3.8.10.4 The Contractor shall be responsible for ensuring that routes meet the requirements of
49 CFR and applicable federal, state, and local regulations.
3.8.11 Prior to departing the NNPP site, the Contractor’s representative (i.e., broker (if required by the
NNPP site)), shall sign a certification to the effect that they have received the listed radioactive material for transportation, certify for compliance with DOT regulations and that they are a designated representative of a licensee of the NRC or an agreement state, to receive such material and shall furnish the duly assigned license number.
3.8.12 Unless otherwise specified in a task order, the Contractor’s driver shall transport the material directly to the licensed treatment/disposal facility upon departure from the NNPP site. In addition, the driver shall notify the NNPP site point of contact (noted in the shipping papers) at the NNPP site making the shipment of any problems encountered, such as mechanical problems with the equipment, adverse weather conditions, or any other conditions which would result in a delay in delivering the material to the treatment and disposal site. The cognizant and/or Contractor personnel shall contact the COR within 24 hours of any delay in the shipment.
3.8.13 The Contractor must be capable of responding to emergencies that may occur during transportation of the radioactive and hazardous materials over public highways between the NNPP site and the licensed treatment and disposal facility. As a minimum the Contractor must:
3.8.13.1 Provide driver with an accident plan, which will include instructions for calling DOT and NRC or an agreement state agency in the event of an accident. The Contractor shall make provisions for the radiological and hazardous control response capabilities at the accident site.
3.8.13.2 Equip each vehicle used to transport waste with material required in the event of a minor accident or spill to isolate and post the affected area, contain small spills of solid or liquid material, protect initial emergency response personnel (including the driver) from exposure to hazardous and/or radioactive materials, and to perform radiological surveys to determine the extent of the spread of radioactive materials.
3.8.13.3 Maintain personnel, equipment and capability to transport the personnel and equipment, in order to respond to a major accident or spill at any location between the NNPP site and the licensed treatment and/or disposal facility with sufficient personnel and equipment to isolate and contain any spill or spread of hazardous and/or radioactive materials, repackage materials as necessary, and perform radiological surveys as necessary to determine actions necessary to release the site for unrestricted access.
3.8.14 For PHNS & IMF shipments, the transportation of waste will occur in two (2) segments, an ocean voyage and a land voyage.
3.8.14.1 PHNS & IMF shall provide and/or coordinate the ocean transport from PHNS & IMF to a Port of Entry on the West Coast.
3.8.14.2 PHNS & IMF will provide the freight container for the shipment.
3.8.14.3 The Contractor shall coordinate with the ocean transporter for loading of the freight container onto the Contractor’s vehicle at the Port of Entry.
3.8.14.4 The Contractor shall provide the land transport from the Port of Entry on the West
Coast to the Contractor’s treatment/disposal facility.
3.8.14.5 At the request of PHNS&IMF, and as designated in the task order, the conveyance may have two (2) drivers to expedite the transportation of the material.
3.8.14.6 After removal of the PHNS & IMF waste from the conveyance at the treatment/disposal facility, the Contractor may be required to return the freight container to another facility. The location of the return facility will be identified in the task order and a price quote, if required, for return of the freight container will be requested at that time.

3.10 Radiological Requirements:
3.10.1 In addition to the requirements of federal, state and local regulatory authorities and those specific requirements stipulated in applicable licenses, permits, and authorizations, the below stated radiological requirements apply, as indicated.
3.10.2 Contractor vehicles used for transporting NNPP wastes, including equipment supplied with the vehicle to secure the load (i.e. chain binders or cargo straps), shall not be used to transport or provide for the transport of NNPP materials unless these vehicles and equipment are surveyed by the Contractor prior to departure from the Contractor’s facility and meet the limits of the following paragraphs.
3.10.2.1 Loose radioactive contamination on internal and external surfaces shall not exceed 450
Ci/100 cm beta-gamma () as measured with dry swipes counted with a ratemeter equipped with a DT-304/PDR probe or instrument of equal sensitivity. In addition, loose radioactive contamination on internal and external surfaces shall not exceed 50 Ci/100 cm alpha () as measured with dry swipes counted with an
AN/PDR-56 or equivalent instrument.
3.10.2.2 Fixed radioactivity on internal and external surfaces shall not exceed 450 Ci/probe beta-gamma () as measured with a ratemeter equipped with a DT-304/PDR probe or instrument of equivalent sensitivity, and shall be less than 50 Ci/probe alpha () as measured with an AN/PDR-56 or equivalent instrument.
3.10.2.3 Contractor vehicles, containers, and equipment used for transporting NNPP wastes that are found to be above the limits specified above shall, at the option of the NNPP site, either be replaced/substituted or returned at Contractor expense to the Contractor for decontamination, or be decontaminated by the NNPP site at Contractor expense. If the return of the vehicle or equipment would result in a violation of federal, state, or local regulations, the Contractor will be notified in advance of the extent of the work to be performed by the NNPP site, and the estimated cost. No on-site decontamination by
Contractor personnel will be permitted. No detention or demurrage charges will accrue during the period the vehicle or equipment is being detained or decontaminated by the
NNPP site.
3.10.3 The following radiation measuring methods will be used to determine the various radiation and/or contamination levels:
3.10.3.1 Gamma radiation fields shall be measured with an IM-265/PDQ radiac meter with
DT680/PDQ gamma/beta probe or equivalent instrument, as applicable, calibrated to
Cobalt-60 equivalent.
3.10.3.2 Beta-gamma () swipes will be measured within one-half inch with a Geiger tube type instrument, RM-3, or E-140N (IM-254/UD) equipped with a DT-304/PDR probe, or equivalent, as applicable, calibrated to Cobalt-60 equivalent.
3.10.3.3 Alpha () activity swipes will be measured with AN/PDR-56 Alpha survey meter, or equivalent.
3.10.3.4 Swipes will be taken dry over an area of 100 cm
using a 1-1/8 inch diameter filter or paper disc.
3.10.3.5 Frisk surveys shall be performed with a DT-304/PDR equipped ratemeter or instrument of equal sensitivity, with the probe held within one-half inch of the surface being scanned.
3.10.4 Contractor shall provide copies of radiological surveys of transportation equipment to the COR and/or NNPP site, as requested. See Section 3.6.2.
