Attachment 4 Questions & Answers

Solicitation N39040-16-T-0106 Questions & Answers resulting from vendor inquiries received 3/11/16-3/14/16

Question 1

Q: Is the start date of 10 May 2016 definite and is the number of rooms required 35 from the start?

A: The start date may change if the arrival date of the crew needing lodging changes. There are no known schedule changes at this time. It is anticipated that the number of rooms required will remain constant throughout the period, at 35. However, this is not guaranteed.

Question 2

Q: Is quote submission by fax required?

A: No; quotes may be submitted via fax, email, or mail.

Question 3

Q: Do past performance references have to be from completed contracts, or can references be from ongoing contracts?

A: Completed contracts are preferred, but ongoing contracts are also acceptable. Please ensure any ongoing contracts submitted provide experience to be evaluated (performance has begun.)

Question 4

Q: Is this solicitation for Portsmouth, NH or Kittery, ME?

A: Portsmouth Naval Shipyard is in Kittery, ME, on the border of Portsmouth, NH. Any hotels within 5 miles of Gate 1 are within the acceptable range, whether they are in Kittery or Portsmouth. Portsmouth is listed as the probable location for hotels, as there are more hotels within 5 miles in Portsmouth than in Kittery.

Question 5 Q: Line 19 states; Sailors are assigned two per room (double occupancy) and afforded access to all hotel facilities as regular guests to include but not limited to gyms, pools, restaurants, lounges, etc. Sailors to be provided all accommodations as the general public to include continental breakfast, coffee, etc.

If breakfast is not provided as an amenity to regular guests will the hotel still be able to provide a bid or is breakfast a required item?

A: Breakfast and other listed amenities are NOT required. The above referenced line (from Section C – Specifications) simply means that sailors cannot be denied access to facilities and/or amenities the general public has access to. In simple terms, they are to be treated as regular guests.
