PIERSIDE DIESEL GENERATOR SPECIFICATIONS FOR POINT LOMA
No deviations without Tech Code authorization.
A trailer mounted diesel-powered portable generator with a built-in fuel tank to be located on a pier at Subbase Point Loma, California.
Duration:
o The generator shall be capable of running for a minimum of twelve (12) hours in duration at minimum of 818 kW (1022.5 kVA) PRIME power.
STANDBY power shall be a minimum of 900KW (1,125kVA). It must be capable of being refueled while in operation.
o For pricing purposes, the generator should assumed to be secured unless of loss of power, or the threat of loss of power.
o Delivery and return shipping to be on a normal weekday (i.e. not a Saturday nor Sunday).
Electrical Output:
o Output shall be ungrounded (sometime called ‘floating the ground’ or
‘isolating the neutral’) three-phase power .
o Output voltage must be variable between 450 and 480 VAC at 60 Hz while maintaining the rated power levels. The maximum STANDBY amperage will be approximately 1,450A (@ 450V, 900KW and a 0.8PF). Therefore, the generator’s breaker should be set to trip on long-time delay at between 1600 and 1700A. Also, the instantaneous trips should be HIGH to allow for in-rush currents.
o The PRIME power output shall be a minimum of 818 kW over a 1.0 to 0.8 PF range lagging (1,022.5KVA at 0.8 PF).
o The insulation rating of the generator windings to ground must exceed five meg-ohms.
o Diesel Generator MUST have least one 120 VAC, 15 Amps, 1 phase power receptacle available for string lighting when the diesel is (or, is not) running, or have internal lights sufficient to illuminate the controls when the diesel is (and is not) running.
The 120 VAC power can be grounded or ungrounded (grounded is preferred).
o Diesel Generator frame must be grounded.
Connections:
o Lugged connections are acceptable as well as compression fittings (Lugs are preferred).
o When lugs are used, Unit must accept Thomas and Betts 600 Green 94 lugs, or when lugs are not used SHOF-500 cables will terminate in compression fittings.
Service:
o Except for daily surveillance checks i.e. liquid levels and refueling, the
Contractor is responsible for and shall perform all maintenance (e.g.
refrigerant charge, oil changes, replace / clean filters, lubrication, coolant refills, liquid top-offs, etc.) for the duration of the lease.
o Coordinate maintenance with the executing POC. Maintenance will be performed at shutdown periods that are convenient for the sub base.
Delivery Inspection/Requirements:
o Upon delivery, the vendor shall prove that the 450-480 VAC power is ungrounded.
o Upon delivery, the vendor shall provide operating instructions for the diesel generator.
o Upon delivery, the vendor shall instruct designated shipyard personnel on how to properly run the equipment to include its operation, control, daily checks, and service contacts.
o Upon delivery, the generator may immediately be started and a load of 818kW/1,022.5kVA applied for a duration of one full hour. A unit that cannot sustain the load will be rejected.
Footprint:
o The generator package will be deployed pierside to provide backup power to a submarine.
o The platform that the generator will be placed on is space limited. The generator enclosure needs to fit in a standard CONEX box that is 20 long (or less).
o The overall width shall not be greater than eight feet.
Trailer:
o The trailer shall be of recent vintage, and be capable of being moved by tractor or mule.
o If the diesel is equipped with an auxiliary fuel tank, the tank shall fit entirely within the CONEX box.
Lifting & Handling:
o The generator will be capable of being lifted by crane (a four-point lift).
o A Lifting & Handling diagram that is applicable to the trailer situation shall be provided.
Fuel:
o The generator shall be delivered with the quantity of fuel sufficient to run for at least eight (12) hours in duration at a load of 818 kW (1022.5 kVA).
o The generator engine shall be diesel-powered.
Noise:
o When operating at full speed, noise levels must not be over 85 dB[A] at three feet from the unit.
CONSTRUCTION:
o Units shall be a single integrated framed structure manufactured as a complete entity to include all devices, accessories, and fittings necessary to perform the function for which it was designed.
o Construction shall be NEMA 3R (or greater) with self-contained temperature control system that is appropriate for a seaside environment.
o Machines shall meet State and federal requirements for its type such as the National Electrical Code (NEC) for electrical devices / components.
o Machine shall Machines shall be newly manufactured / completely refurbished and factory tested within ten (10) years.
o Machines shall be NRTL (Nationally Recognized Testing Laboratory) approved.
o The diesel generator shall be equipped with a self-contained cooling system.
Environment o The generator shall meet all of the emission standards of the
Environmental Protection Agency (EPA) and the state the California.
o The diesel generator shall be newly manufactured (or completely refurbished) and factory tested within the last 10 years.
