About this file

This is a Memorandum for the Record documenting a single-source or limited-source procurement justification for a federal acquisition below the simplified acquisition threshold.

The requirement is for heated windows to prevent frosting and ensure full visibility for safety purposes, specifically to replace cracked and delaminated windows on a bridge. The required source or brand is Cornell-Carr Co. Inc., with a make and model of CC-774-1 for T-Ake class ships. The justification identifies multiple bases for limiting competition: restrictive proprietary rights in the production processes of the heated windows; exclusive licensing agreements making the item available only from the OEM; standardization requirements per COMSCINST 4790.3 to maintain fleet configuration baseline for the CC-774-1 make and model used on T-Ake class ships; and other reasons noting that this was original designated equipment custom-made for the T-Ake class ships. The document indicates the product is not designated as critical ship equipment. The procurement falls under the only one responsible source determination. The memorandum requires technical certification that the facts and representations are complete and accurate, though the signature section is redacted. No response dates, award dates, or pricing information is provided in this template-based justification document.

c. URGENCY (C3/C4 Casualty Report). As defined in Naval Warfare Publication 1-03- 1, the supplies or services are of such urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits. Urgent requirements are supplies or services that will result in work stoppage, or are mission critical and the routine processing time would injure the Government. The determination that the procurement for the above is an urgent requirement is based on the following:
