About this file
This document contains a sole source justification and related federal contract opportunity notice for maintenance warranty support services for Fire Arms Training Simulator (FATS) and Small Arms Weapon Simulator (SAWS) systems. The Naval Supply Systems Command Fleet Logistics Center Norfolk intends to award a sole source, firm fixed price contract to Inveris Training Solutions, Inc. to provide these services for Naval Construction Group One and Two under Navy Expeditionary Combat Command. Inveris is the only company that can properly service the proprietary FATS/SAWS BLUEFIRE technology, as the firearm simulators contain Inveris-owned software, components, and sensor technologies requiring Inveris-certified technicians for support. The anticipated NAICS code is 811310 with a $11 million size standard. Interested parties were to identify their interest and capabilities by July 2022, though no other sources were expected to meet requirements due to Inveris' proprietary technology. The solicitation posting on SAM.gov would provide full details.

Source Selection Information – See FAR 2.101 and 3.104
1. InVeris is the only manufacturer that can properly service the FATS/SAWS BLUEFIRE® proprietary technology offered in the FATS/SAWS BLUEFIRE® line. InVeris small arms weapons simulators are developed using original manufacturer constructed firearms/weapons.
These firearms are highly modified and reengineered, and contain numerous proprietary compounds and configuration electronics in order for them to interact with the computer software/firmware associated only with these simulator systems.
2. All proprietary repair parts or components that are needed to perform repair/replacement must be procured from InVeris. Additionally, the source code for the software and firmware that controls both the computer system and the firearm simulators is also proprietary to InVeris. As a result, any changes, modifications, updates, or fixes to the software can only be performed solely by
InVeris certified service technicians. Support for the FATS/SAWS must only be provided by
InVeris service technicians to maintain warranty.
3. The ISMT/SAWS System-Controlled firearms offer unparalleled diagnostics and sensor capability. They allow tracing for on-screen display where the muzzle of the firearm is pointing throughout the entire Hostile Intent Determination (HID) scenario training and NAVY/ NECC proscribed courses of fire. The simulators contain sensors to measure grip pressure, trigger squeeze, safety on/off, and finger presence within the trigger guard. They are also programmable for a predetermined number of rounds, with the instructor able to initiate jams and misfires at any time during a course of fire, or when a live-action HID scenario is playing.
4. Wireless BlueFite® configuration: Firearm simulators use RF technology to communicate with the system via one-to-one encrypted data link, allowing only a single firearm to communicate with its paired dongle. This data-link prevents intrusion or bleed-over between other firearms operating at the, same time and allows precise recording of hits on target assigned to the specific firearm. The FATS/SAWS BlueFire® systems retain the sensor feedback and control of weapons with exception of analog sensor functions. The FATS/SAWS wireless BlueFire® weapon simulators can also be used simultaneously with FATS/SAWS tethered weapon firearm simulators.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable, including a
Description of Market Research, if applicable, and a List of Interested Sources, if any.
The proposed contract was synopsized on the FEDBIZOPS website on 13 July 2022 and only InVeris expressed an interest in this requirement. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than InVeris to provide the required supplies and services.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this Justification will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
Source Selection Information – See FAR 2.101 and 3.104
For the reasons set forth in Paragraph 5, NAVSUP Fleet Logistics Center (FLC) Norfolk has no plans at this time to compete future contacts for the types of supplies/services covered by this document. If another potential source emerges, NAVSUP Fleet Logistics Center (FLC) Norfolk will assess whether competition for future requirements is feasible.
To date, no other sources expressed an interest in the requirement.
Furthermore, market research has determined that InVeris can meet the government’s minimum needs.
