INTRODUCTION
This market research project was done to help identify shipyard capabilities within the USN 5th Fleet AOR.
Utilizing FAR Part 10 market research methods, we have identified 18 yards within the USN 5th AOR that are capable of doing various levels of Navy ship repair work.
The objective of this presentation is to better understand the current situation of the Ship Repair industry within the USN 5th Fleet AOR; the strengths and limitations of the identified yards, as well as projected development within the industry.
AGENDA
Our project team took particular note of the facility, locations and size of the yards to meet US Government ship repair requirements. This presentation revolves on the following agenda:
1. Current shipyards supporting our drydocking and repair efforts;
2. Other potential facilities and contractors capable to support the drydocking and ship repair efforts
INDUSTRY TERMS
Berth: The place where a ship lies when at anchor or at a wharf; was docked.
Displacement: The weight of water displaced by the immersed volume of ships hull, exactly equivalent to the weight of the whole ship.
Drydock: A drydock (sometimes referred to as a dry-dock or dry dock) is a narrow basin or vessel that can be flooded to allow a load to be floated in, then drained to allow that load to come to rest on a dry platform. Dry docks are used for the construction, maintenance, and repair of ships, boats, and other watercraft.
Floating Drydock: A dock that floats on the water and can be partly submerged to permit entry of a ship and raised to keep the ship high and dry — also called a floating dock
Jetty: A structure extended into a sea, lake, or river to influence the current or tide or to protect a harbor; a protecting frame of a pier; a landing wharf.
Pier: A structure (such as a breakwater) extending into navigable water for use as a landing place or promenade or to protect or form a harbor.
Quay: A structure built parallel to the bank of a waterway for use as a landing place.
Slipway: An inclined usually concrete surface for a ship being built or repaired.
Gantry Crane: A bridge crane in which the beam or bridge is carried at each end by a trestle that travels on tracks on the ground
Syncrolift®: A syncrolift® is a trademarked term referring to ship lift and transfer system for lifting boats and ships out of the water for maintenance work or repair. The vessel is maneuvered over a submerged cradle, which is then lifted by a set of synchronized hoists or winches. The vessel can be worked upon in place, or it can be moved inland so the syncrolift® can be freed for other use.

a. ASRY represents 20% of the FY’17 ship repair action issued. This percentage increased by 2% from last year’s (FY’16) share of 18%.
b. BASREC represents 45% of the FY’17 ship repair action issued. This percentage increased by 7% from last year’s FY’16) share of 38%.
c. DDW represents 8% of the FY’17 ship repair action issued. This percentage was decreased by 11% from last year’s (FY’16) share of 19%.
d. ODC represents 11% of the FY’17 ship repair action issued. This percentage increase by 10% from last year’s (FY’16) share of 1%.

Arab Shipbuilding and Repair Yard Company (ASRY), a Multinational Arab company located in Al Hidd, Bahrain, established in 1977, offers shipbuilding, vessel repair services and other services. ASRY has been doing business with the US Government for over 25 years. The US Government represents approximately 3% of ASRY’s annual business load. The highest percentage of ASRY’s revenue is currently generated by commercial sector work. As of 2018, they are transitioning more of their business model focus to ship repair.
ASRY’s complex is 1,950 acres with an approximate workforce of 4,500 (i.e. 2,000 direct workforce and 2,500 subcontractors.) ASRY is capable of providing all levels of ship repair work, including dry docking services. Through ASRY’s Project Jupiter, which is an in-yard sub-contractors program, these subcontractors are specialized in various ship repair trades.

The Bahrain Ship Repairing and Engineering Company (BASREC) is the first ship repair company in the region. BASREC was established in 1963 and covers a wide range of repairs and maintenance on vessels working in and around the Arabian Gulf. BASREC has been doing business with the US Government for more than 25 years. The US Government’s ship repair requirements represent approximately 45% of their annual work business load, while the remainder of their corporate revenue is from commercial sector and other GCC government works.
The BASREC maritime facility is 1,900 sqft (580 sq mtr) and employs approximately 300 people.
BASREC is looking at increasing their ship repair capabilities by adding an additional Floating Dock, which is twice the lift capacity of the existing floating dock.

Drydocks World-Dubai (DDW), located in Dubai, UAE, started its operation in 1983, and has been supporting the US Government’s ship repair requirements for more than 20 years. The US Government work represents less than 1% of DDW’s total business load, while the majority of their annual revenue is generated from commercial sector work, such as shipping lines, oil, gas and energy sectors within the region.
DDW is spread over 2,000 acres with 4 drydocks, capable of supporting the full spectrum maritime trade. DDW has a work force of approximately 8,000- 8,500 for specialized ship repair work.

Oman Drydock Company (ODC) is located in Duqm, Oman.
ODC is a Government owned shipyard established in September 2006, operated by Daewoo Shipbuilding & Marine Engineering Company. ODC has been doing business with the US Government for the past 10 years. The US Government work represent approximately 2% of their total business load, while the majority of their annual revenue is generated from commercial sector work, and other GCC Government work.
ODC has a yard complex of 316 acres, and a workforce of approximately 2,200.
Due to an increase in the presence of the U.K. Royal Navy, European and other friendly international navies in the region, ODC entered into a joint venture in 2017 with Babcock International Group to establish Duqm Naval Dockyard (DND) to focus on the military and Naval ship repair market within the region.

MUHARRAQ ENGINEERING SERVICES (MES) is a family owned company in Bahrain established in 1964 and has been supporting US Government ship repair requirements for over 15 years. MES often works as a subcontractor for ASRY, BASREC and Sultan. MES is one of the subcontractors for ASRY’s Project Jupiter.
US Government ship repair works represent approximately 15% of their annual business, while the rest of their income is derived from commercial sector work.
MES has a workshop measuring 6,562 sq ft in the Mina Salman Industrial Area, and has a workforce of about 150.
MES has a Sling System (gantry fixed crane) with the capacity to lift small vessels up to 100 tons of weight for under water repairs.

Sultan Air Conditioning & Refrigeration Services (SULTAN) is a subcontractor of ASRY and BASREC. SULTAN has been supporting US Government requirements for over 15 years. The US Government represents approximately 30% of SULTAN’s total annual revenue, while the rest is through commercial businesses.
SULTAN is specialized in industrial air conditioning (HVAC) repair and maintenance. SULTAN has a workshop within the ASRY complex, and a workshop in Umm Al Hassam. SULTAN has a workforce of approximately 160.
Currently Sultan is building a new Facility in Sitra which will open in 2020.

Heavy Engineering Industries & Shipbuilding Co.
K.S.C. (HEISCO) is located in Shuwaikh port, Kuwait.
HEISCO was established in 1974 and has been focusing on marine manufacturing and shipbuilding and repairing and other industrial services. However, there have been no contracts issued to HEISCO in the past ten years.
HEISCO has a workforce of approximately 2,000.

Abu Dhabi Ship Building (ADSB) is a part-government owned shipyard stablished in 1996. ADSB is located in Abu Dhabi, UAE, and has supported the US Navy requirements in the past.
However, there have been no contracts issued to ADSB in the past five years.
The majority of ADSB business comes from shipbuilding for the UAE navy, while the rest comes from ship repair and services for the commercial sector. ADSB ship yard has 7.7 acres, and has a workforce of about 1,000.

Albwardy Damen is a joint venture between Albwardy Investment, Dubai and the Damen Shipyards Group.
Both are family owned companies.
Albwardy Damen - Sharjah is located in the Sharjah Hamriyah Free-zone. The yard is located on a 210,000 square metre site.
The operation in Dubai offers drydocking repairs in Al Jadaf as well as Dubai Maritime City where vessels up to 427 x 98 ft in size can be docked.

AMASCO was established in 1987 and is located at Al Jadaf Ship Docking Yard in Dubai, UAE
AMASCO’s facility in Al Jadaf is approximately two acres with a workforce of around 450.
AMASCO ‘s current ship repair capabilities are limited, and they can only do quayside work.

King Salman Global Maritime Industries Complex is a shipyard in Ras Al-Khair, Saudi Arabia that is under construction and Planned to open in late 2018 and will be fully operational by 2022 creating 80,000 direct and indirect maritime jobs. The construction and operation of this complex is managed by Saudi Aramco with partnership of National Shipping Company of Saudi Arabia (Bahri), Hyundai Heavy Industries and Lamprell.
Upon completion, it will be the largest shipyard in the region and one of the largest in the world. It is intended to provide engineering, manufacturing, oil rig construction (support) and ship repairing services to commercial vessels and naval ships stationed in the region.

Construction costs are estimated to be about US$4.3 billion.
The complex is scheduled to open in stages from late 2018 through 2022, when it will reach full capacity. The complex is estimated to be 4.96 square kilometers (1,230 acres) in area extended with 4 kilometer (988 acres) on the coast of RAS Al Khair, with several dry docks, over 15 separate piers and wharfs of various types.
DAMMAM SHIPYARD was established in 1991. It is located in the Port of Dammam, Kingdom of Saudi Arabia.
The yard has two small floating docks, situated at the western side of the Shipyard.

Nakilat Damen Shipyards Qatar (NDSQ) was established in 2010, as a part of the Erhama Bin Jaber Al Jalahma Shipyard facility. NDSQ is a joint venture between Nakilat and Damen. NDSQ has been supporting the Qatar Navy for ship building and repairing.
The shipyard is based in the port of Ras Laffan in the North Eastern corner of Qatar with a total yard area of 58,818 sq mtr capable of providing shipbuilding and repair. NDSQ has a workforce of approximately 1,800.

Nakilat - Keppel Offshore & Marine (N-KOM) established in 2010, located in Ras Laffan Industrial City, Qatar.
N-KOM has a 50 acre complex including 10,335 ft of berthage and pier space, capable of providing ship repair support.
