About this file

This is a Justification and Approval (J&A) document for use of other than full and open competition (PL-2402) issued by the Naval Sea Systems Command Portsmouth Naval Shipyard in March 2026.

The Navy intends to award a firm fixed-price sole-source contract to Excel Modular Scaffold and Leasing Corporation for the rental of Excel Staging to perform maintenance and repairs on the USS Springfield (SSN 761), a dry-docked submarine. The contract base period runs from 9/21/2026 through 6/20/2027 with two option periods: 6/21/2027-7/20/2027 and 7/21/2027-8/20/2027. The estimated acquisition value is $806,158.08. The Navy justifies the sole-source award under 41 U.S.C. § 1901(e)(2) (only one responsible source) because Excel's modular-system scaffolding is the sole authorized system compatible with existing Excel brand equipment at Portsmouth Naval Shipyard. The Navy has invested millions in Excel scaffolding systems, and its work instructions, engineered drawings, and workforce training are specifically based on Excel equipment. Alternative systems are incompatible with the form, fit, and function of existing equipment and would create safety risks, requiring significant expenditure to revise work instructions, retrain personnel, and delay project execution. Excel Modular Scaffold and Leasing Corporation is confirmed as the original equipment manufacturer with exclusive ownership rights to the required technical data and equipment. The Contracting Officer will determine fair and reasonable pricing through historical contract price analysis and published price lists prior to award. The J&A was approved by the C400 Chief of Contracting on 6/12/2026.
