1. On page 17 of 37 clause 252.211-7003 ITEM UNIQUE IDENTIFICATION AND VALUATION
– Will we be required to install / add some form of automatic identification device to this project?
The container will have a serial number identifies on the unit by a four (4) alpha and seven (7) numeric identifying number.
Response to Question 1: The successful vendor’s unique serial number is acceptable. No installation of a device is required.
2. Similarly, pages 19-22 discuss a variety of codes, markings, serial numbers, etc. How will this apply to the project from our view?
Response to Question 2: The successful vendor’s unique serial number is acceptable.
3. On page 22 clause 252.225-7500 BUY AMERICAN – as we have but one item on the RFQ and we intend to construct the enclosure from a shipping container, all materials except the container are commercially available off the shelf in the US. The container itself originated from a factory in China. Are there any comments that should apply to this clause on page 23 items (2) and (3)?
Response to Question 3: FAR Clause 52.225-18 has been included in the solicitation as part of this Amendment. In addition, each vendor shall review the two-part test prior to submitting their quotation to ensure compliance with 41 U.S.C Chapter 83. In accordance with DFARS subpart
225.1 please see below two-part test.
“For the DoD, the following two-part test determines whether a manufactured end product is a domestic end-product:
i. The end product is manufactured in the United States; and
ii. The cost of its U.S. and qualifying country components exceeds 50 percent of the cost of all its components. This test is applied to end products only and not to individual components.”
4. Will we be required to register to use WAWF?
Response to Question 4: Payment options available are WAWF and GCPC: Government Commercial Purchase Card (up to $100,000). A registration is required to use Wide Area Work Flow, WAWF, and can be accessed at https://piee.eb.mil and through the Help Desk line at 866- 618-5988.
5. Does the HVAC system need to be contained within the footprint/envelope of the container, or can it extend beyond, thus adding to the overall length of the building?
Response to Question 5: The HVAC unit can extend beyond the footprint of the footprint defined.
6. Do you have any examples of the sliding doors as requested in the RFQ?
https://piee.eb.mil/
Response to Question 6: Example: Saino 3100 sliding door; same or similar item is acceptable.
7. We would also like some clarification as to whether the drawing package needs to be sealed by a licensed engineer, and if so would it need to be for the state of Maine?
Response to Question 7: The drawing package does not need to be sealed by a licensed engineer.
