Should you or your employees get stopped at a cordon (exercise perimeter) or get told to evacuate your work area, you may identify yourself to the cordon guard as a Contractor and state the reason you need to remain in the cordon area. The guard will request for exemption from there chain of command. If the exemption is approved, only company or properly marked vehicles will be allowed to cross or remain in the exercise cordon area. Period of Performance (POP), not on the number of crane lifts performed.

3.3.2 Crane lifts at NAVSTA Norfolk by the contractor will be at the direction of government personnel and shall be known as “The Project” or “Project Personnel” in this statement of work. The project or its personnel do not supersede the oversight authority of the COR or Contracting Officer. Signaling direction of the crane lifts will be from a qualified Rigger-

In-Charge (RIC). If a conflict of work is given to the crane operator by the project manager, such as non-standard work hours, the COR must be notified by the contractor for resolution PRIOR to the requested work commencing.

The project manager does not have authority to direct the contractor outside the scope of this contract.

3.3.3 As directed from the Project Manager, the contractor crane operator will make crane lifts using a mobile crane. Crane lifts will include equipment removal and installation in support of submarine maintenance at NAVSTA Norfolk and other specified supporting lifts. 3.3.4 All contractor lifts shall be in accordance with the following requirements: 29 CFR, ANSI, OSHE, and ASME manuals. Additionally, the contractor shall follow direction of the Project Manager for lifts governed by references 2.1.1 through 2.1.3. Where internationally defined requirements and established government requirements conflict, government requirements shall have priority. The Project Manager will monitor contractor crane lifts for compliance to requirements.

3.3.5 The Project Manager shall hold a pre-job briefing in-person at the start of each work shift, to include the contractor crane operator. The briefing will address the work and lift plan for that shift, discuss work safety, compliance to safety requirements, and Lockout Tags-Plus requirements as applicable.

NOTE: During the performance of weight handling operations (crane lifts and rigging operations), contractor and government personnel have the right to stop work if any part of the work/lift being performed was not briefed, the lifting or rigging technique being used is inconsistent with their training, or work experience notes a sequence of events that may result in personal injury or damage to equipment. When work is stopped, the involved personnel must notify management, mitigate the noted risk, and re-brief prior to recommencing work.

CAUTION 1: Lift stopping points may be established by project personnel to ensure the crane or rigging gear is not overloaded. The contractor crane operator(s) will be briefed on the lift stopping points by project personnel prior to commencing lifts.

CAUTION 2: Crane operator(s) must be trained not to bypass crane safety devices during lift operations.

3.4 Specific Requirements

3.4.1 The contractor shall provide the following equipment and personnel to support the scheduled work of the Submarine Maintenance:

3.4.1.1 One (1) 90T telescopic type mobile crane. The crane shall remain on site for the duration of the contracted POP. The crane outriggers, deployed in accordance with Original Equipment

Manufacturer (OEM) requirements for this lift, must fit within this distance. The crane shall be positioned on the pier using contractor crane /LHE pre-entry checklist and lift plan as a guide. Contractor shall provide a drawing of the physical crane dimensions (length, width, height) for travel and with outriggers deployed and crane size

(capacity) and maximum outrigger reaction for the specified lifts to the Contracting Officer for approval by the COR during the bidding process.

3.4.1.2 Crane Equipment.

3.4.1.2.1 The crane shall be equipped with a functional Load-Moment

Indicator (LMI) system. All of the crane’s safety devices shall be enabled and operational.

3.4.1.2.2 The crane shall be equipped with a functional wind speed indicator visible from the operator’s cab.

3.4.1.2.3 The crane shall be equipped with a boom angle indicator visible from the operator’s cab.

3.4.1.2.4 The crane hook(s) shall be equipped with a self-closing latch or the hook throat opening ‘moused’ (with wire rope lanyard or other secure means) to prevent the attached item from coming free of the hook under a slack condition. Contractor personnel shall be trained not to stand under or in the fall zone of a suspended load.

NOTE: The government will supply below-the-hook rigging gear as needed for project lifts.

3.4.1.3 One (1) crane operator for each scheduled shift. Crane needs to be transported to Norfolk Naval Base Pier 3 put together and ready to go to work by 0800 each day unless specifically requested otherwise. Day shifts only will be scheduled. A contractor crane operator shall not generally exceed a shift of 12 hours in length. The project may schedule periods of lapse time in crane service, during which no crane operator will be needed. The project will notify the contractor of scheduled lapses and the duration within 24 hrs of the lapse in need.

3.4.1.4 The contractor shall submit the names of two (2) crane operators (one (1) as the primary operator and one (1) operator as an alternate. Other operator names may be submitted by the contractor to take the place of either the primary or alternate operators should either not be able to report to a scheduled shift. All operators must be qualified in accordance with section 3.4.2.2.

3.4.2 Crane Entry Package

3.4.2.1 The government POC’s for contractor and crane entry requirements are provided in

Section 5. The crane entry package must contain CNRMAINST 11262.1B enclosures (1) and (6) of this statement of work. Additional documents required to complete the crane entry package will be conveyed by the NAVFAC entry package POC and will include the following:

3.4.2.2 Contractor crane operators and crane riggers shall be certified meeting the requirements of 29 CFR part 1926.1427. Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on

National Security Systems Instruction (CNSSI) 4009).

Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).

Safeguarding means measures or controls that are prescribed to protect information systems.

(b) Safeguarding requirements and procedures.

(including other information systems).

(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.

(iii) Verify and control/limit connections to and use of external information systems.

(iv) Control information posted or processed on publicly accessible information systems.

(v) Identify information system users, processes acting on behalf of users, or devices.

(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.

(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.

(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.

(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.

(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.

(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.

(xii) Identify, report, and correct information and information system flaws in a timely manner.

(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.

(xiv) Update malicious code protection mechanisms when new releases are available.

(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.

(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other

Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order

13556.

(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial items, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
