Solicitation N3904024Q0131 Hiring Radio Ad with Three (3) Option Years
Questions and Answers as of 05/02/2024
Q1: You're not looking for any creative services, right? Just the media buy as you laid it out? You already have the ads that you'll be running?
A1: We will furnish a script for the vendor to read/record and then broadcast. Other than the recording of the script, no other creative efforts are needed.
Q2: The Form on pages 2 & 3 of the RFP are requesting rates for the first 12 month period, but also the next 3 periods as well (Options 1 - 3). Does the client want us to estimate those rates for the future years?
A2: According to the Government’s market research, there is a need for this requirement over the next few years; therefore the Option year rates are requested with the base year total.
Q3: Are you currently looking to replace the ads you have with iHeartMEDIA? OR are you seeking another outlet that can support this project at a lesser cost and capability?
A3: Not replacing any ads that are currently purchased on an as needed basis with iHeart. (5 things, specific hiring events, etc)
Q4: Is there a certain age demographic you all are looking to reach? Also, is there a previous award number for this contract?
A4: Demographic is 18-65, but really any age can tell a grandson or mother what they heard and lead to a new hire. There is a previous contract related to the requirement and the contract number is: N3904023P0044; any other related information is on SAM.gov.
Q5. What happens if we quote the prices for option years 1-3 at today's rates and then they increase down the road? Does that mean we'll have to pay the difference? Or would we be able to re-quote the prices based on market inflation?
A5. This requirement will be a Firm Fixed Price Contract. This means that the price cannot be changed even if there are outside factors that change such as market inflation, etc. If the customer did decide to exercise any of the Option periods, the price could not be re-negotiated by the vendor or re-solicited; the price is fixed. This would be something to take into consideration at the time of quotation.
Q6: Do you have an estimate of how many script changes you may need or a minimum amount of ads you would like for us to provide over the 12-month period?
A6: Per the Statement of Work “Ads would change as requested by Portsmouth Naval Shipyard with no set frequency”. Also, per the Statement of Work there will be “(250) 30 second commercial messages per month”
Q7: Is there any way we can add a line item to include the creative services?
A7: A line item cannot be added, as the CLINs (line items) are determined by the Statement of Work. As previously answered in “A1” on the “Solicitation N3904024Q0131 Hiring Radio Ad with Three (3) Option Years Questions and Answers as of” posted to SAM.gov, the customer previously stated “We will furnish a script for the vendor to read/record and then broadcast. Other than the recording of the script, no other creative efforts are needed.”
Therefore, the cost of the recordings needs to be including in the “CLIN 1: Rado Campaign” line item.
