REQUEST FOR QUOTATION SUMMARY

This is a Request for Quotation (RFQ) N3904026Q3161 issued by Portsmouth Naval Shipyard for the rental of Mobile Elevated Work Platforms (MEWPs). The solicitation is for four JLG model 600AJ lifts and two JLG model 600S lifts to support elevated work, with a base period of performance from December 30, 2026 through March 30, 2027 (13 weeks), and an option period from April 1, 2027 through April 27, 2027 (4 weeks). The place of performance is Portsmouth Naval Shipyard in Kittery, Maine. Vendors must respond via email by September 4, 2026 at 8:00 AM EST and must be registered in the System for Award Management (SAM) database to be considered for award. The contract will be awarded on an "All or None" basis.

The RFQ requires delivered pricing with four primary contract line items: rental of specified MEWP equipment for 13 weeks, weekly inspection and preventative maintenance, freight associated with two jobs, and contract data requirements list deliverables. Equipment must meet strict specifications including a minimum 60-foot vertical reach, internal combustion power, foam-filled or solid pneumatic tires, operating platforms with fall protection tie-off points and 500-pound capacity, and equipment no older than three model years from contract start. The contractor is responsible for shipping, loading and unloading at ground level, delivery in fully charged and operational condition, 24-hour repair response times, preventative maintenance per manufacturer recommendations, comprehensive documentation (operator's manuals, inspection records, certification data), and compliance with OSHA standards and Navy safety requirements. Personnel must be U.S. citizens with appropriate identification for shipyard access. Quotes will be evaluated based on technical acceptability, experience/past performance (requiring documentation of two relevant projects completed within the last five years), and price, with technical and experience factors weighted significantly more than price.

Adjectival Rating

Description

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, OR the offeror’s performance record is unknown.

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

*NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or is so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of the acceptable/unacceptable rating, “unknown” past performance shall be considered “acceptable.”

Factor 3 Price: The Price will be evaluated as Best Value Price after adherence to other factors, however, the Contracting Officer reserves the right to award based on ability to meet the required schedule.

Vendors responding to this solicitation are advised that, prior to award, the government may request vendors to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted quote.

The Government reserves the right to not issue an award if it is not in the best interest of the Government.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
