About this file
This document provides an amendment to a solicitation for repairs to a Nuclear Propulsion Training Unit barge. The amendment answers bidder questions, extends the response deadline, and deletes one work item in its entirety.
The amendment answers questions regarding containment of debris from power washing or blasting the existing roofing system during coating repairs. It clarifies that the contractor is responsible for containment and hazardous waste handling, and confirms an alternative roofing system proposed by a bidder is acceptable. The amendment also specifies that past performance questionnaires must be completed by a government representative, rather than a bidder, and extends the response deadline to November 13, 2019 at 2:00 PM Eastern Time. The solicitation is for repairs including roof, electric winch, and diesel winch repairs to a Nuclear Propulsion Training Unit barge located in Charleston, South Carolina, issued by the Department of the Navy Naval Sea Systems Command.

AMENDMENT 007
The purpose of this Amendment is to answer Bidder’s Questions 004, 005, 006, and 007.
Bidders Question No. 004 –
Question: CONMACO, the OEM of the subject work item, respectfully request an extension for submitting a bid and the issuance of a revised request for complete turnkey replacement in kind consisting of all new equipment. The Winch and HPU were delivered to the end user in 1988 and it have been determined that, the model 1100 is no longer made, it’s obsolete and most if not all of the parts are also no longer available.
Answer: The work item is deleted in its entirety. Work specification will be revised to incorporate deletion as a separate Amendment.
Bidders Question No. 005 –
Question:
1. Specifications call for a new coating application over the existing insulated metal panel system. In order to coat the roof, the surface must be prepared to receive the coating. This process, whether it be by power washing, sand blasting, or scarifying, will create debris which cannot be contained. Coating debris, possibly asbestos laden, will be uncontained creating debris runoff into the surrounding waterway. Removal by mechanical means will create airborne debris.
How is containment of this debris to be accomplished?
2. Reference MIL-PRF-24667C dated 22 May 2008. This is a specification for a flight deck on an ocean-going vessel. The “weather deck” on IX-516, is in fact a pre-engineered metal building, which happens to be affixed to a barge. The roof composition is an insulated metal roof panel with lap seams comprised of 22-20-gauge galvanized steel skin sandwiching approximately 2-inch-thick polyisocyanurate core. Is this specification compatible with the roof assembly of IX-
516?
3. In lieu of the specified coating system, is the following scope of work permissible? Inspect the existing roof panel system for structural deterioration, apply rust-inhibiting coating to any surface rust, install expanded polystyrene insulation chamfered to fit within the existing metal panel ribs, install exterior gypsum core roof protection board, install poly-vinyl chloride roof membrane mechanically attached to the existing purlin structure at a rate to satisfy local wind uplift pressures. This is a code-enforcement body tested roof assembly eligible for a twenty-year water tightness warranty (in traditional ground-based applications) and it will encapsulate the existing coating system eliminating the discharge of harmful coating debris from entering the surrounding waterway.
Answer:
1. NSI 009-06 requires containment of all contaminants by the Contractor. Work item 077-11-
001 tells the Contractor how to resolve any hazardous waste issues created by the operation.
This is in addition to OSHA, federal, state and local laws, codes, ordinances and regulations.
2. No. MIL-PRF-24667 Rev C is applicable to exterior steel surfaces including flight decks, hangar decks, vertrep areas, walk areas, aircraft elevator platform areas, all other deck areas and any other applications specified by the Manufacturer. Repair, sealing and preservation of the exterior steel surface will be covered by the revised work specification.
3. SERMC Engineering has determined that the Contractor’s recommended method of repair and preservation as listed in question number 3 above is acceptable. Work specification will be revised to incorporate any changes.
Bidders Question No. 006 –
Question: In Amendment 002, Section L, Paragraph 5.3.B it states “Relevant contracts are as set forth in Section M.” Section M, Volume III, Factor 3, states “These CPARS will be retrieved using the offeror’s CAGE Code, name, address and division identified on SF33 or SF30”. It is our understanding / interpretation from reading Section M, that a company can only submit a
CPAR for a specific division for it to be considered for award. : If a CPAR was issued to a specific division of a parent company with several divisions (each with its own CAGE code) can a different division from the same parent company use the CPAR that was issued to a different division as a valid past performance for award?
Answer: No, a division of a parent company can not use the CPARs from another division with a different CAGE code. Only CPARs for your CAGE code will be evaluated.
Bidders Question No. 007 –
Question: It is our understanding that Past Performance Questionnaires (PPG) are to be filled out and submitted by the agency submitting the questionnaire. Per Amendment 002, Section L, paragraph 5.3.B which states the PPQ must be and submitted directly to SERMC by the Project
Manager/Contracting Officer or an authorized agent of the customer who oversaw the effort” If
PPQ’s are required, does the offeror fill it out as a self-assessment, or does the Government representative who monitored the work performed on behalf of the customer (SWRMC or other
Navy command) fill it out and submit?
Answer: PPQs are not required. PPQs MAY be submitted for actions completed that are not in the CPARS database. The potential offeror does not fill out or submit the form. The offeror sends the blank PPIR form to the Government representative who oversaw the effort. That
Government person fills out the data and submits to Anderson, Heidi Leigh CIV SERMC
(heidi.anderson@navy.mil) and Oconnor, Chris CIV Southeast RMC Mayport FL, 400
(chris.oconnor1@navy.mil) by the proposal due date.
The Proposal due date is extended to 2:00 PM Eastern Standard Time, November 13, 2019.
