About this file
This is a Statement of Work (SOW) for the rental of temporary electrical cables for use at Naval Base Point Loma under Portsmouth Naval Shipyard Detachment San Diego. The Government seeks to procure 9,000 feet of male-female cam-lock electrical power cable assemblies (50-foot length) rated for 600V 400A nominal, along with 12 male-lug whips and 12 female-lug whips, each 10 feet in length and rated for 600V 400A nominal. The cables must be Type W heavy-duty industrial cable constructed with single annealed and stranded 4/0 copper conductor, premium-grade EPDM or EP synthetic rubber insulation rated to 90°C dry/75°C wet, and a black vulcanized jacket rated for -40°C to +90°C. Connectors must be industry-standard locking cam-lock connectors (e.g., Cam-Lok E1016 "J" Series) rated for 600 volts and 400 amperes, and electrical lugs must be single-width rated for 600 volts and 400 amperes minimum with two pre-drilled half-inch bolt holes (Thomas & Betts Catalog #54270 equivalent). All cabling must pass insulation resistance testing of 10 Megohms or greater using a 600-volt megger.
The Contractor is responsible for delivery of fully assembled, ready-to-use equipment in first-class operating condition, providing technical support and Operations & Maintenance Manuals, Equipment Data Sheets, emergency contact information, and insulation resistance test results upon delivery. The Contractor must repair defective units within 48 hours of notification or replace them within 72 hours, bearing all repair and replacement costs unless the Government caused damage. The Government will handle unloading and final inspection at Portsmouth Naval Shipyard Code 420. Personnel accessing Naval Base Point Loma must be U.S. citizens with appropriate identification and may require a DBIDS card (7-10 business day processing) or Standard Access Control Badge issued by PNSY Detachment Security Office. The compliance checklist in Enclosure 1 requires contractors to confirm conformity with all technical requirements or document exceptions through Code 230 Temporary Services and Support Division.

3.1.2. Insulation – premium-grade Ethylene Propylene Diene Monomer [M-class] (EPDM) or Ethylene Propylene (EP) synthetic rubber rated to +90ºC dry / +75ºC wet for the conductor temperature
3.1.3. Cable Type - is to be Type W cable heavy-duty industrial cable for use in flexible, portable, and extra-hard usage applications per Article NEC 400. Suitable for continuous submersion in water.
3.1.4. Jacket – black vulcanized extrusion to gain the advantages that typifies both rubbery and plastic materials for a material temperature range of –40ºC to +90ºC such as a thermoplastic elastomer (TPE) or Super Vu-Tron® 90ºC or Chlorinated Polyethylene (CPE)
3.2. Connections
3.2.1. Connector: Locking type electrical connectors shall be an industry standard to NEC® Code single pole plug (male) and mating receptacle (female) designed for instant (dis)connection without tools with an insulated elastomeric material for watertightness / safety, rated for 600 volt & 400-amp service, and vulcanized to the cable to meet NEMA 4 standards. (e.g. field-attachable vulcanized Cam-Lok® E1016 "J" Series Plugs or self-vulcanizing tape).
3.2.2. Lug - Electrical lugs shall be single-width allowing for the mechanical bolting or crimping of only one 4/0 (0000) cable, as to achieve compactness and ease in applying electrical insulation after making up the electrical connection. The lug shall be rated for at least 600 volts and a continuous current minimum of 400 amperes. The lugs shall have (2) pre-drilled holes so as to accept half inch (1/2”) diameter bolts with a center-to-center spacing of one plus three-quarter of an inch (ctr : ctr = 1¾").
