Questions and Answers

Question 1:

In describing the “Vol. IV, Contractual Requirement” volume, in Section L, pg. 79, Table 1, in listing the “Vol. IV Contractual Requirement” elements, the listing is misnumbered. “Section D: Notification of Organizational Conflict of Interest” should be listed as “(5)” and Section E should be listed as “(6)”. The numbering error is also seen in L.7, pg. 87, where Table 7 should include “Section C: Representations and Certifications,” which is missing from Table 7. There is also no description or reference to “Section C:

Representations and Certifications” between L.7.1. and L.7.4. Will the Government please confirm the requirements to ensure Offerors address all Section L criteria requirements?

Answer:

The numbering is corrected in the row of Vol. IV – Contractual Requirement, Table 1, Paragraph L.1.1.1.

on Page 79 of the RFP.

Section C: Representations and Certifications was listed due to an administrative error; therefore, it was removed via Amendment 0001 of the RFP.

Question 2:

In Section L at subpara. L.5.2., Past Performance Narratives (pg. 87), the criteria states “For each of the Recent Relevant Past Performance References submitted, the Offeror shall also provide one Previous Contracting Effort Narrative detailing the following information: . . ,”. Will the Government please clarify whether the requested “Narrative” elements that follow in (i) through (v) are to be provided from each Attachment 17 form as required in L.5.1 or as “one Previous Contracting Effort Narrative” separate from the Attachment 17 format as presented in L.5.1. For example, if the Offeror provides four (4) past performance references (including one major subcontractor) using Attachment 17, is the Offeror additionally required to also provide four past performance narratives, or select one past performance reference from among those four to provide the one “previous contracting effort narrative”?

Answer:

As specified in L.5.2 Past Performance Narratives on Page 87 of the RFP, Offerors are required to provide a narrative by utilizing the Past Performance Information Form (Attachment 17) for each past performance reference. There is no additional/separate narrative required.

Question3:

Question 4:

In the RFP at Section L, paragraph L.2.2., Table 1, no reference is made to a cover page for each volume. Will the government confirm whether a cover page is required or desired for Volumes I through IV prior to the Table of Contents page? If a cover page is not authorized, will be TOC be considered the first page in each volume?

Answer:

Cover pages are not required; however, they are allowed if Offerors wish to include them.
