About this file
This is a Limited Source Justification (SAP) document, revised 09/30/2020, used to justify the use of other than full and open competition for acquisitions under the Simplified Acquisition Threshold.
The document addresses an immediate repair requirement for a journal bearing that experienced unanticipated environmental degradation while in temporary storage. The bearing was exposed to continuous high-salinity sea spray and extreme weather conditions during an unplanned relocation of sail racetrack equipment, causing accelerated corrosion not previously observed. The repair has a documented lead time of 45 days and carries mission-critical urgency; failure to meet the delivery deadline would result in work stoppage and impact subsequent operations. The justification is based on unusual and compelling urgency, supported by the certification of W. Patrick Turner (Technical/Requirements) dated 02/23/2026 and approval by Contracting Officer Anthony Barker, also dated 02/23/2026. The document indicates that the procurement is structured to limit solicitation to a single source due to the urgent nature of the requirement and the inability to meet mission needs through standard lengthy acquisition cycles. The repair work is being pursued expeditiously to arrest corrosion and restore the components to operable status.
