About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition in a federal procurement.
The Naval Sea Systems Command Portsmouth Naval Shipyard (PNS) Contracting Division in Kittery, Maine seeks to award a commercial Firm Fixed Price contract for hydraulic oil flush services for a submarine hydraulic system at Naval Base Point Loma in San Diego, California. The service is classified as Emergent Repair and Technical Assistance (ERATA) due to the unplanned nature of the requirement, identified on May 11, 2026. The anticipated period of performance runs from June 1, 2026 through August 16, 2026, with funding provided entirely by FY26 O&MN appropriations. The contractor must perform flushing procedures per PNSY Process Instruction 516-905-229LAT, provide oil samples for PNSY chemistry laboratory analysis, conduct "final fill" of the ship's oil storage tanks, and draw additional oil samples from transfer hose tie-in points for analysis prior to system integration. The statutory authority for limiting competition is 10 U.S.C. 3204(a)(2) under FAR 6.103-2 for unusual and compelling urgency. Market research identified two qualified vendors: South Bay Sand Blasting and Tank Cleaning, Inc. (CAGR 0SAJ6, POC Adam Juarez) and California Marine Cleaning, Inc. (CAGR 0JP21, POC Kirk Boettner). The Government intends to solicit an RFQ from these vendors and continue market research for additional capable sources. The estimated dollar value section is redacted. Future hydraulic oil flush acquisitions will be competed through Sam.gov. Points of contact are Nathan Westman, Contracting Officer C410.2, and David Ham, Contract Specialist C410.2.
