Amendment 6/8/2020:

This amendment 02 issued to:

(1) Provide answers to Questions 1-10, below;

(2) Add information regarding a Site Visit 6/11 (Answer 1);

(3) Add Attachments 3 & 4 required for Site Visit (Answer 1);

(4) update the Wage Determination (Answer 3);

(5) Extend the solicitation closing date from 6/10/2020 at 4pm EST, to 6/16/2020 at 4pm EST.

Q1- Can we visit PNSY to see the caisson in person ahead of submitting our quote? We feel to be accurate and safe with our tow plan that an in person viewing of the caisson is needed.

A1 –There are 2 drawings of the caisson attached to the solicitation page, to assist with the tow plan. Additionally, the customer has decided that we can accommodate a site visit, in order to achieve more accurate tow plans.

The site visit will be held on Thursday 6/11, at 10 am. Please allow up to 2 hours to get through Security at Pass & ID. NO CAMERAS are allowed, including personal mobile devices.

In order to do this, we need some information from you by Noon time (12pm EST) tomorrow 6/9, so we can process the request through Security.

Attendance is limited to ONE person per company, due to all of the current health protocols.

Security requires:

(1) a Visitors request (for the individual) , and

(2) a DBIDs Request (for the company).

(1) PNS will complete the Visitor request; which requires the following information (Please provided on company letterhead):

-Company information (Name, address, Company POC, phone, email)

-ONE Visiting Individual’s Name : Last, First, Middle Initial

-Country of Citizenship (must be US citizen)

-State of Residence

-(individual must bring 2 forms of photo ID to gain SY access)

The DBIDs Form 5512 (Att 4) must be completed, but cannot be submitted electronically, and must be HAND CARRIED to the Pass Office on the date of the site visit.

As a result of the addition of a site visit, and to allow additional time to prepare the tow plan, the solicitation closing date will be extended from 6/10/2020 at 4pm EST, to 6/16/2020 at 4pm EST.

Q2- The solicitation notes that we need to submit 52.212-3 and its ALT I with our quote. We do not see these documents included in the solicitation. Can you please provide?

A2 – If you are registered in SAM (must have a Cage Code), the 52.212-3 information should be available there, and does not need to be submitted separately. Registration in SAM is required to

Q3- Please clarify whether the wage rates included with the solicitation are required to be paid at all times the tug is underway, including when the tug is underway without the caisson, or only when the tug has the caisson under tow. This is the first time we have had or heard of a project where Davis Bacon wage rates are to be paid for a coastal tow.

A3 – The wage rates would be applicable to performance under the contract; we do not currently have information clarifying whether or not it would still be applicable before pick up or after the caisson would be dropped off. You would need to verify with the Department of Labor.

Following clarification regarding the SOW, the Wage Determination has been updated:

-Wage Determination for deep sea vessels is removed:

“20Q0205 Attachment 1” to RFQ: Wage Determination 2019-0288, Rev 4, dated 2/12/2020

-Wage Determination for tug boats and other coastal vessles is added:

“20Q0205 Attachment 1 REV” to RFQ: Wage Determination 2015-0213, Rev 17, dated 4/20/2020

Q4- Are there any requirements for the towing contractor to have a third party marine surveyor complete a condition survey of the caisson before/after the tow or for a third party marine surveyor to complete a trip and tow survey ahead of the tow? If so, would the same surveys need to be completed for the return tow if exercised?

A4 – Please see the Statement of Work; A third party marine surveyor is not required.

Q5- Will there be an on-site pre-tow conference before each tow where the towing contractor and tug captain will need to be in attendance? If there is a requirement for a trip and tow survey, will the surveyor also need to attend a pre-tow conference if one is held?

A5 – Please see the Statement of Work, paragraph B.; pre-tow conference and surveyor are not required.

Q6- Please confirm all necessary dock lines for securing the caisson at the point of destination will be furnished by the government.

A6 – Confirmed.

Q7- Are there any specific tow restrictions such as maximum sea state, maximum tow speed or daylight only towing that the towing contractor will need to adhere to?

A7 – Please see the Statement of Work, paragraph B., specifically item 2.

Q8 - Will there be any specific security inspections or requirements that the tug and/or tug crew will need to complete ahead of or upon arrival at either the PNSY or BHNP?

A8 – PNS will re-locate the caisson outside of the port security barrier week of the scheduled tow. The contractor will not be allowed to depart their vessel to land without DBIDS contractor badging. Security may elect to perform a vessel inspection. Contractor will be required to stay on the tow vessel with the exception of placing gear on the caisson. Escorts will be provided if required.

Q9- Are there going to be any requirements for sign-offs or inspections of the tow by the Government once the tug arrives onsite and is setup to tow but prior to departing? If so, how long should we allot for inspection once the tug is ready to tow?

A9 – C984 will perform a site inspection just prior to the scheduled tow, Contractor should provide adequate notice of intended itinerary. No signatures required.

Q10- Do we need to have an established WAWF account prior to submission of our quote or can that be established at a later date if our quote is accepted?

A10 – Available payment options are WAWF or Government Purchase Card; there is no requirement for having an active WAWF account at the time of quotation submission, however, the Government is not responsible for payment delays that are the result of any delays in invoice submission due to delays in account creation. If your company does not currently have a WAWF account, the Government Purchase Card may be the more reasonable payment method selection.
