fleet, US Coast Guard, and other military entities. A driving factor of the Fuels program is to provide timely analyses of fuel when barges are en route to their final destination and offload ship requirements for undocking.
Barge delays incur demurrage charges which can run tens of thousands of dollars per hour. Full capability of analyses per specification, timely analyses, and a reliable team are critical in meeting our customers’ needs. We are an accredited lab, capable of testing numerous physical properties of petroleum products including JFTOT and Standard Test Method for Pensky-Martens Closed Cup Flash Point. In order to maintain laboratory accreditation, ASTM proficiency testing is performed to validate methods and instrumentation performances.
1.2 Objective/Scope: This scope of work covers the diagnostics, repair, preventative maintenance, and verification/calibration
SINDIE 2622-10 M-SERIES SULFUR ANALYZER SERIAL NUMBER: BT-140314002
After service has been completed, vendor shall provide an itemized work order that details the inspection, preventative maintenance, verification/certification, and/or repair performed. The Fuels lab personnel shall analyze a ASTM proficiency sample or QC sample to assure proper operation of the instrument. If the instrument is found to be inoperative or fails to work within its respective ASTM specification, the vendor technical representative shall perform repair at no additional charge. If the instrument cannot be brought within the established analytical specifications, a statement shall be annotated on the work order detailing the problems found. If additional parts, repairs, and labor/travel are required, outside the scope of this specification, vendor shall provide an additional itemized quotation.
