N3904019Q0205 QUESTIONS AND ANSWERS 05/20/2019
Questions & Answers #1 ‐ #12:
1. The SOW lists quantity of 2 Tumble boxes, 2 Guns (Lances), and hoses.
Please confirm whether you will be running 4 pumps with 2 guns for each pump?
Technical Response to Question 1: The requirement for quantity of accessories (tumble box, guns, lances, etc) are per unit.
2. Will you be using these pumps 24 hours / 7 seven days a week?
Technical Response to Question 2: Estimated average of 50 hours of run time per pump per week.
3. Per Spec Item 3.1.1.6., “The unit shall have 5-way manifold assembly as part of the basic system Ultra-High Pressure Water Jet System which can be used 150 feet away from the pump system. With, three (3) 8mm lines and a block.”
Please clarify what 5-Way manifold assembly is and why it is a requirement?
Technical Response to Question 3: This is an adapter manifold. This manifold allows PNS to hook up two guns to one feed line off the pump.
4. Per Spec Item 3.1.1.6., “The unit shall have 5-way manifold assembly as part of the basic system Ultra-High Pressure Water Jet System which can be used 150 feet away from the pump system.”
Is that 150 Feet for each pump? Is the use of a bi-mode in the hose line acceptable?
Technical Response to Question 4: Yes, the line lengths referenced in the Specifications are correct. A bi-mode in the hose line that serves the purpose of a manifold/splitter is acceptable.
5. Per Spec Item 3.2.2.4., “When the jet lance trigger is released, any unneeded water shall be dumped at the pump/portable enclosure. Bypass or dumping of water remotely at the jet lances or tumble boxes or downstream of the pump's UHP water outlet is not permitted.”
The bi-mode has a connection for the hose at the “Tumble Box”, and the water can be rerouted to wherever the water is to be dumped. Is that acceptable?
Technical Response to Question 5: If the water off the bi-mode can be rerouted back to the pump area, that is acceptable.
6. Per Spec Item 3.3.10., High Pressure hose swivel: Is the use of a swivel on the Gun to prevent hose twisting acceptable?
Technical Response to Question 6: Yes, a swivel at the gun is acceptable for this requirement.
7. Per Spec Item 3.4. UHP Hose Assemblies, Sub Item 3.4.1., “Three 8mm/.31-inch ID plus two
5 mm/19-inch ID UHP Hose assemblies. Each 50-ft long UHP hose assembly shall have a working pressure of 125% of max machine operating pressure, a burst pressure of 2 times of the hose working pressure, full length burst shield, and containment grips on each end. Each hose assembly shall be tested to 1.5 times the working pressure. Appropriate couplings and fittings shall be included to connect the hoses.”
Why do you have 2 different hose sizes?
Technical Response to Question 7: PNS uses larger feed lines to deliver maximum pressure to the whip that feeds the tumble box. The vendor’s use of a larger hose to the splitter/manifold is acceptable.
8. Per Spec Item 3.4. UHP Hose Assemblies, Sub Item 3.4.1., “Three 8mm/.31-inch ID plus two 5 mm/19-inch ID UHP Hose assemblies.
The request was for 150 ft of hose and 15ft hoses to guns. Since 3 Hoses at 50’ plus 2 hoses at 50’ equals 250’. What is the reason for the additional hose?
Technical Response to Question 8: The requirement to provide additional hose is to account for wearing out hoses through use.
9. Per Spec Item 4.2.1. Maintenance, Sub Item 4.2.1.1. “The Contractor is responsible for and shall perform all maintenance (e.g. refrigerant charge, replace / clean filters, coolant refills, etc.) for the duration of the lease. Coordinate maintenance with Shipyard POC.”
Are we supposed to add this to overall rental cost for 6 months?
Technical Response to Question 9: Yes, maintenance should be included in the rental cost.
10. Per Spec Item 4.2.1. Maintenance, Sub Item 4.2.1.1., “The Contractor is responsible for and shall perform all maintenance (e.g. refrigerant charge, replace / clean filters, coolant refills, etc.) for the duration of the lease. Coordinate maintenance with Shipyard POC.”
Are we to also add all consumables (Nozzles, filters, valves etc.) as a part of this bid?
Technical Response to Question 10: The water is potable city water. The temperature of the water is unpredictable. We suggest providing 30 days’ worth of consumables to so we can establish needs and methods to acquire consumable parts.
11. Per Spec Item 4.2.2. Repairs, Sub Item(s) 4.2.2.1., “The equipment will be operating around-the-clock under a rigorous deployment performance schedule. Within twenty-four (24) hours (one-day) of initial notification of the need for repair, the Contractor shall have a knowledgeable and equipped technician on the job-site fully prepared to repair the rental equipment. The defective unit(s) shall be repaired within forty-eight (48) hours (two day) of initial notification or, if the original defective unit(s) cannot be made operational, replaced within seventy-two (72) hours (three days) of initial notification.”, and Sub Item 4.2.2.2., “If the equipment failure is not the fault of the Government, the Contractor shall bear all costs associated with its repair and/or replacement.”
This also could incur additional costs. Not sure how to project that in a 6-month period.
Should the estimated cost be part of the rental price, and if no cost is occurred, or goes above projected submit adjustments?
Technical Response to Question 11: This line item is to ensure that in the event of a breakdown not caused by the government, repairs/replacements happen in a timely manner. In accordance with the solicitation, the rental rate shall be inclusive of all specified rental equipment and services outlined in the Statement of Work.
Please clarify whether PNS requires on-site contractor personnel to be available to run pumps?
Technical Response to Question 12: The government will operate the pumps.
Someone from the rental company/vendor is only required to come for initial training on the use and operator level maintenance of the equipment and its component parts.
File details come from the government source that posted it.
