Section SF 1449 - CONTINUATION SHEET
STATEMENT OF WORK
MPS Requirements:
NNSY would like to optimize their output spending by having a contract that allows them to add or remove existing printing devices where appropriate and opt to add new printing devices to the contract. The Government may opt to remove a device(s) from the contract if it is decided that the device(s) are no longer needed on the contract to support a given area.
The Contractor is to provide break/fix service, supplies, plus preventative and routine maintenance to maintain and improve equipment uptime and equipment performance as well as management services.
· Vendor will maintain the Equipment in good working order.
· Vendor will provide service dispatch information (e.g. toll-free phone number, email address, etc.).
· Repairs will be conducted onsite at the location of the equipment.
· All parts, labor & travel expenses shall be included.
· Unscheduled repair service necessitated by ordinary use will be provided as required by and at the request of the NNSY (no call limit) during normal business hours Monday through Friday, except holidays observed by the Government.
· All consumables (toners, print cartridges, etc.) except paper will be included.
SUPPLIES MANAGEMENT SERVICES
The Contractor will process requests for ordering supplies. Supplies consumption will be monitored and tracked for usage against expected supplies yield. NNSY will be responsible to manage the supplies on-site. Contractor provided consumables may be genuine original manufacturer branded or “Compatible” consumable. Toner must be of DIN 33870 quality and proof of that must be referenced. If compatible consumables are utilized, the Contractor is responsible for the repair of the device should damage from the compatible consumable occur. A minimum quantity of consumables will be stored on-site for immediate replenishment.
DEVICE MANAGEMENT SERVICES
The on-site service delivery process described here is used to perform the Managed Print Services (MPS) services required. The end users will coordinate with Contracting Officers Representative (COR) for service requests. The COR will work in conjunction with NNSY IT and the Contractor’s Help Desk as required to document and fulfill those requests. The COR will work with NNSY IT staff to coordinate Move, Add, Change and Dispose (MACD) process with the Contractor, as required. NNSY will be responsible to work with the Contractor Help Desk to process MACD forms to avoid delays in supplies replenishment and servicing. This will assure that any changes to the Make, Model, Serial number and/or location of any device is also updated in the Asset Management Database (AMD).
ASSET MANAGEMENT DATABASE SERVICES
The Contractor will create and maintain an Asset Management Database (AMD) to track utilization, physical location, additions, removals and break/fix service and supplies activities for all devices. The AMD enables the Contractor to monitor the device population to enable availability, service and supplies delivery, asset activity and utilization reporting to the NNSY. The accuracy of the AMD is contingent upon the accuracy and timeliness of changes to the MACD that the NNSY will provide to the Contractor.
BREAK/FIX SERVICES
The Contractor must provide break/fix services to include normal repair, maintenance and replacement of parts to maintain devices in good working condition. Parts included must be at least all electronic components, circuit boards, hard drives (where applicable), rollers, clutches, gears, power supplies, wiring harnesses, bearings and internal mechanical components, drums, fusers, LCD displays/keypads, maintenance kits including all travel & labor costs associated. Break/Fix Services will include dispatch of the Contractor direct service personnel or designated service provider and tracking of service calls through call resolution. All printers are considered part of the solution. If the device is replaced, the user is responsible for notifying the COR to update the AMD.
HELP DESK SERVICES
Contractor will provide a convenient resource to receive, dispatch, track escalate, process and close commonly requested services for devices. Requests may also include questions about device relocation and asset acquisition. The call center must be based locally and have hours of operation between 8:00 am and 5:00 pm (EST). The initial contact with a service technician should be within 4 hours of a service call being placed, during regular office hours.
CONTRACTOR SECURITY REQUIREMENTS
Contractor must hold an active Facility Security Clearance at the Secret level and must be able to provide technicians cleared to the Secret level. The contractor must be able to perform work under a DD-254 issued by NNSY.

CLAUSES INCORPORATED BY FULL TEXT
52.204-21 BASIC SAFEGUARDING OF COVERED CONTRACTOR INFORMATION SYSTEMS (NOV 2021)
(a) Definitions. As used in this clause--
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public websites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.
(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.
(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.
(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.
(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial products or commercial services, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
(End of clause)

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees if the acquisition--
(1) Is set aside for small business and has a value above the simplified acquisition threshold;
(2) Uses the HUBZone price evaluation preference regardless of dollar value, unless the offeror waives the price evaluation preference; or
(3) Is an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at Federal Acquisition Regulation (FAR) 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
