About this file

This is a Request for Quotation (RFQ) issued by Portsmouth Naval Shipyard for the rental and maintenance of shipping containers. The Portsmouth Naval Shipyard seeks qualified vendors to provide five (5) 20-foot Conex boxes and one (1) 10-foot Conex box for use as dry storage for equipment at Portsmouth Naval Shipyard in Kittery, Maine. The base period of performance runs from October 26, 2026, through October 25, 2027, with three optional extension periods: Option 1 (October 26, 2027–October 25, 2028), Option 2 (October 25, 2028–August 25, 2029), and Option 3 (August 26, 2029–September 25, 2029). The equipment must be 20 FT x 8 FT and 10 FT x 8 FT in size, respectively, equipped with padeyes and forklift pockets, double swing doors, rust-free, and in water-tight condition.

Vendor responsibilities include weekly inspection and preventative maintenance, emergency repair services with technician response within 24 hours and equipment repair within 48 hours or replacement within 72 hours, and delivery of certification data and contractor personnel rosters. Vendors must be registered in the System for Award Management (SAM) and all responsible sources may submit quotes via email by the due date of October 8, 2026, at 0800 AM EST. Payment options include WAWF or Government Commercial Purchase Card (up to $100,000). Quotes must include pricing for all line items, technical acceptability documentation, and evidence of two relevant projects completed within the last five years demonstrating experience with Conex box rental and maintenance services. The government will evaluate proposals on technical acceptability, experience/past performance, and price (best value), with technical and experience factors weighted significantly more than price. Price quotes must be held firm for 60 days, and award will be made on an "All or None" basis subject to CPARS evaluation procedures.

Adjectival Rating

Description

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, OR the offeror’s performance record is unknown.

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Neutral Past performance that is unknown must be rated as neutral.

*NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or is so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of the acceptable/unacceptable rating, “unknown” past performance shall be considered “acceptable.”

Factor 3 Price: The Price will be evaluated as Best Value Price after adherence to other factors, however, the Contracting Officer reserves the right to award based on ability to meet the required schedule.

Vendors responding to this solicitation are advised that, prior to award, the government may request vendors to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

Failure to submit the requested information may result in disqualification of the submitted quote.

The Government reserves the right to not issue an award if it is not in the best interest of the Government.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
