TABLE V: TVENT FOOTNOTES WITH ANNOTATIONS
FOOTNOTE A:
1CRITICAL For the single either Normal (–N) capacity (LA Class) or Large (–L) capacity (VA Class) Chiller with its respective Pump that provides CHilled Water (CHW) directly to the ship, the machine(s) are continuously needed irrespective of the season and for the entire duration of the drydock period. The
1 SUPPORT single () or double () asterisk(s) further identifies the equipment / machine(s) as CRITICAL or SUPPORT component(s) in which there are additional mandatory Contractual obligations as specified elsewhere in the Technical Specification (TS).
2 LINKED TO V## If the Vendor so chooses, particular line ITEMs (V##s), as indicated by this footnote 2 LINKED TO V## , may have no lease rate associated for that particular MACHINE – EQUIPMENT – WORK ELEMENT by itself regardless of whether the "LINKED ITEM" is physically separate or is a built-in to the "PRIMARY ITEM".
The issued Contract will reflect such a desire by the successful Bidder / Vendor by indicating "NSP":
NOT SEPARATELY PRICED for that particular line ITEM (V##). However, that line ITEM (V##) must be LINKED to some other particular line ITEM (V##). The implication of that linkage is that whenever the
2 PRIMARY ITEM associated or 2 PRIMARY ITEM is leased as referred to by the "LINKED TO V##", then the Secondary ITEM that is "NSP" or the functions thereof must be provided. That linkage is indicated in TABLE V: TVENT
MACHINERY & EQUIPMENT SCHEDULE under the ARRIVAL DATE column for FOOTNOTE A. If no linkage is shown in the Table, then that particular line ITEM (V##) is either sufficiently significant to warrant separate and meaningful pricing or its actual lease dates may end up being different even though the initial Contract shows the dates as being the Same as its supposed "PRIMARY ITEM". An example of the above are each of the chillers which are sufficiently significant to warrant separate and meaningful pricing as a Primary ITEM. However, particular pumps (whether built-in to the chiller or not) or particular hose assembly lots corresponding as LINKED ITEMs to the chiller may be NOT SEPARATELY
PRICED at the election of the Vendor.
3 AUGMENTS V##
4a DD#1: POST There is an unusual requirement for a dehumidifier at the post-dock Berth just prior to undocking only from Drydock No. 1 (POST–DD#1). The dehumidified air is necessary for minor hull repair after removal of Buoyancy cans that are needed for undocking (UD) a submarine from DD#1. Accordingly, the basis for the components and capacity of the post-dock DH System are as follows: (i) the capacity for airflow and moisture removal is half of what is normally required (; (ii) the post-dock scheduled season (i.e. exposure to cold-WX would necessitate an ITEM D1/2h: HTGC [POST-DH]–M/N); (iii) there is NO steam utility at the Berths; (iv) . Correspondingly: (i) dependent on the actual schedule, the Contractor may either keep the last remaining Normal (–N) capacity dehumidifier (e.g. FWD DDU) on-site for reuse post-dock or schedule a later delivery of some other dehumidifier; (ii) the capacity of the dehumidifier can be anywhere from half (i.e. Medium –M) to the same as for the Normal (–N) capacity dehumidifier, but, the capacity for any post-heater cannot be less than its associated dehumidifier; and (iii) the dehumidifier will use electric Reactivation, i.e. NO (steam) Reactivation Heating Coil (RHC) will be needed – thus, a combined [CMBD] dehumidifier will not require functioning pre-/post- cooling coils and will use only electric reactivation and the desiccant [DSCC] dehumidifier will not require a separate steam [STM] RHC. and ????
N39040-17-T-0057
TABLE V: TVENT FOOTNOTES WITH ANNOTATIONS (continued)
FOOTNOTE A (continuation):
3b DD#2: RSCS For Los Angeles Class submarines (688 CL) undergoing overhaul in DD#2, the newly refurbished Removable Submarine Covers (RSCs) not only shelters the entire submarine within a weather protective structure, but, also encompasses the submarine within an environmentally controlled envelope. Each of the fourteen (14) permanent RSC Temperature Conditioning Coils (TCCs) has an air-handler, steam coil for heating, and a chilled water coil for cooling. The only rental machinery required to effectuate the engineered controlled environment would be two sets of a 200 ton chiller and its accompanying pump with a pair of flanged adapters (one set for the RSC stacks Port and a similar set for the RSC stacks Starboard).
4 SIZE & SPACE For ALTERNATIVE IB (desiccant wheel only [DSCC]; not a combined [CMBD] dehumidifier), the Vendor has a choice as to its SIZE as either a single Normal (–N) or a pair of Medium (–M) capacity steam [STM] Reactivation Heating Coils (RHCs) for each of the three Dehumidification (DH) Systems.
DRYDOCK NO. 1 (DD#1)
After Contract award and prior to delivery, the Contractor must inform the Shipyard as to both:
(a) the RHC unit(s) capacity type (single –N unit or pair of –M units) and its precise footprint (includes the frame) along with other machinery associated with (i.e. connected to) each DH System and
(b) the stackable options for each DH System (e.g. are RHC [STM]–2M self-stacking and/or can RHC [STM]–2M/N be stacked on top of the DDU [DSCC/LSP]–N). Although the Vendor must be prepared to deliver all three RHC units as scheduled, for Drydock No. 1 (DD#1) only there is the possibility that the Desiccant Dehumidification Unit (DDU) near the Sail (DDU-SAIL) may have insufficient space, alongside on the balcony platform, to accommodate the selected RHC. Whereas the CAPACITY TYPE – FOOTPRINT / HEIGHT – STACKABLE OPTIONS for the RHC is a VENDOR CHOICE, the decision on whether and which RHC to deploy for the SAIL RHC is a GOVERNMENT OPTION dependent on the answers to the aforementioned queries. The Temporary Systems Design Engineer [TSDE] will evaluate as to if and which DDU / RHC set is deployed for the DD#1 SAIL RHC. Contracting will then inform the Vendor, sufficiently prior to shipment, as to whether to implement the lease of the SAIL RHC and, if so, which DDU / RHC combination shall be designated (i.e. V numbers) for that location.
5 OVERLAP COIL For ALTERNATIVE IB (desiccant type [DSCC] dehumidifier w/ no built-in pre- nor post- air treatment), the Vendor must be prepared to extend the duration of the lease of any dehumidification pre- and/or post- tempering (cooling or heating) coil(s) beyond its Contracted RETURN DATE at NO EXTRA COST so as to provide up to a four (4) week Spring / Autumn overlap between the current coil(s) and the follow-on coil(s). By requiring an overlap of pre/post- treatment coils, the Government can equate bid offers between a Vendor offering the preferred ALTERNATIVE IA combined [CMBD] dehumidifier which integrates PRE-COOLING – POST-COOLING – POST-HEATING and the permitted ALTERNATIVE IB dehumidifier lacking such integrated coils. If the overlap should be greater than four weeks, then the Government would be financially responsible for any duration beyond the planned four weeks for the overlap of the previous coil(s). Specifically, for the Spring, the single heating post-coil would overlap the ARRIVAL DATE of the follow-on cooling coils 5 OVERLAP CLGC and likewise, in the Autumn, the dual cooling pre/post- coils would overlap the ARRIVAL DATE of the follow-on heating coil 5 OVERLAP HTGC
Please note that the Contracted ARRIVAL DATES for any dehumidifier pre- and/or post- heating and cooling coils should not change.
6CLGC CAPACITY The computed chilled water cooling capacity for a post-cooler is only half of what is required for a pre-cooler. The pre-cooling coil uses about half of its energy extraction to PROCESS (i.e. REMOVE
MOISTURE FROM) the air (LATENT HEAT of condensation) and the other half of its energy extraction to TREAT (i.e. REDUCE TEMPERATURE OF) the air (SENSIBLE HEAT transfer). Whereas, the post-cooler, similar to a post-heater, is used for comfort control only a.k.a. temperature modification (SENSIBLE
HEAT transfer). Thus, a pre-cooler must be sized as a Normal (–N) capacity machine of close to sixty-seven tons (≥66⅔ tons ≡ 800 MBH), but, a post-cooler could be sized to half of that value similar to a Medium (–M) capacity machine of thirty-three tons (≥33⅓ tons ≡ 400 MBH). The Vendor does have a choice as to the cooling capacity for the post-cooler only as either a Normal or Medium (–N / –M) capacity. However, if the pre-cooler and the post-cooler machines do differ in capacity and hence, are not interchangeable, then the Vendor must distinguish between the capacity differences of the machines.
N39040-17-T-0057
FOOTNOTE A (continuation):
6VENDOR CHOICE If the Vendor can provide the desired machinery and/or equipment as listed at or below the Government Estimate, then it is in the Shipyard's interest to lease the designated ITEMs. Please note that Vendor Bid comparisons should either both include or exclude such ITEMs.
7 IF DH REMAINS The scheduled plan is for the Project to complete all Blast and Paint (B&P) operations in the late Spring of 2016 just prior to the requisite pre-cooling and post-cooling of dehumidified air for a second cooling season 2ND CLG SEASON. However, an OPTION has been included in this Technical Specification to allow for an extension (EXT) of the lease of either the 8FFWD DDU and/or the 8SSAIL
DDU so that the applicable dehumidifier(s) can REMAIN throughout the second cooling season.
Dependent on which dehumidifier remains, specific types of machinery and equipment will be leased as an OPTION to support that dehumidification process. In particular, the 8FFWD DDU, which because of its isolated location on the Drydock floor, would require the lease of a separate chiller (CHLR [4"CAM]–L) with pump (PUMP [4"CAM]–L) besides cooling coils (ALTERNATIVE IB only) and manifold(s). Whereas, the 8SSAIL DDU, because of its proximity between the FWD & AFT TCCS, would connect to the TCC chiller (CHLR [6"CAM]–X) with pump (PUMP [6"CAM]–X) during the second cooling season and would only require the lease of cooling coils (ALTERNATIVE IB only) and manifold(s).
10 NBPL TUBING Dependent on Shipyard availability, the lease of non-Large size positive and negative pressure semi-flexible or semi-rigid tubing TUBE [±FLEX]–08/–14 are a Government PNS ELECTIVE as to whether an ITEM shall be leased. Also, these lease items have a ONE-TIME fee TERM for the entire duration that its associated machinery are under lease and not subject to a weekly rental TERM. The officially issued Contract will inform the Vendor as to whether each of the subject ITEMs are to be leased. The rigid duct fittings and the positive pressure flexible ducting would be required on-site EARLIER by one week than the LATER negative pressure flexible ducting. The Contract ARRIVAL DATE will be adjusted so as to provide the Vendor with a three week lead time for the EARLIER ITEMs and a four week lead time for the LATER ITEMs unless the Vendor initiates and/or indicates a desire for the original speculative calendar dates. As adjusted, this lead time should be sufficient for the Vendor to place an order after Contract award if it should have an insufficient supply of these particular lease products.
10 SCHEDULE There are specific Contract Line Items requiring the services (labor) of the Vendor that are NON-EMERGENT and are best coordinated in advance and scheduled by the responsible Shipyard Party via communications with the Vendor to include an E-mail (Cc: Vendor / COR / Contract Specialist / TSDE) to document the line ITEM request. The Project's Temporary Systems Zone Manager [TSZM] would be responsible for scheduling (preferably, at least two workdays as advance notice): (a) Vendor installation of E-STOPS (ITEM K1: E-STOP [D&E]≥04); (b) Vendor assistance in the OPERATIONAL aspects of the several TVENT systems especially to include (re)adjustment of temperatures (pre-cool vice post-cool plus post-heat), quantity of air-flows (to achieve desired temperature or Relative Humidity), and manipulating utilities (steam versus electric for Reactivation Heat) (ITEM K2: OPNL [≤⅓DY]–24); and (c) Vendor assistance in the INSTALL of the Chilled Water (CHW) Loop(s) to include Manifolds, Valved Jumper Assembly(ies), Standpipe(s), Hose Assemblies, & Rigid Ducts / Flexible Ducting (ITEM K4: INSTL [≤8HR]–01). The Shipyard's Temporary Systems Design Engineer [TSDE] would be responsible for scheduling (preferably, at least two calendar weeks as advance notice) Shipyard training (ITEM K5: TRNG [≥4HR]–02).
11 CALL & E-MAIL There are specific Contract Line Items requiring the services (labor) of the Vendor that are EMERGENT and are best coordinated via an immediate phone call to the Vendor followed by an E-mail (Cc:
Vendor / COR / Contract Specialist / TSDE) to document the emergent nature of the request by the responsible Shipyard Party. The Project's Temporary Systems Zone Manager [TSZM] would be responsible for coordinating all such emergent requests to include those to be established as not being the fault of the Vendor (ITEM K3: SVCE [≤6HR]–08).

FOOTNOTE B ANNOTATIONS:
FOR LEAP YEARS: These CLIN durations span a Leap Day (29th of February) in a Leap Year (e.g. CY 2020).
When using the GRAPHIC DATE FINDER / SCHEDULATOR (GDF/S), the actual date for a given duration is one day sooner than the date indicated, or conversely, the actual duration is one day more than the duration indicated (for example 05 Jan – 20 Sep 2020 is actually 37 weeks and not 36 weeks plus 6 days as indicated on the GDF/S).
FOR LEASE DURATIONS EXCEEDING ONE YEAR: The CRITICAL NON-SEASONAL Chiller with Pump (ITEM R1 / R2:
CHLR [3/4"CAM]–N/L & ITEM P1 / P2: PUMP [3/4"CAM]–N/L) is needed for the entire duration of the docking period regardless of whether or not it exceeds one year. There are other NON-SEASONAL type machinery required for the full or near full duration of the drydock period such as the temperature conditioning coils which provide ventilation to the ship's INTERIOR (Forward & Aft) Compartments (ITEM C2 / C3: COIL [H±C]–2N/L), Desiccant Dehumidification Systems or Units (ITEM D2 / D2d: DDS [CMBD]>N / DDU [DSCC]–N), and/or Exhaust Blowers (ITEM F1: FAN [EXH / SRC]–N). When the drydock duration exceeds one year, the ITEMs are initially scheduled for fifty-two (52) weeks as a STANDARD (S) CLIN BASIC element (AUTOMATIC upon Contract issuance). To exercise a further lease of the ITEM beyond the initial fifty-two weeks as an OPTION(AL) element (exercised by addendum to the Contract) would require funding in the Fiscal Year as shown (e.g. '18 = FY 2018) and a semi-automatic confirmation of the extension by the Project prior to its scheduled RETURN DATE.
FOR DEHUMIDIFICATION (DH) MACHINERY: The initial durations for each dehumidifier and its supporting machinery (STANDARD CLIN) reflect an aggressive programmed Blast and Paint (B&P) guesstimate by the C970 Operations Manager and/or the Project. The programmed EXTENSION (2ND row of the RETURN DATE column) reflected in TABLE V: TVENT MACHINERY & EQUIPMENT SCHEDULE provides the necessary flexibility to either: (a) defer the RETURN DATE as a CONTINGENT CLIN for the FWD (F| C##), SAIL (S| C##), AFT (A| C##), and/or BERTH (B| C##) (post-DD#1) dehumidifiers or (b) obtain or delay return of associated seasonal support machinery for that ascribed dehumidifier such as post-heating coil, pre-/post- cooling coils, chiller, pump, manifold(s), and/or hose assemblies.
FOR POST-DD#1 DEHUMIDIFICATION (DH) MACHINERY: This STANDARD CLIN is to establish a partial Dehumidification (DH) System at the post-drydock pier immediately prior to the undocking of the submarine. Besides a Desiccant Dehumidification Unit (ITEM D1d: DDU [DSCC]–M/N), only a post-heating coil (ITEM D1h: HTGC [POST]–M/N) might be required if Undock is during the cold weather season. There is no steam utility at the pier so a Reactivation Heating Coil (RHC) is never required. Furthermore, the small enclosed envelope of the dehumidified environment would not be manned. Hence, cooling coils or a chiller-pump to support such would not be required as well.
FOR THE SAIL RHC (ALTERNATIVE IB): The Dehumidification (DH) System for the SAIL is to be positioned on the mid-ship platform. The platform (especially @ DD#1, but all locations could be problematic) may have insufficient space for the footprints of all components to an ALTERNATIVE IB DH System. After product submissions from Bidders, the Temporary Systems Design Engineer [TSDE] will determine the practicality of leasing an ALTERNATIVE IB RHC for the SAIL based on the actual footprint(s) of the proposed single Normal capacity or dual Medium capacity RHC unit(s) as well as the footprints of other adjoining machinery sharing the same platform.
FOR NO-FEE OVERLAP OF COILS (ALTERNATIVE IB): The NO-FEE OVERLAP requirement serves to equate the bids from Vendor(s) offering ALTERNATIVE IA Dehumidification (DH) Systems with built-in heating and cooling coils in which a Change-of-Season (CoS) overlap is a non-issue vice those Vendor(s) offering ALTERNATIVE IB DH Systems in which a Change-of-Season overlap with the follow-on temperature conditioning coils is essential.
Therefore, there should not be a Fee for extending the RETURN DATE of the former temperature conditioning coils for up to four weeks so as to provide for that overlap with the ARRIVAL DATE of its follow-on replacement coil.
FOR THE DEMISTER FILTRATION BANK (ALTERNATIVE IV): The Vendor has a choice as to the inclusion of Demister Filtration Banks (ITEM C2f or C3f: COIL [FLTR]–2N/L), which function as a Moisture Separator & Mist Eliminator, into the Temperature Conditioning Coils (ITEM C2 or C3: COIL [H+C]–2N/L) that are dedicated to the submarine's interior (Forward & Afterward) compartments. Further information is found under V VENDOR'S (CHOICE) CLIN.
FOR IF THE CHILLED WATER (CHW) MACHINERY IS VERTICALLY DISLOCATED FROM ITS SUPPORTIVE CHILLER-PUMP:
The Standpipe (ITEM M-S: SP [6"CAM : FLG]–X) and flanged hose assemblies (ITEM H3n: HOSE [6"CAM]–X) are an ELECTIVE CLIN in the event that the chiller-pump should be vertically dislocated from machinery with chilled water coils requiring its utility. A likely scenario would be temperature conditioning coils resting on the drydock floor and its chiller-pump on platforms or vice versa. Although filled (w/ water) three-inch diameter (3"Ø) hose assemblies can be vertically supported by its camlock fittings, four-inch diameter (4"Ø) hose assemblies should not and more seriously six-inch diameter (6"Ø) hose assemblies must not be so supported. In such a scenario, the Standpipe and its flanged hose assemblies would establish a set of 6-inch diameter (6"Ø) weight bearing double valved pair of risers for the vertical conveyance (to & from) of chilled water. If the submarine should be a non-Spring time docking, the need for such a provisional arrangement may not be known until the Spring.
N39040-17-T-0057
FOOTNOTE B:
CLIN (CONTRACT LINE ITEM NUMBER): Double strikethrough for TYPE CLIN indicates NOT APPLICABLE for this Project.
The type of CLIN as described below will either be AUTOMATIC upon Contract issuance or an OPTION as exercised by a follow-on addendum to the Contract. Each entry for a Contract Line Item Number (CLIN) in the TVENT MACHINERY
& EQUIPMENT SCHEDULE (TABLE V) is formatted as a double row consisting of a top half and bottom half. The top half row stipulates the initial Period of Performance (PoP) by providing the ARRIVAL DATE and RETURN DATE with its scheduled TERM or duration as either a BASIC element (AUTOMATIC upon Contract issuance) or as an OPTION(AL) element (exercised by addendum to the Contract). The bottom half row stipulates an EXTENSION to the RETURN DATE with an additional TERM or duration as an OPTION(AL) element only.
PROJECT NOTE
There are two kinds of OPTION(AL) elements as indicated by the type of CLIN in the TVENT SCHEDULE (TABLE V).
As now a Supply vice a Service type Contract, both kinds of OPTION(AL) elements do require a Project response as either: (a) a semi-automatic confirmation of the extension with the RETURN DATE as previously and definitively scheduled in TABLE V or (b) a non-automatic request for an extension with a RETURN DATE to be stated by the Project regardless of the estimated scheduled extension date provided in the table when originally issued.
C CONTINGENT (TO EXTEND OR LEASE MACHINERY BEYOND B&P SCHEDULE) CLIN: This CLIN is a CONTINGENT ITEM in that it is indeterminate as to its necessity and/or indefinite as to the RETURN DATE of its PoP prior to Contract issuance. The CONTINGENT nature of this particular ITEM is its dependence on the Project's actual progress compared to its planned schedule. The reason for the indefinite nature of the PoP is to provide for a contractual Option to extend the RETURN DATE conditional on the Project's and/or Shipyard's ability to achieve an aggressive Blast and Paint (B&P) work progress in light of manning limitations. The reason for the indeterminate nature of the necessity to lease an ITEM is to provide for a contractual Option to obtain such an ITEM conditional on the expected climatic seasonal change inherent with a significant delay in the Project's Blast and Paint (B&P) Schedule. The normal expectations are that CONTINGENT ITEMs will not be required. Hence, if a CONTINGENT ITEM is required (e.g. delay in work progress), the Project must make a formal request to the Contracting Office (document via E-mail stating the ITEM to include its desired PoP) as to the need to lease an indeterminate ITEM not currently on the Shipyard or to extend an indefinite ITEM already present on the Shipyard.
E ELECTIVE (TO LEASE) CLIN: This CLIN is an ELECTIVE ITEM in that it is either indeterminate as to its necessity and/or indefinite as to its PoP at the moment of distribution of the Project TVENT Schedule & Specification.
The ELECTIVE ITEM(s) in conjunction with its PoP will be determined by the Government via either Contract issuance or as amended. The ELECTIVE ITEM(s) are coded as to whether the need is most likely YES: Ⓨ or not likely NO: Ⓝ. The CLIN ARRIVAL DATE may be adjusted to allow sufficient time for the Contractor to obtain that particular resource or additional assets if the Vendor so communicates what the necessary time frame would be between the Government's confirmation of a need and the Vendor's date of delivery. Examples of ELECTIVE ITEMs are the Standpipe (ITEM M-S: SP [6"CAM : FLG]–X) in conjunction with adjoining flanged hose assemblies (ITEM H3n: HOSE [6"CAM]–X). ELECTIVE CLIN ITEMs could also include assets where funding source(s) has not yet been secured such as the two sets of 200 ton chillers (ITEM R3: CHLR [6"CAM]–X) with their accompanying pumps (ITEM P3: PUMP [6"CAM]–X) for the RSCs at Drydock No. 3.
N NO FEE CLIN (i.e. ALTERNATIVE B): This CLIN is associated with either the BASIC lease or the OPTION(AL) extension of a machine / equipment selection by the Vendor that is non-preferred, although permitted. To make a fair comparison of a Bid proposal with other Vendor(s) offering a preferred selection which would not entail the lease and/or extension for such a machine / equipment CLIN ITEM, there should not be a separate fee for those ITEMs as indicated in TABLE V. Examples of NO FEE CLIN ITEMs are as follows: (a) only for the extension of up to four additional weeks of either the post-heater (ITEM D2h: HTGC [POST]–N) or the pair of pre-cooler and post-cooler (ITEMs D1/2c: CLGC [PRE / POST]–N/M) to allow for an overlap with the ARRIVAL of the follow-on pre and/or post coils during the Change-of-Season; (b) only for the lease of up to two supplemental Large (–L) capacity Chilled Water (CHW) Wye manifolds (ITEM M2Y: MANF [4":3"×2]–N) during the warm weather season to support the ALTERNATIVE IIB: two pairs of Normal (–N) capacity Temperature Conditioning Coils (ITEM C2: COIL [H+C/LSP]–2N) vice two each Large (–L) capacity units; and (c) only for the lease of Gigantic (–G) capacity couplings (ITEM T3c: TUBE [CPLG]–20) associated with the lease of Gigantic (–G) capacity flexible ducting (ITEM T+3: TUBE [+FLEX]–20) when couplings are needed because the ducting is the non-preferred type that does not have end rings that interlock one ducting to another.
N39040-17-T-0057
FOOTNOTE B:
S STANDARD (AUTOMATIC) CLIN: This CLIN is an automatic STANDARD ITEM for a known PoP and is indicated as a BASIC element (top half row only) limited to not exceed fifty-two weeks (52 wks) or one year (1 yr).
U UNFUNDED CLIN: This CLIN is an UNFUNDED ITEM for either: (a) a BASIC element with a known PoP for ITEMS that do not begin until a follow-on Fiscal Year and presently cannot be funded (e.g. '18U = unfunded until FY 2018) or (b) an OPTION(AL) element for a known EXTENSION for a TERM indicated beyond and immediately following an initial known PoP that was originally limited to one year. For a BASIC element, the CLIN(s) should be automatically issued upon availability of the applicable Fiscal Year's funding. For an OPTION(AL) element, the CLIN(s) should be a semi-automatic confirmation of the extended PoP also when that year's Fiscal Year funds become available.
V VENDOR'S (CHOICE) CLIN: This CLIN is a preferred, but, non-mandatory VENDOR ITEM for a known PoP / known extension as indicated which is limited to not exceed fifty-two weeks (52 wks) or one year (1 yr). This ITEM is a Vendor's Choice as to its availability and should be leased by the Government if the Vendor's Bid proposal is at or less than the Government Estimate. An example of a VENDOR'S CLIN ITEM is the Demister Filtration Bank (ITEM C2f or C3f: COIL [FLTR]–2N/L) to be used in conjunction with its associated Temperature Conditioning Coil (ITEM C2 or C3: COIL [H+C]–2N/L). Thus, if a Demister Filtration Bank is leased, then its PoP / extension should parallel that of its associated Temperature Conditioning Coil.
CONTRACT NOTE
For Contracting to definitively know whether or not a Bid offers such a CLIN ITEM and to make a fair comparison between potential Vendors that do and do not make such an offer, it is incumbent that the proposal for such an ITEM be Separately Priced with a weekly lease rate more than zero. Indeed, it must be presumed that a Bid offer of Not Separately Priced (NPS) implies that the CLIN ITEM is not in the offering by the Vendor.
FOOTNOTE C:
The TOTAL GOVERNMENT ESTIMATE for the entire duration of the Contract to include all CLINs is at the end of the TVENT MACHINERY & EQUIPMENT SCHEDULE. This total is a summation of CLINs / EXTENSIONs that would be committed during the docking Fiscal Year (1ST CYCLE) plus CLINs / EXTENSIONs that would be committed either later in the Fiscal Year or during the follow-on Fiscal Year (2ND CYCLE). The Vendor has the discretion of either ALTERNATIVE A (preferred) or ALTERNATIVE B (permitted) for the various types of machinery. Regardless of the Vendor's alternative selection, the Government Estimate for ALTERNATIVE A is exactly the same as that for ALTERNATIVE B. The type of alternative is indicated in the Government ESTIMATE (last column) as: IA or IB │ IIA or IIB │ IIIA or IIIB │ IV – which is a Vendor's (Choice) CLIN and at a reasonable cost (less than or equal to the Government Estimate) │ and VB – rigid duct tubing which has NO-FEE.
⒜ NON-ALTERNATIVE ITEMS have no shading.
⒝ ALTERNATIVE A ITEMS have yellow shading.
⒞ ALTERNATIVE B ITEMS have black shading.
⒟ ALTERNATIVE IV ITEMS have pink shading.
Thus, the TOTAL GOVERNMENT ESTIMATE for the entire Contract to include all of the CLINs that may be applicable to any one Vendor (the Government's contractual commitment or financial scope) would be the summation of:
⒜ NON-ALTERNATIVE ITEMS (no shading)
⒝ ALTERNATIVE A ITEMS (yellow shading) OR ⒞ ALTERNATIVE B ITEMS (black shading), but, not both
⒟ ALTERNATIVE IV ITEMS (pink shading).
N39040-17-T-0057
TVENT DESIGN CRITERIA: [Non-IA @ PNSY]
[1] Single Non-Seasonal Normal capacity (–N) chiller and pump is required for the ship's TCHW system. Only for an IA overhaul could a second similar, but seasonal only chiller & pump be required for the nuclear complex.
[2a] [Non-IA @ PNSY] Three Temporary Desiccant Dehumidification (TDD) systems (FWD / SAIL / AFT) are needed to support Blast and Paint (B&P) operations. The Vendor has a choice of either the combined dehumidifier (DDS [CMBD/HSP]>N) that integrates steam reactivation, post-heating, pre-cooling, and post-cooling (ALTERNATIVE IA: PREFERRED for now to be required in the future) or a dehumidification set or series of machinery consisting of not only the desiccant type dehumidifier (DDU [DSCC/LSP]–N), but, additional machinery as well (RHC [STM]–N/2M / HTGC [POST-DH]–N / CLGC [PRE-DH]–N / CLGC [POST-DH]–N/M) (ALTERNATIVE IB: PERMITTED for now to be precluded in the future). The routine home station (PNSY) evolution requires dehumidification for close to an entire year or longer in which the pre-cooling w/ post-cooling would be followed by the post-heating and/or vice versa. This mostly external dehumidified Supply Air system is supported by non-machinery equipment such as twenty inch nominal diameter discharge (positive pressure) flexible ducting (TUBE [+FLEX]–20) w/ related rigid duct fittings as specified in the Technical Specification (TS).
[2b] [Post-DD#1 @ PNSY] Besides the dehumidification machinery to support the overhaul during the drydock evolution, a single Temporary Desiccant Dehumidification (TDD) system is only required post Drydock No. 1 [Post-DD#1] to support Blast and Paint (B&P) hull repairs after first removing the "Buoyancy Cans" for floating the ship. This system does not require steam reactivation (no steam utility at the Berths) and is season specific as far as post-heating only. Being a small tented principally unmanned temporary enclosure, pre-cooling and post-cooling for comfort with its ancillary machinery support infrastructure would never be required.
[3a] [Non-IA @ PNSY] Four (4) very powerful exhaust blowers (FAN [EXH/SRC]–N: ≥10K cfm @ 14" WG & ≥40 Hp) are required to support both exterior Blast and Paint (B&P) operations (Hull / Fwd & Aft MBTs / Mud Tank) and an interior healthy work environment (via Dirty Air Exhaust) in the Ship's Forward and Aft Compartments. Two units will be deployed near the Bow and likewise for the Stern. The Shipyard will designate each unit either solely for air exchange of the exterior to counterbalance Supply Air from the Dehumidification (DH) Systems or solely for air exchange of the interior to counterbalance Supply Air from the Temperature Conditioning Coils.
Each exhaust blower has a pair of fourteen inch nominal diameter suction inlets which psi to three each eight inch nominal diameter suction lines (Ѱ = 14"Ø : 8"Ø × 3). The net effect is that each exhaust blower will provide six each exhaust lines of eight-inch nominal diameter (8"Ø) rated for a minimum of 1,600 cfm per exhaust branch run. The exhaust blowers are PNS equipment supported by strong suction (negative pressure) semi-flexible ducting of fourteen inch (TUBE [−FLEX]–14) and eight inch (TUBE [−FLEX]–08) nominal diameters.
[4a] [PNSY] For industrial ventilation, two Temperature Conditioning Coil (COIL [H&C]–2N/L) systems (FWD & AFT) support an INTERIOR healthy work environment (via Clean Air Supply) from all ambient (100% outside fresh) treated (cool or heat, as necessary) air to the Ship's Forward and Aft (pressurized) Compartments. For either of the two TCC systems, the Vendor has a choice of either a single Large (–L) capacity unit (COIL [H&C]–L) having four outlets (ALTERNATIVE IIA: PREFERRED) or a pair of Normal (–N) capacity units (COIL [H&C]–N) having two outlets per unit (ALTERNATIVE IIB: PERMITTED). Penetrations to the ship's interior are via the Submarine Hatch Ventilation Enclosures (SHVEs) on top of the hatches (WSH [FWD] / FEH [FWD] / AEH [AFT]) or the Hull Cut Ventilation Enclosures (HCVEs) surrounding the Hull Cuts (HC#1-1A-15 [FWD] / HC#39A [FWD & AFT] / HC#49 [AFT]). For redundancy, the INTERNAL ventilation system is designed for a minimum of two (2), and preferably, up to four (4) Supply Air ducting runs for each of the ship's interior Compartments for a maximum of eight (8) Supply Air ducting runs. This solely internal industrial ventilation Supply Air system is supported by non-machinery equipment such as twenty inch nominal diameter discharge (positive pressure) flexible ducting (TUBE [+FLEX]–20) w/ related rigid duct fittings as specified in this Technical Specification (TS).
[5] [some Non-IA @ PNSY] For comfort conditioning where treated air can be recycled (i.e. retreated with no or very little fresh air intake), a Stand-Alone Air-Conditioning Unit (ACU) with cooling and reheat is available.
[6] Emergency Stops (E-STOP [TCC & AHU]–02) will provide a certain measure of Fire Fighting security at the Watch Shack by permitting the instantaneous SHUTDOWN of air-handlers that either exhausts air from (FAN [EXH/SRC]–N) or supplies air to (COIL [H&C]–L/2N) the Forward and Aft Submarine Compartments.
[#] [Non-IA @ PNSY] About half of the seasonal chilled water will run on the drydock floor along the submarine's PORT side in support of the Temporary Desiccant Dehumidification – Supply Air systems (TDD-SA) cooling coils at three positions (FWD / SAIL / AFT). Respectively, the other half of the seasonal chilled water will run along the drydock balcony in support of the ship's Temporary Ventilation – Supply Air systems (TSPLY-SA) cooling coils at two positions (FWD & AFT) on the balcony platforms. Hence, the docking evolution is best supported via the lease of two each duplicate capacity (200 ton) chillers.

CONTROL STATIONS) are required for Fire Safety for machines with a Process Air (PA) blower (i.e. COIL [H+C]–L/2N) and for Exhaust Blowers (i.e. FAN [EXH/SRC]–N) that either SUPPLY or EXHAUST air into/from the submarine's interior Compartments. Thus, up to four E-STOPS (one E-STOP per machine) may be required if the Vendor delivers two pairs of Normal (–2N) capacity COILs (ALTERNATIVE IIB) vice the need for only two E-STOPS for two each Large (–L) capacity COILs (ALTERNATIVE IIA). The Exhaust Blowers (FAN [EXH/SRC]–N) are consigned as to their designated application of FWD or AFT or PROP and then INTERIOR or EXTERIOR. The two Exhaust Blowers having some or all of its ducting runs routed to the submarine's INTERIOR Compartments (COMPTS: FWD & AFT) DO
REQUIRE E-STOPS regardless of location (PNSY / NLON / NBPL). However, for the non-deployed location (PNSY) which may have two (LA Class: MBTs only) or three (VA Class: MBTs & Propulsor) additional Exhaust Blowers (Non-IA) with all of its ducting runs routed solely to the submarine's EXTERIOR Main Ballast Tanks (MBTs: FWD & AFT) or Propulsor Enclosure, E-STOPS ARE NOT REQUIRED WHEN DESIGNATED AS EXTERIOR ONLY EXHAUST BLOWERS.
