Statement of Work (SOW) Project: Statistical Modeling of Personality Types, Mental Workload, and Biomechanical Loads

GENERAL INFORMATION

1.0 Scope of Work:

The Naval Medical Research Unit Dayton (NAMRU-D) is conducting a funded biomechanics study needing a contractor with a background in spine biomechanics, workplace stress, and the effects of mental demands. This study requires the understanding of psychosocial/mental loads and their effect on spinal loads, muscle forces, and coactivation.

The project discussed is titled:

· “Influence of cognitive workload and personality type on muscular coactivation of the cervical spine” PoP end date: 30 SEPT 2022 The objective is to use the biomechanical and psychosocial measurements from the project to build a structural model to understand and identify inter-relations between personal factors, intermediate responses, and biomechanical responses.

2.0 Background: Neck disorders impose a significant threat to military readiness. Epidemiologic reports have associated some of these disorders with physical and psychosocial factors in tilt-rotor and rotary-wing aircraft. Given that high mental loads are also endured in these environments and that mental loading has been associated with increased muscular tension, it is unclear how the physical and mental loads endured in these environments influence muscular tension in the neck. In addition, it is postulated that different personalities handle mental workloads differently, which may in effect link specific personalities with higher risk for neck disorders from muscular tension. Understanding this association would provide better insight into injury mechanisms and aviator training and selection to optimize the warfighter. Statistical models linking biomechanical loads with mental loads and personality types would assist in understanding the association.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

To successfully execute the project, the contractor would need to fulfill the following requirements in a timely manner and fulfilled by each of the respective PoP date (as described above):

· REQUIREMENT: Must have research experience and expertise in the area of biomechanics and psychosocial stressors, evidenced by a history of publications involving the subject matter Tasks performed and hours devoted are estimated across the three projects stated above:

· Assistance with experimental designs (~40 hours)

· Assistance with data collections (~200 hours)

· Assistance with data interpretation (~200 hours)

· Data interpretation through the use of mixed models regression and structural equation models to understand and identify inter-relations and the structural relationship between personal factors, intermediate responses, and biomechanical responses (~1000 hours)

4.0 Government Furnished:

NAMRU-D will be responsible for the following tasks:

· Recruitment and IRB consent of research subjects

· Obtaining all necessary IRB approvals

· Conducting the experiments at NAMRU-D

· Data collection; acquisition and synchronization of biomechanical data

· Security of subject personal identifiable information (PII)

· De-identification of data shared with collaborator

· Writing reports for government publication and manuscripts to journals and/or conference proceedings

5.0 Deliverables / Schedule:

Key Deliverables Item No.

Deliverable

Objective

Due

1
Proposed Project Plan
Defining the responsibilities, timeline, risks, and milestones of contract objectives.
No later than thirty (30) business days after contract award
2
Quarterly Status Report
Report documenting tasks & issues quarterly.
Every 4 months from the date of award by 3:00 pm (EST) until the contract expires
3
Develop Modeling Approach
Develop initial structural equation model and mixed-regression models
One (1) year after contract award
4
Processed Model Data
Delivery of updated model and model results. Data will be delivered intermittently to the contractor throughout the contract as collected.
No later than thirty (30) business days from receipt of each data set

6.0 Travel: Contractor must be within 70 miles of NAMRU-D for ease of collaboration. Data collection would occur at NAMRU-D and modeling will occur at the site of the contractor. Contractor is responsible for any travel costs incurred. Multiple trips by the contractor and NAMRU-D will be required between sites to ensure successful execution of the project.

7.0 Contractor’s Key Personnel:

Key personnel must have research experience and expertise in the area of biomechanics and psychosocial stressors, evidenced by a history of publications involving the subject matter. Resumes documenting past performance is required.

Positions key to successful performance of the contract include: professor/research faculty, senior research engineers, statisticians, graduate research associates/assistants

8.0 Security Requirements: No security requirements are needed for the execution of the project unless NAMRU-D access is needed. If NAMRU-D access is needed, the appropriate requests will be made to the Wright-Patterson Air Force Base 88th SFS to grant access.

9.0 Data Rights:

Each Collaborator shall have title to all Subject Data generated by that Collaborator. Each Collaborator agrees to provide all Subject Data to the other Collaborator and hereby grants Unlimited Rights in Subject Data that does not contain Proprietary Information.

For Subject Data that contains the Non-Navy Collaborators’ Proprietary Information, the Government has rights to: 1) Use, modify, reproduce, release, perform, display, or disclose Technical Data within the Government without restriction; and 2) Release or disclose Subject Data outside the Government and authorize persons to whom release or disclosure has been made to use, modify, reproduce, release, perform, display, or disclose that Subject Data for any U.S. Government purpose (purposes where the U.S. Government is a Collaborator) including competitive procurement.

For Subject Data that contains NAMRU-D’s Proprietary Information, Non-Navy Collaborators have rights to use, modify, reproduce, release, perform, display, or disclose Technical Data within the Non-Navy Collaborators’ organization, in whole or in part, and in any manner, for any internal purpose excluding commercial purposes. If Non-Navy Collaborators are subsequently awarded a Government contract that entails deliverables that incorporate NAMRU-D’s Proprietary Information, such deliverables must be delivered with at least Government Purpose Rights, as defined in the DFARS § 252.227-7013.

The Non-Navy Collaborators shall have a Limited Right to use, reproduce, or disclose Subject Data that may describe one or more Inventions in which the Government owns or may own a right, title, or interest, if such Subject Data are provided by NAMRU-D under this Agreement. This Limited Right does not grant the Non-Navy Collaborators any License to any Invention in which the Government owns or may own a right, title, or interest. In accordance with Article 7.5 below, such Subject Data are to be held in confidence.

The Collaborators shall have Unlimited Rights in any Non-Subject Data that are not Proprietary Information or protected under 35 U.S. Code § 205 provided under this Agreement.

NAMRU-D have a Limited Right to use, reproduce, and disclose only to Government employees for use in support of the Cooperative Work any Non-Subject Data that are properly marked as Proprietary Information and are provided by the Non-Navy Collaborators under this Agreement. Such Proprietary Information can be used only for the purpose of performing the Cooperative Work unless written consent to other use or disclosure is obtained from the Non-Navy Collaborators.

The Non-Navy Collaborators shall have a Limited Right to use, reproduce, or disclose Non-Subject Data that may describe one or more Inventions in which the Government owns or may own a right, title, or interest, if such Non-Subject Data are provided by NAMRU-D under this Agreement.
