TVENT SCHEDULE SHEET 6 OF 15
ANNOTATIONS:
ⓐ HIGHER ESTIMATE THAN R1 & P1: Because of a shorter seasonal (i.e. non-continuous) duration.
1} For SEASONAL cooling of the Fueling (de-fueling or re-fueling) Complex at Drydock No. 2 (DD#2).
ⓑ IN CASE / SPITE OF PUMP BUILT INTO CHLR: Normally, the pump shall have a minimum specified flowrate of 3.6 gallons per minute (gpm) per ton of minimum cooling capacity at a Head Pressure of one-hundred feet (100') as stated in TABLE V1 (50% greater flowrate than the commercial standard of 2.4 gpm / ton @ ΔT = 10ºF) because of added friction from extended hose routings. However, if a pump is permanently piped into its chiller (i.e. built-in) and the chiller-pump is not intended for establishing a seasonal DH Chilled Water Loop, then the stated flowrate can be as low as 3.0 gallons per minute (gpm) per ton of minimum cooling capacity at a Head Pressure of one-hundred feet (100') (25% greater flowrate than the commercial standard of 2.4 gpm / ton @ ΔT = 10ºF) in consideration of the reduced friction from the simpler hose routings. However, if the intention of the chiller-pump unit is for establishing a Chilled Water (CHW) Loop such as feeding the pre-cooler and post-cooler on several dehumidification units, then the requirement for 3.6 gallons per minute (gpm) per ton of minimum cooling capacity at a Head Pressure of one-hundred feet (100') remains in spite of the pump being part of (built-in to) the chiller.
ⓒ ONLY REQUIRED IF | SUB | CHLR–X IS AT A DIFFERENT ELEVATION THAN | SUB | COIL-! [H+C]–L/2N: Considering the mass of water inside a six-inch diameter by forty-foot length of hose (500#) plus the weight of the hose and also the much weaker mechanical holding strength of six-inch (75 psig) vice four-inch (150 psig) cam-lock fittings, then both BOTTOM and TOPSIDE Standpipes are required for the conveyance (SUPPLY & RETURN) of chilled water (CHW) between machines when the machinery are not at the same elevation (e.g. for instance if the chilled water type air-handling units are on the drydock platforms whereas its chiller-pump unit(s) are on the drydock floor).
ⓓ (THEORETICAL) MIN RQMT FPS × 2: In theory, the minimum requirement for ITEM HX1: Freezing Prevention (FP) Heat Exchanger (HX) Steam Manifold System for the ALL-SEASON Chiller is just prior (≈2 weeks) to the commencement of the Freezing Prevention (FP) season (approximately mid-September) until just after (≈1 week) the termination of FP (soon after the start of May). However, this presumes that the Shipyard has already DESIGNED – FABRICATED – INSTALLED an accompanying bypass type manifold so as to easily & readily either install or remove the FP / HX Steam Manifold System with no disruption of the ship's Temporary Chilled Water system TCHW[SHIP] to which it is connected. At present, this is not the case albeit seriously considered as a forthcoming endeavor for the sake of manifold repair via the capability to install or remove such a system. However, please note that there is no rental savings by reducing the overall duration of the lease to just the Freezing Prevention (FP) season. The model adopted by the Vendors of TVENT machinery consider this ITEM to be seasonal only in which their lease rate is adjusted so as to derive the necessary rental reimbursement for the applicable winter season(s) (i.e. CY 2019 & CY 2020 winters) whether its thirty-three weeks or shorter or remains connected for the entire duration of the overhaul.

TABLE V: TVENT FOOTNOTES AND ANNOTATIONS
SYSTEM: ZONE & IDENTIFIER: MACHINE / EQPT (columns 3 & 4) vis-à-vis capacity or size (Ⓐ Ⓑ Ⓒ Ⓓ Ⓔ)
For either a Los Angeles (LA) Class or Virginia (VA) Class submarine, the nominal size / capacity dehumidifier stated in terms of airflow as dimensioned in Cubic Feet per Minute (CFM) for their common zones are the same for a complete submarine overhaul (i.e. not an Inactivation) at home port (PNSY). Specifically, the three common zones:
Forward (FWD) / Sail (SAIL) / Aft(er)ward(s) (AFT) require 10,000 (10K) cfm for each zone for a total of 30,000 cfm (30K cfm). Besides the three common zones, the Virginia (VA) Class submarine has a fourth zone when there is both SUFFICIENT SPACE in the drydock environs and the Propulsor Enclosure has an extra large volume (specifically, Drydock No. 2). The Propulsor Enclosure (PROP) also requires 10,000 (10K) cfm for a total requirement of 40,000 cfm (VA[DD#2] = 40K cfm). The Vendor has a choice of providing a Normal (–N) capacity 10K cfm or a Large (–L) capacity 15K cfm nominally sized Dehumidification (DH) systems either as a single machine Desiccant Climate Control Unit (IDENTIFIER: DCCU) or as a multiple machinery set centered around a Desiccant Dehumidification Unit (IDENTIFIER: DDU). The advantage to the Vendor of deploying at least two each 15K cfm DH systems (FWD & AFT) is that one of the DH systems (SAIL) would then not be required. For Virginia (VA) Class submarine at DD#2 which has SUFFICIENT SPACE in the drydock environs, the DH system for the Propulsor (PROP) could be either 10K or 15K cfm nominal capacity machine(ry) even though 10K cfm is sufficient. This Project DOES NOT have a Propulsor DH. The Vendor must detail in its Submittal any planned reasonable accommodation as underlined in orange below.
Ⓐ The desiccant type Dehumidification (DH) system {whether it be a High Static Pressure [HSP] Desiccant Climate FWD Control Unit (DCCU) encompassing air-handlers with electric and steam reactivation as well as pre/post-cool & AFT post-heat coils or solely a Low Static Pressure [LSP] Desiccant [DSCC] wheel Dehumidification Unit (DDU) with its air-handlers & electric reactivation or a combination thereof} can be either of Normal (–N) capacity rated for 10K cfm or of Large (–L) capacity rated for 15K cfm.
Ⓐ The desiccant type Dehumidification (DH) system {whether it be a High Static Pressure [HSP] Desiccant Climate SAIL Control Unit (DCCU) encompassing air-handlers with electric and steam reactivation as well as pre/post-cool & post-heat coils or solely a Low Static Pressure [LSP] Desiccant [DSCC] wheel Dehumidification Unit (DDU) with its air-handlers & electric reactivation} is only required if both the Forward and Aftward (FWD & AFT) DH systems are NOT of Large (–L) capacity in which case the Sail DH system would be of the same 10K cfm Normal (–N) capacity as the Forward and Afterwards DH systems.
Ⓐ The desiccant type Dehumidification (DH) system {whether it be a High Static Pressure [HSP] Desiccant Climate PROP Control Unit (DCCU) encompassing air-handlers with electric and steam reactivation as well as pre/post-cool & post-heat coils or solely a Low Static Pressure [LSP] Desiccant [DSCC] wheel Dehumidification Unit (DDU) with its air-handlers & electric reactivation} can be either of Normal (–N) capacity rated for 10K cfm or of Large (–L) capacity rated for 15K cfm even though 10K cfm would be sufficient.
Ⓑ The steam-driven [STM] Reactivation Heating Coil (RHC) {applies to a Desiccant [DSCC] Dehumidification Unit FWD (DDU) because its built-in reactivation is electric only} can be either a single unit or a pair of equally sized units SAIL as long as its total capacity in MBH is equivalent to or exceeds the quantity of electric reactivation heat in KW AFT (1 MBH ≡ 0.293 KW or 1 KW ≡ 3.412 MBH) built into the DDU [DSCC] that it is matched with as enumerated in PROP the Equipment Data Sheets (EDSs) for both types of machines. There is a reasonable accommodation for an RHC associated with a Large (–L) capacity DDU. If the steam-powered [STM] Reactivation Heating Coil (RHC) unit or pair is just short of the capacity required by the DDU–L, then the DDU–L can make-up the difference in reactivation by engaging no more than one-third of its electric reactivation capacity (e.g. no more than one stage in three or four is set to the ON position or no more than two stages in six is set to the ON position).
Ⓒ The electric-driven post-heating Coil(s) (HTGC [POST]) {applies to a Desiccant [DSCC] Dehumidification Unit FWD (DDU) only because it has no pre/post-treatment} must have a total heat capacity that equals or exceeds the SAIL heating amount required by its associated DDU [DSCC], whether that dehumidifier be of Normal (–N) or Large AFT (–L) capacity. Consult TABLE V1 for its PERFORMANCE CAPACITY. Dependent on Process Air (PA) configuration PROP which is Vendor unique, the post-heating machine(s) may be either: (a) a single unit with multiple built-in or adapted inlets & outlets or (b) multiple equally sized units matching the quantity of DDU outlets.
Ⓓ&Ⓔ The chilled water (CHW) driven pre-cooling and post-cooling Coils (CLGC [PRE] & CLGC [POST]) {applies to a FWD Desiccant [DSCC] Dehumidification Unit (DDU) only because it has no pre- / post- treatment} must be separate, SAIL single, and stackable units (stackable either to each other or on top of the dehumidifier) in which each AFT coil is sized to equal or exceed the amount of pre-cool or post-cool required by the capacity of the dehumidifier PROP (DDU [LSP]–N/L) that it is matched with, whether that dehumidifier be of Normal (–N) or Large (–L) capacity.
Consult TABLE V1 for its PERFORMANCE CAPACITY. To allow for substituting fewer 15K cfm vice 10K cfm DH systems for the sake of either a stackable set-up or Process Air configuration, a reasonable accommodation can be made in that the pre-cooler for the Large (–L) capacity dehumidifier can be slightly undersized. In which case, the pre-cooler must have a capacity of approximately three-quarters or greater of the capacity specified and the sum total of the capacities of the pre-cooler plus post cooler must be at least 95% of the sum specified.

TABLE V: TVENT FOOTNOTES WITH ANNOTATIONS (continued)
FOOTNOTE A (IDENTIFIER column) OR FOOTNOTE B (ARRIVAL DATE column):
1A CRITICAL For the single either Normal (–N) capacity (LA Class) or Large (–L) capacity (VA Class) chiller with its respective pump that provides CHilled Water (CHW) directly to the ship, the machinery is continuously needed irrespective of the season (i.e. ALL-SEASON) and for the entire duration of the
1B SUPPORT drydock period. The asterisks () or diamonds () identifies the component as either a CRITICAL machine or a SUPPORT piece of equipment in which there are supplemental mandatory Technical Requirements (TRs) as specified in this Technical Specification (TS).
2A PRIMARY ITEM Bidders on a Request for Proposal (RFP) and eventually the successful Vendor for the terms on a Contract may select specified line ITEMs (V##s) to be NOT SEPARATELY PRICED (NSP). However, 2B LINK TO V## there must be a method of LINKAGE for the NSP ITEM to a particular PRIMARY ITEM so that there is a mutual understanding between the Government and the Vendor as to the contractual obligation for the calendar dates and duration of the NSP ITEM. For instance, as long as the 2A PRIMARY ITEM is under lease at some significant value other than zero so that contract extensions can be legitimately ordered in case of a Government necessity to do so, thus, establishing a quid-pro-quo, then its 2B LINK TO V## can be stipulated at no additional cost (i.e. NSP). The issued Contract will reflect such an election by the successful Bidder / Vendor by indicating NSP for that particular LINK
ITEM (V##) or its equivalent function. If no such linkage is indicated in TABLE V: TVENT MACHINERY &
EQUIPMENT SCHEDULE (ARRIVAL DATE column FOOTNOTE A), then that particular line ITEM (V##) is sufficiently significant to warrant separate and meaningful pricing. The Table below lists all potential LINK ITEMs with its associated PRIMARY ITEM that can, at the election of the Vendor, be Not Separately Priced (NSP) such as pumps (because they can be built into the chiller regardless of whether they are built-in or not) and most equipment (e.g. controlling globe valve, manifolds, hose assemblies, & flexible tubing). Except for tubes (ITEM: T##) associated to its respective air-handling machine and work elements (ITEM: W#), the PRIMARY ITEMs are invariably its related chiller.

3A DCCU/DDU-N/L If both the FWD and AFT dehumidification (DH) systems (whether it be a combined DCCU: Desiccant Climate Control Unit or separate machinery consisting of a DDU: Desiccant Dehumidification Unit) are of Large (–L) capacity (nominally 15K cfm vs 10K cfm), then a SAIL DH system is not required.
3B DCCU / DDU–N Because of INSUFFICIENT LAYDOWN SPACE in the Drydock No. 3 (DD#3) environs, there will be NO dehumidification (DH) system for the Propulsor (PROP) Enclosure.
3C DDU [LSP]–N/L Midstream in the deployment, the Vendor can switch the type of dehumidifier from a PERMITTED non-combined Low Static Pressure [LSP] Desiccant Dehumidification Unit (DDU [LSP]–N/L) which has only electric reactivation and lacks both pre-cool & post-cool / post-heat to the PREFERRED combined High Static Pressure [HSP] Desiccant Climate Control Unit (DCCU [HSP]–N/L) which encompasses both electric and steam reactivation as well as both pre-cool & post-cool / post-heat.
But, the substitution cannot be in reverse from the PREFERRED combined DCCU to a PERMITTED non-combined DDU. To make such a substitution requires shutting down the applicable dehumidification system(s) besides extra effort (coordination / scheduling / labor) on the part of the Project. Hence, if such a stratagem is contemplated, the timing of the substitution must be closely coordinated with the Project. Expect such change out to occur only during the CHANGE-OF-SEASON four week overlap period in which both the cooling coils (pre- & post-) and the post-heating coil are concurrently scheduled to be on-site and in which the DH system would be shutdown nonetheless.
TVENT SCHEDULE SHEET 9 OF 15
FOOTNOTE A (IDENTIFIER column) OR FOOTNOTE B (ARRIVAL DATE column):
3D RHC [STM]–Ⓑ Because the PERMITTED non-combined Low Static Pressure [LSP] Desiccant Dehumidification Unit (DDU [LSP]–N/L) at least has electric reactivation, a reasonable accommodation can be made to allow the Vendor to postpone the deployment of the accompanying steam-driven Reactivation Heating Coil (RHC [STM]–Ⓑ) to allow sufficient time for the Vendor to acquire such machinery.
The purpose for the steam-driven RHC is to use the Shipyard's steam utility vice electricity for the reactivation heat for two reasons: (a) to make good use of a base steam load during the warm weather season when there is no other substantial user for the utility thus, avoiding waste of that energy and (b) to substantially reduce the electrical load at the drydock especially during the warm weather season when electrical power is not sufficient for all of the TVENT loads because of the additional air-conditioning and chiller machinery. If the Vendor chooses to postpone the deploy-ment of the accompanying steam-driven Reactivation Heating Coil (RHC [STM]–Ⓑ), the allowable delay is up to three months (13 weeks) during the Freezing Prevention season (FP: 1 Oct – 30 Apr) and one month (4 weeks) during the non-Freezing Prevention season (≠FP: 1 May – 30 Sep).
OPTION IB: Ⓖ For ALTERNATIVE IB (DDU [LSP]–N/L i.e. electric reaction only), the Vendor has a choice as to providing either a single steam-driven Reactivation Heating Coil (RHC) of sufficient capacity to meet the reactivation energy requirements as stipulated or to provide a pair of equally sized (both in capacity and footprint) units that together also meets the reactivation energy requirements. The Vendor's Bid proposal must provide sufficient information so as to answer the following queries for each desiccant dehumidification (DH) system should they vary from one another:
(a) the actual reactivation energy capacity in both thousands of Btus per hour (MBH) and in equivalent kilowatts (KW) for the single or for the combined pair of RHCs;
(b) PLEASE: state up front whether a single RHC or a pair of half-sized RHCs would be provided;
(c) the RHC(s) footprint and height (to include the frame structure);
(d) whether the RHC(s) can be stacked onto the dehumidifier and, for a pair of half-sized RHCs, if they can be stacked on top of each other, or other stacking opportunities (i.e. pre- / post- coils).
NOTE
Although the Bid proposal should be prepared as if all RHC units could be exercised as scheduled, there is a strong likelihood that not all Desiccant Dehumidification Units (DDUs) may have sufficient space alongside them to accommodate the selected RHC configuration. Whereas the SINGLE OR PAIR SIZE – FOOTPRINT & HEIGHT – STACKABLE OPTIONS for each RHC would be as selected by the Vendor, the decision on whether and which RHC configuration to contractually exercise (i.e. deploy) is a GOVERNMENT OPTION that is identified as either: YES (Ⓨ) ≡ very likely (ⒼⓎ) or NO (Ⓝ) ≡ not likely (ⒼⓎ) and would be dependent on the Vendor's RHCs proposal to the aforementioned queries in the Bidder's proposal. The Temporary Systems Design Engineer [TSDE] in conjunction with the Drydock Arrangement Engineer [DAE] and the Project will evaluate the Bidder's proposal as to if–which–where each RHC should be exercised. Contracting will then inform the Vendor either by the terms of the issued Contract or by other communiqué sufficiently prior to shipment of an RHC to include any other necessary details.
3E HTGC–Ⓒ or For ALTERNATIVE IB (desiccant type [DSCC] dehumidifier w/ no built-in pre- nor post- air treatment), 3E CLGC–Ⓒ the Vendor must be willing to extend the duration of the lease of any dehumidification pre- and/or post- tempering (cooling or heating) coil(s) beyond its Contracted RETURN DATE at NO ADDED COST so as to provide up to a four (4) week Spring / Autumn overlap between the current coil(s) and the follow-on coil(s). By requiring an overlap of pre-/post- treatment coils, the Government can equate bid offers between a Vendor offering the preferred ALTERNATIVE IA combined [CMBD] dehumidifier which integrates PRE-COOLING – POST-COOLING – POST-HEATING and the permitted ALTERNATIVE IB dehumidifier lacking such integrated coils. If the overlap should be greater than four weeks, then the Government would be financially responsible for any duration beyond the planned four weeks for the overlap of the previous coil(s). Specifically, in the Spring, the single post-heating coil already on-site would overlap the ARRIVAL DATE of the follow-on pre- and post- cooling coils; and likewise, in the Autumn, the dual pre-cooling and post-cooling coils already on-site would overlap the ARRIVAL DATE of the follow-on heating coil. Please note that the Contracted ARRIVAL DATES for the single heating coil or the dual cooling coils that are associated with a dehumidifier should not change.
TVENT SCHEDULE SHEET 10 OF 15
FOOTNOTE A (IDENTIFIER column) OR FOOTNOTE B (ARRIVAL DATE column):
3F HTGC[PST]-Ⓒ This machinery line ITEM is for pre- [PRE] or post- [PST] dehumidification (DH) treatment coils that were originally deployed for the 1ST HTG or 1ST CLG Season, but then, needs to return for the 2ND HTG or 2ND CLG Season. Although the Option should be exercised for the entire duration to include the top half (1ST ROW) as well as the bottom half (2ND ROW), oftentimes these time periods are split as tabulated so that the summation of the 1ST ROWS for all DDUs and their component machinery equals the summation of the 1ST ROWS for all DCCUs and, correspondingly, the summation of the 2ND ROWS for all DDUs and their component machinery equals the summation of the 2ND ROWS for all DCCUs.
4A SAME AS V## This machinery line ITEM directly complements or supports the referenced V## in that the scheduled ARRIVAL / RETURN / EXTENSION dates for the footnoted 5B SAME AS V## line ITEM would be the same as and generally should change with any revisions in the dates to the referenced V##.
Albeit similar to the 2B LINKED TO V## footnote, where they differ is that the 5B SAME AS V## line ITEM is a major piece of machinery and not a built-in component (e.g. pump) nor an equipment line ITEM.
Hence, there ought to be a lease rate of some significant value other than zero or NSP (Not Separately Priced) so that contract extensions can be legitimately ordered in the case of a Government necessity to do so.
4B FPSV## A / R This machinery line ITEM directly complements or supports either its calendar season of use (FPS: Freezing Prevention Season [Oct-Apr] or ≠FPS: non-Freezing Prevention Season [May-Sep]) or the referenced V##A (ARRIVAL) / V##R (RETURN) in that the scheduled ARRIVAL date would be the same as indicated at the tail (before) the arrow () with its RETURN / EXTENSION date(s) being the same as indicated at the head (after) the arrow () and generally should change with any revisions in the dates to the referenced V##. Albeit similar to the 2B LINKED TO V## footnote, where they differ is that the 5B FPSV## A OR R line ITEM is a major piece of machinery and not a built-in component (e.g. pump) nor an equipment line ITEM. Hence, there ought to be a lease rate of some significant value other than zero or NSP (Not Separately Priced) so that contract extensions can be legitimately ordered in the case of a Government necessity to do so.
5 ALL-SEASON Besides the TCHW[SHIP] chiller with pump (V01 & V02), this machinery line ITEM is required for the entire drydock duration regardless of the season. Hence, if the drydock period exceeds much beyond one year, the OPTION to extend would have to be exercised.
6A VENDOR CHOICE If the Vendor can provide the desired machinery and/or equipment as listed at or below the Government Estimate, then it is in the Shipyard's interest to lease the designated ITEMs. Vendor Bid comparisons should exclude such ITEMs in the determination of the LOW BIDDER if the ITEM(s) is/are not offered by all Bidders since such ITEMs are not essential to the TVENT Plan albeit PREFERRED because of either energy / labor savings or improved air quality.
(a) The Vendor has a choice as to the inclusion of Demister Filtration Banks (ITEM C2f or C3f:
COIL [FLTR]–2N/L), which function as a Moisture Separator & Mist Eliminator, into the Temperature Conditioning Coils (ITEM C2 or C3: COIL [H+C]–2N/L) that are dedicated to the submarine's interior (Forward & Afterward) compartments. Thus, if a Demister Filtration Bank is leased, then its Period-of-Performance / Extension (PoP / Ext) should parallel that of its associated Temperature Conditioning Coil.
6B PNS ELECTIVE .
(a) The Standpipes (ITEMs S3b & S3t: SP [BOTTOM]–X & SP [TOPSIDE]–X) and flanged hose assemblies (ITEM H3f: HOSE [6"FLG]–X) are an ELECTIVE CLIN in the event that the chiller-pump should be vertically dislocated from machinery having chilled water coils, thus, requiring that utility. The scenarios would be temperature conditioning coils resting on the drydock floor and its chiller-pump on platforms or vice versa. Although filled (w/ water) three-inch diameter (3"Ø) hose assemblies can be vertically supported by its camlock fittings, four-inch diameter (4"Ø) hose assemblies should not and more seriously six-inch diameter (6"Ø) hose assemblies must not be so supported. In such a scenario, the Standpipe and its flanged hose assemblies would establish a set of 6-inch diameter (6"Ø) weight bearing double valved pair of risers for the vertical conveyance (to & from) of chilled water. If the submarine should be a non-Spring time docking, the need for such a provisional arrangement may not be known until the Spring.
TVENT SCHEDULE SHEET 11 OF 15
7A DD#1: LA CLASS
7B DD#2: RSCS The newly refurbished Removable Submarine Covers (RSCs) at DD#2 not only shelters the entire submarine within a weather protective structure, but, also encompasses the submarine within an environmentally controlled envelope. Each of the fourteen (14) permanent RSC Temperature Conditioning Coils (TCCs) has an air-handler, steam coil for heating, and a chilled water coil for cooling. The only rental machinery required to effectuate the engineered controlled environment would be two each 200 ton chillers and their accompanying pumps with a pair of flanged adapters (one set for the RSC stacks Port and a similar set for the RSC stacks Starboard).
7C DD#2: M140
7D DD#1: POST There is an unusual requirement for a dehumidifier at the post-dock Berth just prior to undocking only from Drydock No. 1 (POST–DD#1). The dehumidified air is necessary for minor hull repair after removal of Buoyancy cans that are needed for undocking (UD) a submarine from DD#1. Accordingly, the basis for the components and capacity of the post-dock DH System are as follows: (i) the capacity for airflow and moisture removal is half of what is normally required (; (ii) the post-dock scheduled season (i.e. exposure to cold-WX would necessitate an ITEM D1/2h: HTGC [POST-DH]–M/N); (iii) there is NO steam utility at the Berths; (iv) . Correspondingly: (i) dependent on the actual schedule, the Contractor may either keep the last remaining Normal (–N) capacity dehumidifier (e.g. FWD DDU) on-site for reuse post-dock or schedule a later delivery of some other dehumidifier; (ii) the capacity of the dehumidifier can be anywhere from half (i.e. Medium –M) to the same as for the
Normal (–N) capacity dehumidifier, but, the capacity for any post-heater cannot be less than its associated dehumidifier; and (iii) the dehumidifier will use electric Reactivation, i.e. NO (steam) Reactivation Heating Coil (RHC) will be needed – thus, a combined [CMBD] dehumidifier will not require functioning pre-/post- cooling coils and will use only electric reactivation and the desiccant [DSCC] dehumidifier will not require a separate steam [STM] RHC.
8COLD WX DOCKING
9B ONE TIME FEE There are specific Contract Line Items requiring the services (labor) of the Vendor that are NON-EMERGENT and are best coordinated in advance and scheduled by the responsible Shipyard Party via communications with the Vendor to include an E-mail (Cc: Vendor / COR / Contract Specialist / TSDE) to document the line ITEM request. The Project's Temporary Systems Zone Manager [TSZM] would be responsible for scheduling (preferably, at least two workdays as advance notice): (a) Vendor installation of E-STOPS (ITEM K1: E-STOP [D&E]≥04); (b) Vendor assistance in the OPERATIONAL aspects of the several TVENT systems especially to include (re)adjustment of temperatures (pre-cool vice post-cool plus post-heat), quantity of air-flows (to achieve desired temperature or Relative Humidity), and manipulating utilities (steam versus electric for Reactivation Heat) (ITEM K2: OPNL [≤⅓DY]–24); and (c) Vendor assistance in the INSTALL of the Chilled Water (CHW) Loop(s) to include Manifolds, Valved Jumper Assembly(ies), Standpipe(s), Hose Assemblies, & Rigid Ducts / Flexible Ducting (ITEM K4: INSTL [≤8HR]–01).
The Shipyard's Temporary Systems Design Engineer [TSDE] would be responsible for scheduling (preferably, at least two calendar weeks as advance notice) Shipyard training (ITEM K5: TRNG [≥4HR]–02). There are specific Contract Line Items requiring the services (labor) of the Vendor that are EMERGENT and are best coordinated via an immediate phone call to the Vendor followed by an E-mail (Cc: Vendor / COR / Contract Specialist / TSDE) to document the emergent nature of the request by the responsible Shipyard Party. The Project's Temporary Systems Zone Manager [TSZM] would be responsible for coordinating all such emergent requests to include those to be established as not being the fault of the Vendor (ITEM K3: SVCE [≤6HR]–08).
TVENT SCHEDULE SHEET 12 OF 15
FOOTNOTE ANNOTATIONS:
FOR LEAP YEARS: As underlined, these CLIN durations span a Leap Day (29th of February) in a Leap Year (e.g. CY 2020). When using the GRAPHIC DATE FINDER / SCHEDULATOR (GDF/S), the actual date for a given duration is one day sooner than the date indicated, or conversely, the actual duration is one day more than the duration indicated (for example 12 Nov '19 – 21 Apr '20 is actually 23 weeks and not 22 weeks plus 6 days as indicated on the GDF/S).
FOR LEASE DURATIONS EXCEEDING ONE YEAR: The CRITICAL ALL-SEASON 60/100 ton Chiller with its associated Pump (ITEM R1 / R2: CHLR [3/4"CAM]–N/L & ITEM P1 / P2: PUMP [3/4"CAM]–N/L) is needed for the entire duration of the docking period regardless of whether or not it exceeds one year. There are other ALL-SEASON type machinery required for the full or near full duration of the drydock period such as the temperature conditioning coils which provide ventilation to the ship's INTERIOR (Forward & Aft) Compartments (ITEM C2/3!: COIL-! [H+C]–2N/L), Desiccant Climate Control or Dehumidification (only) Units (ITEM D2-3 / D2-3d: DCCU [HSP]–N/L / DDU [LSP]–N/L), Exhaust Blowers (ITEM F1: FAN [EXH / SRC]–N), and/or Air-Conditioning Units (ITEM A3: ACU [H±C]–L). Should the need exceed one year, the ITEMs are initially scheduled for fifty-two (52) weeks as a STANDARD (S) CLIN. To exercise the OPTION to extend the ITEM beyond the initial fifty-two weeks (albeit built into the Contract as an Optional element, it must still be implemented by the Contracting Office) requires funding in the Fiscal Year as shown (e.g. '20 = FY 2020) and a confirmation by the Project prior to its scheduled RETURN DATE.
FOR DEHUMIDIFICATION (DH) MACHINERY: The initial durations for each dehumidifier and its supporting machinery (STANDARD CLIN) reflect an aggressive programmed Blast and Paint (B&P) guesstimate by the C970 Operations Manager and/or the Project. The programmed EXTENSION (2ND row of the RETURN DATE column) reflected in TABLE V:
TVENT MACHINERY & EQUIPMENT SCHEDULE provides the necessary flexibility to either: (a) defer the RETURN DATE as a CONTINGENT CLIN (C) for the FWD (F| C##), SAIL (S| C##), AFT (A| C##), and/or PROP (P| C##) dehumidifier(s) or (b) obtain or delay return of associated seasonal support machinery for the ascribed dehumidifier(s) such as post-heating coil(s), pre-cooling coil(s) & post-cooling coil(s), chiller, pump, manifold(s), and/or hose assemblies.
FOR POST-DD#1 DEHUMIDIFICATION (DH) MACHINERY: This STANDARD CLIN is to establish a partial Dehumidification (DH) System at the post-drydock pier immediately prior to the undocking of the submarine. Besides a Desiccant Dehumidification Unit (ITEM D1d: DDU [DSCC]–M/N), only a post-heating coil (ITEM D1h: HTGC [POST]–M/N) might be required if Undock is during the cold weather season. There is no steam utility at the pier so a Reactivation Heating Coil (RHC) is never required. Furthermore, the small enclosed envelope of the dehumidified environment would not be manned. Hence, cooling coils or a chiller-pump to support such would not be required as well.
FOR THE SAIL RHC (ALTERNATIVE IB): The Dehumidification (DH) System for the SAIL is to be positioned on the mid-ship platform. The platform (especially @ DD#1, but all locations could be problematic) may have insufficient space for the footprints of all components to an ALTERNATIVE IB DH System. After product submissions from Bidders, the Temporary Systems Design Engineer [TSDE] will determine the practicality of leasing an ALTERNATIVE IB RHC for the SAIL based on the actual footprint(s) of the proposed single Normal capacity or dual Medium capacity RHC unit(s) as well as the footprints of other adjoining machinery sharing the same platform.
FOR NO-FEE OVERLAP OF COILS (ALTERNATIVE IB): The NO-FEE OVERLAP requirement serves to equate the bids from Vendor(s) offering ALTERNATIVE IA Dehumidification (DH) Systems with built-in heating and cooling coils in which a Change-of-Season (CoS) overlap is a non-issue vice those Vendor(s) offering ALTERNATIVE IB DH Systems in which a Change-of-Season overlap with the follow-on temperature conditioning coils is essential. Therefore, there should not be a Fee for extending the RETURN DATE of the former temperature conditioning coils for up to four weeks so as to provide for that overlap with the ARRIVAL DATE of its follow-on replacement coil.
FOR THE DEMISTER FILTRATION BANK (ALTERNATIVE IV): The Vendor has a choice as to the inclusion of Demister Filtration Banks (ITEM C2f or C3f: COIL [FLTR]–2N/L), which function as a Moisture Separator & Mist Eliminator, into the Temperature Conditioning Coils (ITEM C2 or C3: COIL [H+C]–2N/L) that are dedicated to the submarine's interior (Forward & Afterward) compartments. Further information is found under V VENDOR'S (CHOICE) CLIN.
FOR IF THE CHILLED WATER (CHW) MACHINERY IS VERTICALLY DISLOCATED FROM ITS SUPPORTIVE CHILLER-PUMP: The Standpipe (ITEM M-S: SP [6"CAM : FLG]–X) and flanged hose assemblies (ITEM H3n: HOSE [6"CAM]–X) are an ELECTIVE CLIN in the event that the chiller-pump should be vertically dislocated from machinery with chilled water coils requiring its utility. A likely scenario would be temperature conditioning coils resting on the drydock floor and its chiller-pump on platforms or vice versa.
