Interested parties planning to attend the pre-proposal conference on July 15, 2024 shall submit for biometrics prior to attending.
It is very important to note the following:
1) Fill out the Access Request and Biometrics Form (excel). Email to m-ba-ctg56.7-ctguae@us.navy.mil and copy irene.a.pamfilo2.ln@us.navy.mil; jeffrey.gamboa.civ@us.navy.mil and juanita.e.carter2.mil@us.navy.mil at least 96HRs prior to the Pre-proposal conference.
2) Once Biometrics request is scheduled, attendee will have to fill out the attached SECNAV 5521-1 form.
You are required to bring the forms with you when you come for biometrics. One person per form. Please fill them out prior. To submit for biometrics, personnel must have their passport on them and an additional form of ID (ie. Emirates ID).
3) Please plan on accomplishing the biometrics requirement latest by 13 July 2024.
See below response to clarifications with regard to Access &Biometrics.
1. The solicitation itself states, “Please submit the requests NLT 96HRS prior to the pre-proposal conference schedule and have your biometrics scheduled NLT 13 July 2024.” What does “have your biometrics scheduled” mean in this context? Will our company representatives have to visit your facility before the date of the actual pre-proposal conference to complete biometrics?
Yes, they have to visit the US Navy compound at Jebel Ali on the scheduled date to complete the biometrics prior to the Pre-proposal conference date.
2. Document "5512+step+by+step+process” lists various required information corresponding to “blocks” to include
1-13, 14-19, 20-24, 25-27, 28, 29, 28 (sic), 31, and 32-36. I assume these blocks are supposed to correspond to the
MS Excel columns in the spreadsheet titled “1.+Biometrics+Request.” If so, this spreadsheet only has blocks
(columns) 1 through 16. Please clarify.
This instructions is how to fill out the SECNAV form 5512-1. Form to filled out and to bring at the scheduled date of biometrics.
3. Block 1 (the first column) of the spreadsheet titled “1.+Biometrics+Request” is “1. Perm/ Biometics Access.”
What shall offerors/respondents enter in this column? It is unclear.
There is a drop down in the form. Choose Biometrics.
4. Block 9 (the ninth column) of the spreadsheet titled "1.+Biometrics+Request” is “9. Sponsor.” What shall offerors/respondents enter in this column? It is unclear.

5. Blocks 10, column K, and 11 of the spreadsheet titled "1.+Biometrics+Request” relate to vehicle information.
May our representatives simply get dropped off and walk onto the facility?
Indicate N/A where applicable. Only drop off and pick up at the entrance of the US Navy compound at Jebel Ali.
6. May our representatives bring mobile phones with cameras on base?
Phones will not be allowed inside the compound and will be kept at the security.
7. Do our representatives require “Pier Access?”

Please submit the requests (Access and Biometrics) NLT 96HRS prior to the pre-proposal conference schedule and have your biometrics scheduled NLT 13 July 2024. In the event an offeror attends the pre-proposal conference, the U.S. Government will not reimburse the offeror for any cost incurred during attendance.

AND THE BIOMETRICS PROCESS PROVIDE ACCESS TO THE US NAVY COMPOUND. IT IS THE
RESPONSIBILITY OF THE ATTENDEES TO OBTAIN ACCESS TO JEBEL ALI FREE ZONE.
