About this file
This Statement of Work (SOW) details maintenance services for Automatic Transfer Switches (ATS) at Portsmouth Naval Shipyard in Kittery, Maine for fiscal year 2024. The contract encompasses two primary maintenance types: Preventive Maintenance (PM), which is scheduled annually, and Remedial Maintenance (RM), which is unscheduled and on-call. The work involves maintaining multiple ASCO 7000 Series ATS units with 400-amp and 600-amp load ratings, focusing on ensuring operational reliability and availability of these critical electrical infrastructure components.
Key requirements include performing comprehensive annual preventive maintenance tasks such as inspecting physical components, cleaning, lubricating, testing electrical connections, verifying operational parameters, and documenting all maintenance activities. The contractor must respond to remedial maintenance requests within one business day, be available 24/7/365, and restore operational integrity within three hours. The contract includes a base year with an option to extend for four additional years, and requires strict adherence to safety protocols, environmental compliance regulations, and detailed documentation standards. Maintenance will be performed at Portsmouth Naval Shipyard, with the government providing work spaces and potential replacement parts.

Inspect for physical damage, anchorage and grounding.
Remove all dust and grime from the Bypass unit Starting at the top of the bypass unit, use a vacuum and paint brush to clean off all dust from cables, control wires, aux. contacts, bypass solenoids and other accessories that can safely be cleaned, and inspected. Tighten all TB-1, TB-2, TB-3, and add-on panel terminal wires to ensure all control wires are securely terminated.
Verify that all cable connections are tight and correctly torqued, also verify all bus connections Thoroughly clean away any old lubricant that has become contaminated with dust, dirt or debris. Reapply new lubricant as needed to the linkages.
Lubricate all movable linkages that can be safely lubricated, and manually operate to ensure smooth operation.
Verify there is no binding of the linkages.
Verify that all nuts and bolts are torqued to specifications; this is required for the ATS and the enclosure.
Inspect all pole covers for signs of scraping or scuffing, due to binding of the ATS movement Main current carrying, and Arcing Contact alignment, deflection, gap and wiping action manually checked for proper operation.
Perform spot-type insulation resistance tests phase-to-phase and phase-to-ground with switch in both source positions.
Using a Digital Low Resistance Ohmmeter read the contact resistance for the Normal and Emergency contacts before cleaning, and read the contact resistance after cleaning the contacts.
Thoroughly inspect all control braids for the load connection of each contact, verify that each braid has a good connection; this will reduce the possibility of the braids heating and causing a failure.
Thoroughly inspect the contact surface, verify that the contacts are making proper contact between the moveable and stationary contact surfaces. Clean contact surfaces with Scotch-Brite (Brown) cleaning pad, to remove any carbon build up, dust or debris from contact surface, and wipe clean.
Verify that all Emergency and Normal contacts are making and breaking properly. If severe pitting and signs of heating is present, replacement of the main current carrying contacts is recommended.
Thoroughly inspect the ATS, inspect all control circuits, relays and auxiliary contacts. Inspect the cam timing of the isolation handle and micro switches.
Thoroughly inspect and clean each arcing contact, verify that each arcing contact is making and breaking at a specified adjustment points. If arcing contacts require adjustments, thoroughly read and understand read and understand the proper service bulleting for the ATS that you are performing preventative maintenance on.
Thoroughly inspect the arcing contacts for signs of severe pitting or heating; this can be due to the imbalance of live loads, or normal wear due to standard testing operations of the Automatic Transfer Switch.
Inspect each arc chute for cracks and or missing hardware.
Inspect the TS - Coil assembly ensure that the TS - Coil operates smoothly without sluggish, grinding or binding operation.
Inspect and test TS - control contacts, verify that the control contacts are adjusted properly.
Inspect all cables and or bus connections for signs of heating, cracks, pitting or discoloration Verify that all control wiring is correctly terminated and tightened.
Verify all auxiliary control circuits, customer connections for remote circuits.
Manually operate the ATS several times using the manual operator’s handle, making sure that the ATS operates smoothly without binding.
Inspect all insulating parts for cracks or discoloration due to excessive heat. All arc chutes and pole covers are removed and cleaned.

MAINTENANCE SAT UNSAT
Monitor and verify correct operation and timing for the following:
Normal voltage sensing, picking up and dropout parameters. Engine start sequence after Feature - 1, time delay for momentary outages. Emergency voltage and frequency sensing and pickup parameters. d. Feature - 2B, time delay for transferring to emergency source. Automatic Transfer Switch Operation. Feature - 3A, retransfer time delay upon normal power restoration. Feature - 2E, Engine cool down time delay and engine shutdown are tested. All interlock and safety switch functions are tested, as applicable.
Verify that all indicator lamps are operating and indicating properly.
Verify the position of the bypass switch.
Verify the position of the ATS; the ATS should be in the same position as the bypass switch.
Rotate the isolation handle to the closed position, the ATS is now fully connected, in this position the ATS is inhibited from operating because of the feature 34A, or 34B inhibit to Normal or Emergency positions. The bypass handle must be placed into the auto position in order for the transfer switch to be operational.
Once that this has been verified, rotate the isolation handle from the open position to the test position.
Rotate the Isolation handle to the test position then to the open position.
