About this file
This document is a Questions & Answers (Q&A) file for Solicitation N3904025Q4432 for Sweatshirts with Customization, issued by the Department of the Navy Naval Sea Systems Command for the Portsmouth Naval Shipyard. The solicitation requires 522 sweatshirts across multiple sizes (9 Small, 45 Medium, 118 Large, 191 Extra Large, 126 2XLarge, 27 3XLarge, and 6 4XLarge), with specific customization requirements including water-repellent material, hood, pocket, and neck drawstring. A full hoodie is acceptable in lieu of a quarter-zip design, and the logo will be applied to the left chest in Black, White, and Charcoal Gray using methods like Form Printing or Iron on Patch.
Key additional details include a preference for US-manufactured garments, flexibility on fabric weight (12.5-14 oz acceptable), and specific logo application expectations. Vendors can submit two pricing options based on different logo application methods, and there is flexibility on garment color to maintain logo visibility. The logo application must result in a clean look with a smooth transition from logo to sweatshirt, preserving as much detail as possible from the original intricate circular design that reads "Preserving freedom and democracy, one hull at a time." The solicitation allows for various printing technologies like DTF (Direct to Film) as long as they are cost-comparable, and does not require embroidery despite the logo's complexity.
