REQUIREMENTS:

The Coffing single speed ECMT-2012 electric chain hoist with motorized trolley shall be equipped with the following features and characteristics:

(1) Pre-Wired for 3-phase 230 VAC 60 Hz.

(2) Standard pigtail wire / power cable shall be 10 feet in length.

(3) The duty service classification shall be H3 or higher.

(4) Hoist function shall be Single speed rated.

(5) Trolley shall be single speed rated at 24 feet per minute.

(6) A mechanical load brake or self-locking worm gear which sets upon main line contactor de-energization and that can independently stop and hold 125% of rated capacity and does not require the load to be raised before being lowered. Brake components shall not contain asbestos materials.

(7) An electro-mechanical brake (shoe or disc) which sets upon main line contactor de-energization, and that can independently stop and hold 125% of rated capacity. The brake shall not require the load to be raised before it can be lowered. Brake components shall not contain asbestos materials.

(8) Brake housings of motor mounted disc brakes, brake lining backing plates, shoes, and shoe holders shall be steel or ductile iron (Preferred). Gray cast iron or cast aluminum are acceptable if the first two options are not available.

(9) A zinc plated welded link chain.

(10) A chain stop or dead end connection to prevent the load chain from running out of the hoist at its fully extended position.

(11) The wheels shall meet the following:

a. Hollow stamped steel trolley wheels are prohibited.

b. Under running wheels shall be cast or forged steel (First preference if available) or gray cast iron (Second preference if available)

c. The wheel assembly mating surface and geared teeth shall not be painted.

d. The wheels installed on the hoist shall be flat tread wheels compatible with a 325 patented track with beam length of 33 feet, Depth of 8 inches, Width of Flange (Bf) of 3.25 inches, and Thickness of Flange (Tf) of 0.375 inch.

e. Have a minimum tread hardness of 375 BHN.

(12) Safety lugs (drop stops) or functionally equivalent feature on the trolley frame to prevent derailment and limit the drop to not more than one inch in the event of a wheel or axle failure.

(13) Extended wrap-around trolley frame plates or similar which the bumpers shall attach to.

(14) The bumpers shall be designed in accordance with ASME B30.17. The bumpers shall be mounted so there is no direct shear on the bolts upon impact.

(15) The trolley brake shall be non-time delay on setting, or the trolley shall be equipped with a non-coasting drive.

(16) The trolley assembly shall be gear driven.

(17) The hook and hook nuts shall be:

a. Easily removable hook such that it does not require unreeving of the hoist.

b. Comply with ASME B30.10 or equivalent.

i. If an equivalent standard is used, that equivalent standard shall be cited.

c. Not be coated (neither painted nor plated).

d. Forged carbon steel (preferred) or forged alloy steel.

e. Equipped with a safety latch.

f. Standard commercial hooks may be used at their published ratings when their published design factors are 5 or greater.

g. Hooks shall not be welded, except by the original hook manufacturer prior to heat treatment. Tack welding is prohibited.

h. Easily removable and reusable means shall be provided to secure the nut to the hook shank.

i. When provided, shank and nut threads shall have a Class 1 or 2 fit, per reference ASME B1.1 or metric equivalency.

(18) The hook block shall be constructed such that:

a. Load block components in the load path shall be steel; ductile or malleable cast iron housings are permitted.

b. Equipped with an anti-friction thrust bearing to allow 360-degree hook rotation under 125% rated load.

(19) All motors shall have the following characteristics:

a. A duty rating of 30 minutes.

b. Motor insulation shall be class F (Preferred if available). If Class F insulation is not available, documentation of motor insulation shall be provided.

(20) Hoist motor conductors shall be sized in accordance with NFPA 70 Table 610.14(A).

(21) Directional contactors shall be electrically and mechanically interlocked.

(22) The mainline contactor shall be controlled by a Power-Off-Power-On pushbutton located on the pendant controller that removes all power from the drive motors and brakes.

(23) Limit switches shall meet the following:

a. Primary limit switches, both upper and lower, shall be adjustable and be of the control circuit type.

b. Primary upper limit switch activation shall only allow movement in the lowering direction where lowering of the block shall automatically reset the primary limit switch.

c. Primary lower limit switch activation shall only allow movement in the raising direction where raising of the block shall automatically reset the primary limit switch.

d. Overload clutches (ref. item 27 below) that meet ASME B30.16 are acceptable as upper and lower limit switches.

e. Secondary Upper Paddle Limit Switch that is configured to shut off power to the hoist function when the paddle switch is tripped by the load block. This shall prevent the hoist function from hoisting upwards and still be able to move downwards when the paddle limit is tripped. The motorized trolley shall operate in the event the paddle limit switch is tripped.

(24) Overcurrent protection for the control circuit, including control circuit transformer shall be in accordance with NFPA 70.

(25) Fuse or circuit breaker protection for branch circuit short circuit and ground fault protection shall be in accordance with NFPA 70.

(26) Overload protection for each motor, motor controller, and branch circuit conductor shall be in accordance with NFPA 70.

a. For motor protection, low-peak type fuses shall not be used.

(27) The hoist shall be equipped with a hoist overload limiting device that shall meet either of the requirements below:

a. For a non-adjustable slip clutch, the OEM factory setting is acceptable and shall be identified.

b. If the device is adjustable, it shall be adjusted to prevent hoisting in excess of the test load. The test load for the hoist is defined as 125% of its rated capacity. Product information on the device and procedures on how to adjust the device shall be provided.

(28) A NEMA 4 control enclosure shall be mounted on the hoist. The following shall be included on the control enclosure:

a. Keyed-bypass switches mounted on the NEMA 4 enclosure to allow for testing of the following:

i. Bypassing of the electro-mechanical brake to allow for independent testing of the mechanical load brake. This shall include a three (3) position spring return key switch that shall be labeled (Spare – Normal – Test) that returns to center as follows:

1. Labeled “Load brake test” above the key switch.

2. Spare position on the left.

3. Normal position is straight up (center). This shall be the default position of the key switch.

4. Test position on the right. This shall allow for bypassing the primary brake to verify the mechanical load brake will hold 125% (+0% / -5%) of the hoist rated capacity.

ii. Bypass of the Upper Paddle Limit Switch to test bypass of the primary upper limit. This shall include a three (3) position spring return key switch that shall be labeled (Reset – Normal – Test) that returns to center as follows:

1. Labeled “Limit Switch Bypass” above the key switch.

2. Reset position on the left. This shall allow for the operator to hoist down while the key switch is turned to the reset position.

3. Run position is straight up (center). This shall be the default position of the key switch.

4. Test position on the right. This shall bypass the primary upper limit to activate the paddle limit switch.

b. Both key switches, load brake test and limit switch bypass, shall utilize the same key.

c. QTY: 3 keys shall be provided.

(29) A pendant pushbutton station shall be provided with the following attributes:

a. A method of strain relief to protect the electrical conductors from strain.

b. Drop cable length of 4 feet 4 inches.

c. The minimum wire size of multiconductor flexible cords shall be #16 AWG unless otherwise permitted by Article 610 of the NFPA 70.

d. A grounding conductor between a ground terminal in the pendant pushbutton station and the hoist. Exposed metallic strain relief elements and enclosures, where used, shall be bonded to the hoist’s equipment grounding conductor.

e. The pushbutton station shall be rated for indoor use in a standard industrial environment.

f. The control pushbuttons shall spring-return to the OFF position.

g. The maximum voltage in the pendant pushbutton station shall be 150 Volts AC or 300 Volts DC.

h. Controllers shall be clearly and permanently labeled with functionality and direction.

i. The hoist pushbuttons shall be labeled “UP” and “DOWN” and located above the trolley pushbuttons.

ii. The trolley pushbuttons shall be labeled “FORWARD” and “REVERSE” and located below the hoist pushbuttons.

i. The controller pushbuttons, except the STOP/POWER OFF pushbutton, shall be guarded to prevent accidental actuation.

j. 20% of the wires inside the pendant controller shall be labeled as spares.

(30) The hoist shall be supplied with enough chain to accommodate 12 foot lift height.

(31) The chain bucket to house the chain shall be sized to accommodate a 15 foot lift when the chain is in the upper limit. No chain shall be able to spill out of the bucket while lifting a load.

(32) Chain bucket shall be made of metal. Other materials including leather, fabric, etc. are prohibited.

(33) Each hoist shall have its model number and unique serial number labeled on the hoist

(34) DELIVERABLES: The following certificates and technical documentation which shall be provided:

a. Certificates – All certifications shall be dated and shall bear the original signature (above the printed name) of the authorized representative of the manufacturer of the items or equipment being certified. Each certification shall clearly identify the hoist with its model and serial number, the drives, components, and location (as applicable) to which it applies:

i. Periodic Load Test – The hoist will be subjected to periodic overload testing (125% of rated capacities). The hoist manufacturer shall certify that the hoist is capable of the above testing and that it is permitted, and will have no detrimental effect on the hoist.

ii. Loss of Power Tests – The hoist manufacturer shall certify that the hoist loss of power tests can be performed without any detrimental effects to the hoist and its respective components. In the event a loss of power occurs, the brakes will set.

iii. Free from Hazardous Materials – The hoist manufacture shall certify that the hoist contains no asbestos, lead paint, Polychlorinated Biphenyl’s (PCB’s), chromates, elemental mercury, or other toxic or noxious industrial materials.

iv. Brake Gap Adjustment Record – The hoist manufacturer shall state the adequate brake adjustment range and brake thickness for the hoist and trolley brakes.

v. Hook and Hook Nut Non-Destructive Test (NDT):

1. The hook supplier shall provide a letter of certification that NDT meets the requirements of ASTM E543. The certification shall be current within one year of the date the NDT was performed.

2. The hoist manufacturer shall submit for government review the NDT vendor’s procedures, including technique sheets specific to the types, shapes, and size of the parts being examined (e.g., shank hook, eye hook, duplex hook, eye pin, swivel eye bar). For the magnetic particle method, the procedures shall adequately describe the orientation of the hooks, swivel eye bar, or eye pins with the magnetizing equipment. Procedures must be reviewed and bear the approval signature of an SNT-TC-1A qualified Level III examiner stating they are independent of the vendor.

3. Prior to performing any operational testing of the crane, the hook and eye pin or swivel eye bar (as applicable) shall be inspected by the magnetic particle method over their entire surface area in accordance with NAVSEA Technical Publication T9074-AS-GIB-010/271. ASTM A275 may be used with the following restrictions: DC yokes (including switchable AC/DC yokes used in the DC mode) and permanent magnet yokes shall not be used; automatic powder blowers or any other form of forced air other than from a handheld bulb shall not be used for the application or removal of dry magnetic particles; arc strikes shall be removed; and equipment ammeters shall have an accuracy of 5 percent of full scale (equipment ammeter accuracy other than that stated is acceptable provided the magnetic particle method procedure states that a magnetic field indicator is used to establish and verify adequate field strength for all aspects of the inspection). If NDT cannot be performed on surfaces inside holes, those surfaces shall be visually inspected to the maximum extent practical. Acceptance criterion shall be no linear indications greater than 1/16 inch. The NDT report shall be provided to the Government and shall be traceable to the unique ID number of the hook and eye pin or swivel eye bar (as applicable).

b. Technical manual provided as a PDF that shall contain the following:

i. Catalog cuts which show modifications beyond the standard options.

ii. Manufacturers’ literature for maintenance, adjustments, inspection, troubleshooting, and operating instructions.

iii. Documentation showing the wheels hardness rating in BHN.

iv. Listing of lubrication points. Included the types of lubricants needed.

v. Updated electrical schematics showing compliance of the requirements in the specification stated herein.

vi. Product information on the hoist overload limiting device. This shall also include how to adjust and troubleshoot the hoist overload limiting device.

vii. Drawing of the hoist, which includes model number and serial number, showing compliance of the specification stated herein.

viii. Drawing of the pendant controller showing compliance of the specification stated herein.

ix. Total weight of hoist with all requirements of the specification stated herein.
