About this file

This is a Questions and Answers document for federal contract opportunity N39040-26-Q-1017 regarding the lease of an Environmental Control Unit (ECU). The document addresses three primary inquiries from potential offerors regarding the technical specifications and operational requirements of the ECU.

The government, represented by Pearl Harbor Naval Shipyard (PNSY), clarifies key requirements through this Q&A. Regarding equipment configuration, PNSY indicates willingness to consider alternative proposals involving multiple units, such as a combination of an air conditioner with dehumidification capability and a stand-alone electric heater for winter months, with specific details referenced in the revised Statement of Work. For power supply, PNSY confirms it will provide power and mandates that the ECU operate on a single feed of 480V, 3-phase power. Concerning control functionality, PNSY acknowledges the technical constraints of standard rental systems in simultaneously controlling both temperature and relative humidity and directs offerors to reference the revised SOW for guidance on acceptable control methodologies, including options such as manual switching, dehumidification mode operation, or utilizing multiple units to achieve the required remote thermostat and humidistat control from within the controlled space.

N39040-26-Q-1017 – Lease Environmental Control Unit – Ques ons and Answers

1. Would the Gov consider a package that involved using 2 x pcs? For instance, 1 x air condi oner (DH Mode capable) with stand-alone electric heater during winter months)?

a. Please see the revised SOW.

2. Please advise and confirm PNSY is supplying the power for this requirement?

a. We are providing power and the equipment must operate on a single feed of

480V, 3-phase power.

3. Below requirement is ONLY viable on a custom build permanent AC/DH/heat unit. You can only control Temp or RH on a standard rental system Unless you u lize 2 Units (One for each). The controllers will not work each way. You can control most with just the temp and u lize a manual switch to use heat as needed or put unit in DH Mode where it runs constant with the AC and heat at the same me. Please Advise?
