Performance Work Statement (PWS)
USNS PECOS (T-AO 197)
CASREP 23022 – COGENEL PTO Generator Services
1.0 ABSTRACT
This item describes the provision to provide a qualified electrical service Engineer / engineering technician intimately familiar with the Cogenel Power Take off (PTO) Equipment to test and repair the No. 2 PTO control equipment.

4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICE: None.
5.0 CONTRACTOR FURNISHED EQUIPMENT:
5.1 Three 1000W, 400-1000 ohm resistors to use for simulating the PTO generator stationary exciter field. Possible source: Mouser Electronics TE1000B1K0J TE
(or equivalent).
6.0 NOTES
6.1 The contractor and all subcontractors, regardless of tier must consult the General
Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs.
7.0 QUALITY ASSURANCE REQUIREMENTS: None additional.
8.0 PERFORMANCE WORK STATEMENT
8.1 With the assistance of ship’s force, isolate and tag out the ship’s main engine and main engine propulsion system as deemed necessary in support of this work specification.
8.2 This item describes the provision to provide a qualified electrical service engineer / engineering technician to inspect, repair then statically and operationally test the No. 2 PTO Cogenel
Power Take off control and ancillary equipment.
8.3 For estimating purposes, assume one engineer will be required onboard for 7 days.

8.4 For estimating purposes, assume one engineer will require 2 days of total travel from / to
CONUS East Coast, the engineer must travel from and return to place of business.
8.5 Perform static checks, conduct self-check prior to start up and recommissioning including relays, contactors, circuit cards and breakers.
8.6 Run multiple dock and sea trial tests to compile critical data for more complete troubleshooting and repair of the PTOs and Control Cabinets and or switchboard components.
8.7 Attend sea trials to demonstrate PTO operation at various loads, Mode 2 and
Mode 3.
8.8 Verify that PTO will connect and disconnect to electrical bus as designed.
8.9 Reports:
8.9.1 When inspection, service and testing reveal any deficiency a condition report is to be submitted to the MSC REP with recommended repairs and parts required. Submit one (1) electronic copy in Portable Document Format
(PDF).
8.9.2 If any condition is found that requires additional repair parts and or labor a
Condition Found Report (CFR) must be submitted within 12 hours of discovering condition so that appropriate action may be evaluated and invoked for corrections via an amendment to the P.O.
8.10 Submit a report that includes “as released” condition of the ship’s PTOs. The report is to include the “as found” conditions, corrective actions taken, and recommended future repairs.
8.10.1 Submit one (1) electronic copy in Portable Document Format (PDF).
8.10.2 All reports and checklists are to be completed and signed by the person who carried out the inspection and maintenance work and countersigned by the
Company’s representative.
8.11 Painting: None.
8.12 Manufacturer’s Representative:
8.12.1 Provide the services of an electrical engineer / engineering technician field service representative to accomplish all work and testing on the ship’s PTO identified in paragraph 3.0 ensuring compliance with the manufacturer’s standards and performance specifications.
9.0 PERFORMANCE LOCATION: Pearl Harbor, Hawaii.
10.0 PERFORMANCE PERIOD: 27 July, 2024 – 5 August, 2024.
Actual Engineer Attendance to be within this period for a period of seven (7) days.
11.0 GENERAL REQUIREMENTS: None additional.
