TABLE I: MACHINERY & EQUIPMENT SCHEDULE (CONTINUED)
SWLIN TITLE: BLAST AND PAINT (B & P) SHIP'S COMPARTMENTS SHIP'S CHILLED WATER TEMPORARY ENCLOSURES
DESIGNATOR: 176A01 036I01 035A01 036I01
SYSTEM(S): TSPLY / TEXH / TCHW TSPLY / TEXH / TCHW TCHW [SHIP] SHT / RSC / XCEL
DESIGN CRITERIA:
[1] Two each (2 ea) Temporary Desiccant Dehumidification (TDD) systems are required for supporting Blast and Paint (B&P) operations and will be deployed Forward and Aftward (Fwd & Aft).
[2] For the winter season at NBPL, Desiccant Dehumidification Units (DDUs) require both post-cooling (CLGC–N) as well as post-heating (HTGC–M) considering the large temperature variation or range both diurnally and seasonally. Because the Extreme / Mean Low temperature (≥35 / ≥50ºF) is still above freezing, a Medium (–M) capacity heater is sufficient.
[3] Two each (2 ea) very powerful exhaust blowers (AHU [EXH]–N) are required for supporting Blast and Paint (B&P) operations and for providing healthy environmental conditions (Dirty Air Exhaust) within the Ship's Compartments and will be deployed Forward and Aftward (Fwd & Aft). Each exhaust blower has two each fourteen inch diameter suction inlets which wye to three each eight inch diameter suction lines (2 ea: 14"Ø : 8"Ø × 3). One fourteen inch diameter suction inlet trunk line is to support B&P operations and the remaining suction inlet trunk line is to effectuate the Dirty Air Exhaust system within a designated pressurized Compartment.
[4] Two each (2 ea) Large capacity (–L) or two pairs (2 pr) of Normal capacity (–N) Temperature Conditioning Coils (TCCs) are required to provide fresh treated air to the Ship's Compartments via the Forward Hatch House deployed on the WSH and the Aft Hatch House deployed on the AEH. Each Hatch House should be supplied with two each twenty inch diameter (20"Ø × 2 ea) trunk lines.
[5] The Temporary Chilled Water (TCHW) system shall consist of a Primary Trunk Loop (6"Ø) routed on the Starboard side of the Ship (MANF [4" : 6"×2]–X × 3 ea + HOSE [6" CAM]–X). Secondary Branch Lines (4"Ø) is to be routed on the Port side of the Ship (MANF [4" : 3"×2]–L × 1 ea + HOSE [4" CAM]–L) from mid-ship to the Forward and Aft cooling coils (CLGC–N) associated with their Desiccant Dryers.
[6] Twenty inch diameter (20"Ø) wire-reinforced (i.e. non-collapsing) ducting (DUCT [WIRE]–G) will diminish the need for Gigantic size elbows, but, couplings of the same diameter would still be required.
[7] Emergency Stops (E-STOP [AHU]–4) will provide a certain measure of Fire Fighting security at the Watch Shack by permitting the instantaneous SHUTDOWN of air-handlers that both supply air to (TCC [H+C]–L / 2N) and exhaust air from (AHU [EXH]–N) the Submarine Compartments.

A RENTAL SPECIFICATION — OVERVIEW OF MACHINERY & EQUIPMENT REQUIREMENTS (REMARKS as enumerated)
1 CHILLED WATER SYSTEM: This item is a component of a Chilled Water System which includes all equipment to:
(a) produce chilled water (via a Chilled Water Unit that includes a built-in pump or a Chiller Module that excludes the pump); (b) pressurizes the chilled water (via a Chilled Water Unit that includes a built-in pump or a separate Pump Module); and (c) transports the chilled water (via hose assemblies). The PUMP (motor & impeller) shall be a matched set and preferably Low Speed (LS i.e. ~1750 rpm) in which case a single pump meeting the Pump Curve (Capacity in gpm versus Head Pressure in feet) and Motor Size (Power in horsepower) as listed in TABLE
A1 shall be sufficient. If a High Speed (HS i.e. ~3500 rpm) pump motor is proposed, then a second (redundant) pump in case of pump failure is required as a standby. The Chiller (CHLR) rental fee shall be for either the Chilled Water Unit or the Chiller Module. The Pump (PUMP) rental fee shall include any hose assemblies, meters, & adapters if identified in TABLE A1 as well as any independent Pump Module(s) for pressurizing the chilled water.
2 COOLANT–FREE: Besides manifolds and hose assemblies that are normally flushed and tested, all machinery conveying chilled water such as: (a) the Chiller (CHLR: Chilled Water Unit or Chiller Module); (b) Pump (PUMP:
Pump Module); and / or (c) machines with a chilled water coil (TCC and/or CLGC: Temperature Conditioning Coil and/or Cooling Coil only); shall arrive with no coolant of any type in its piping (i.e. No Water & No Anti-Freeze).
3 HYDROSTATIC TESTING: The quantity of hose assemblies listed in TABLE A1: MACHINERY REQUIREMENTS is for each machine/equipment (e.g. manifold) and, unless noted otherwise, is expected to be delivered on its scheduled date of Arrival. For Chilled Water Hose (CHWH) assemblies of six inch nominal diameter or less (≤6"Ø), the exterior cover shall be a thick rubber (Buna-N) type material designed as a CHW insulator in which the standard length is twenty-five feet (25') with one male and one female non-galvanized camlock type end connectors. Except for six inch diameter CHWH assemblies, hose assemblies shall be non-collapsible and the camlocks shall be attached to the hose material via the more secure, newer type, crimp style hose fitting via a single specified diameter, elongated sleeve length and not from the less secure, older type, band clamp style hose fitting via multiple universal diameter, shorter ferrules. All hose assemblies and manifolds shall have a banded individual Identification (ID) tag or label attached prior to and for reporting the results of the Hydrostatic Tests. The operating pressures for the various chilled water systems can be up to 100 psig. Within one calendar year of its scheduled Arrival Date (exemption may be allowed if less than two years of its scheduled Departure Date and so informed), hose / manifold (inlet+outlet>2) / valved (inlet+outlet=2) assemblies shall be hydrostatically tested with new hose gaskets for Strength and Tightness (S&T) and/or Valve Seat Leakage by an independent (of the Contractor) and certified Vendor to a minimum of 200 psig (125 psig for 6"Ø hose w/ camlocks) for five minutes (5') and visually inspected and/or internal valve leakage measured while pressurized. Upon Vendor's request, clarification vis-à-vis Valve Seat Leakage is available from the Technical Liaison. The Hydrostatic Test Certificates issued by the testing Vendor shall be kept on file by the leasing Contractor for the duration that the test could apply with the ability to provide an immediate copy of any particular certificate when requested by the Technical Code (e.g.
as an evidentiary request resulting from a formal Critique or Investigation). However, the Contractor shall extract the hydrostatic test data from the certificates, tabulate the results, and send a digitized version as exemplified in TABLE A3: SYNOPSIS OF HYDROSTATIC TEST CERTIFICATES to the Technical Liaison.

4 COUPLING / DUCTING: The final process air outlet(s) on a ventilation system shall terminate in either a nominal twenty inch diameter (20"Ø) opening or include transition type coupling(s) (18"Ø : 20"Ø) (e.g. all outlets for TCC [H+C]–L/2N & HTGC [STM]–L or post-unit only for TDD Systems i.e. heating coil for cold WX or cooling coil for mild-warm-hot WX). This will allow for the connection of nominal twenty inch diameter (20"Ø) flexible ducting as furnished by the Government. Other transitions, couplings, and elbows for intervening process air machines can be either eighteen or twenty inches in diameter (18"Ø or 20"Ø) as long as it is compatible with the fifteen to twenty-five foot long (15–25'L) ducting jumper(s) as provided by the Contractor for interconnecting the Vendor's pre- and/or post- unit(s) to its primary ventilation machine. The Contractor must provide any interconnecting ducting jumper plus two elbows per jumper. Any ducting to be connected to a suction inlet of a machine (e.g. pre-cooling coil) must be suitably rigid so as to withstand the machine's negative (suction) pressure.
5 FAN (BLOWER) CRITERIA: Temperature heating only (HTGC [ELEC]–N) or cooling only (CLGC [S×S]–N) coils acting as a pre-/post- unit(s) to a machine already incorporating a built-in air-handler (e.g. dehumidifier), does not require their own (i.e. internal) blower (fan). Rather, the fan, if included, is considered to be an optional [optl] component to the machine. However, temperature coils that are independent or connected to other machinery that lack a built-in air-handler for the process air as identified in TABLE A1 to STAND-ALONE, will either incorporate its own (i.e.
internal) fan or a separate (i.e. external) fan shall be provided. If an air-handler is not required but a built-in (i.e.
internal) blower is included [optl] or it is annotated to be required [reqt], then the fan attributes of TABLE A1 applies.
A RENTAL SPECIFICATION — OVERVIEW OF MACHINERY & EQUIPMENT REQUIREMENTS [NOTES as ITEMized]
A & H HOT GAS BYPASS (HGB): Hot Gas Bypass (HGB) on a chiller allows the machine to operate in spite of cold ambient temperatures (i.e. near or below freezing). This feature is required for chillers at PNS or NLON (OPTIONAL for NBPL) if it is scheduled to operate during the winter season (cold weather) such as the smaller non-seasonal chiller (CHLR [ 3" ]–N) connected to the ship's Temporary Chilled Water system (TCHW [SHIP]).
The larger seasonal type chillers (CHLR [4"/6"/8"]–L/X/G) connected to the drydock's Temporary Chilled Water system (TCHW [DOCK]) do not require HGB. If annotated that HGB is required, the chiller shall be able to operate at ambient temperatures as low as zero degrees Fahrenheit (0ºF). For reliability in operating under low load conditions, all chillers shall have multiple compressors and/or refrigerant circuits as annotated.
B ADAPTERS (PUMP [ 3" ]–N): To support the ship's Temporary Chilled Water system (TCHW [SHIP]), the pump (PUMP [3"]–N) shall include a pair of removable camlock type adapters pre-attached to the transition fittings on its suction and discharge ends. The adapters will allow for the eventual connection of the Contractor's 3" M & F camlock hose assemblies from the Contractor's chiller & pump to a Government furnished manifold. The plan is to detach the adapters from the transition fittings on the Contractor's pump, and to reattach them onto a Shipyard TCHW [SHIP] system combined supply & return external Chilled Water Manifold (MANF [EXT–2½"]–N).
Thus, connected to the pump's discharge 3" M camlock transition fitting shall be Adapter : 3" F : 2½" M and connected to the pump's suction 3" F camlock transition fitting shall be Adapter : 3" M : 2½" F and the LFM.
B & I LIFTING & HANDLING EXCEPTION: Although considered to be machinery, individual pump units, being relatively lightweight and compact, are not required to be enclosed in a caged frame. However, the remaining Lifting and Handling requirements pertain in that the unit will be handled by forklift and most likely be lifted by crane.
C CAPACITY: Moisture removal rates are provided for two different data points on the Psychometric Chart dependent upon the particular Original Equipment Manufacturer's (OEM) tested or published criterion. The Vendor only has to demonstrate satisfaction to one of the psychometric index points as follows:
{a} { seventy-five degrees Fahrenheit at fifty percent Relative Humidity (75ºF @ 50% RH) } or [b] [ 90 degrees Fahrenheit at 120 grains of moisture per pound Absolute Humidity (90ºF @ 120 gr/lb AH) ].
Moisture Removal Rate: pound per hour (lb / hr) = 2.88 gallons per day (gal / day) gal / day = 0.347 lb / hr;
based on water density at 60ºF of 1 gallon = 8.337 pounds.
C & G FILTRATION: Excluding pre- and post- machines connected to dehumidifiers (HTGC [ELEC]–N/M & CLGC–N), air-handling machinery that either requires or has filtration shall feature permanent (metal vice fiber) filters for the Process Air Inlet(s) (PAIs) so as to withstand exposure from wet ambient conditions (e.g. TCC [H+C]–L/2N, DDU–N, & HTGC [STM]–L). Furthermore, except for Dry climates (Köppen Group D arid & semi-arid) such as NBPL, air-handling machinery with cooling coils that convey fresh outside air directly to the submarine's pressurized compartments (i.e. TCC [H+C]–L/2N) should feature Moisture Separator / Demister type filters (suggested source: www.AirFilterUSA.com / 713.896-8901) for purging 98% of the moisture on saturated days.
G FEATURES: The combined heating & cooling Temperature Conditioning Coil (TCC [H+C]–L/2N) shall have both a set of chilled water coil(s) for cooling and @ NBPL only electric coil(s) for heating whereas the steam-driven Heating Coil (HTGC [STM]–L) shall only utilize steam for heat. Controls shall be both manual and thermostatic.
The machine shall have at least the quantity and size of round Process Air Inlets / Outlets (PAIs / PAOs) as identified in TABLE A1 and shall include tightly fitting covers for each circular type of inlet / outlet. If the Process Air Inlets (PAIs) have doors or covers and hence, some or all must be in an OPEN position for the unit to function properly, the machine shall be so stenciled to indicate such. The unit shall have a trip-proof mechanical device to secure or stow the Process Air Inlet (PAI) door/cover to the OPEN or SHUT position.
F/G/N E-STOP [AHU]: The E–STOP equipment and installation as a system Outfit (OT) requires: [1] advance preparation of designated air-handling machinery to adapt to the hard-wired connection of the E-STOP cables;
[2] furnishing the quantity of E-STOP Switches-Controllers-Stations-Routings to each individual air-handler as designated (quantity indicated in TABLE A1: PERFORMANCE CAPACITY column) and potentially, up to the linear quantity of cable with associated connectors as also listed in the same column of TABLE A1: TVENT MACHINERY &
EQUIPMENT REQUIREMENTS; [3] system installation of the entire set of equipment to include the multiple routings of such to the Watch (Guard) Shack positioned @ NBPL: on the Pier approximately 200 feet from the DOCK
ACCESS; and [4] training Temporary Services Shop 99 [Pipe] & [Electric] on rerouting / troubleshooting as well as Ship's Force personnel on its operation. The E-STOP switch-controller-station shall instantly STOP the designated air-handling unit(s) when depressed. Except for air-handlers with Variable Frequency Drive (VFD), the E-STOP switch-controller-station shall allow RESTART of the air-handler when operationally RESET.
A–I MACHINERY QUALITY CHECKLIST: A Quality Checklist unique for each machine type shall be developed, abided to in every operational check, and copies shall both accompany the machine and sent to the Technical Liaison.
A RENTAL SPECIFICATION — OVERVIEW OF MACHINERY & EQUIPMENT REQUIREMENTS [NOTES as ITEMized]
C & G RIGID DUCTS: Besides the interconnecting ducting and elbows for the pre- and/or post- unit(s) that accompany the dehumidification systems (see REMARK 3), the Vendor shall provide three each Couplings (CPLG–G) plus three each Elbows (ELB–G) for every dehumidification set-up and the same for each required Process Air Outlet (PAO) on the TCC [H+C]–L/2N (= 30 ea). The Gigantic (–G) size metal (heavy-duty aluminum preferred) couplings and elbows shall be a nominal twenty inch Outside Diameter (20"OD = 19¾"Ø ± ⅛").
M DUCTING [WIRE]: The non-collapsible (i.e. wire-reinforced), heavy-duty, flame-resistant, flexible ducting shall be nominally twenty inches on the Inside Diameter (20"Ø ID) so as to be able to fit-over twenty inch Outside Diameter (20"Ø OD) fittings by twenty-five feet long (25'L). The wire-reinforcement shall be a hard-drawn steel wire-helix with an expanded pitch of approximately seven inches (7") such that the ducting is capable of both very high positive ("blowing") as well as some negative ("exhausting") static pressure applications. The nature of the heavy-duty ducting shall be a PVC / Polyester Substrate of a sewn construction having a weight of about eighteen ounces per square yard (~18 oz/yd2), thus, offering excellent UV stabilization, and featuring mold and mildew inhibitors for rigorous and continuous outdoor use in hot (ambient up to +110ºF) as well as freezing (ambient down to –20ºF) weather. The nature of the flame-resistance shall be a rating of UL94VTM-0 (burning stops within 10 seconds on a vertical specimen; drips of particles allowed as long as they are not inflamed) for conveying tempered air into a manned environment (temperature up to +180ºF). The ducting does not require insulation since the ducting runs are about a hundred feet for an average transit time of less than two seconds.
( t = d × A / Q = 1× 102 ft × 2.18 ft2 [≡ π × 102 ÷ 122] × 6 × 10 sec / min ÷ 8 × 103 ft3 / min = 1.64 sec )
The ducting color shall be either WHITE (acceptable) or GREEN (preferred – could be a future technical requirement). A HEAVY-DUTY EXTRUDED wear-strip over the wire-helix is not required, but, preferred (may be a future technical requirement). The ducting end finish shall be such that it can be fitted over a rigid duct collar or coupling and then attached via a gigantic size hose clamp such as a "WIRE ROPE COUPLING" or "SOFT CUFF" end finish. An equivalent ducting meeting the aforementioned Technical Requirements is the 1899-HD Non-Insulated EnviroDuct® as manufactured by ABC Industries, Inc. (www.ABC-Industries.net / 800.426-0921).
The Project Technical Liaison (Senior Mechanical & Ventilation Engineer) can provide further technical support.
ALL VENDOR IDENTIFICATION (ID) OF ITEMIZED AND ANCILLARY (W/ MACHINERY) EQUIPMENT: The Contractor shall uniquely tag and permanently mark all of its ancillary and itemized equipment / hardware (e.g. manifolds, hose assemblies, pipe fittings, duct adapters, ducting, etc.) so as to differentiate from that owned by either the Shipyard or other Vendors. Tagging alone is often insufficient. Suggest painting the ferrous metal on hardware and the end fittings on hose assemblies with unique and distinct color(s) associated to that Vendor.
ALL MACHINERY / EQUIPMENT MARKING & TAGGING: Process Air Inlet(s) and Outlet(s) (PAIs & PAOs) for air-handling machinery as well as fluid piping inlet(s) / outlet(s) must be clearly marked. Machinery and itemized equipment require tagging to show Project Boat No / Technical Specification Identification (ID) No (i.e. SSN ### / V##).
NBPL ELECTRICAL CABLE: Each electrically powered high voltage machine (i.e. 460 VAC) shall include a single length of at least fifty feet (50') for each phase plus ground of appropriately rated electrical cable. Electrical power cables shall be single-conductor copper, mineral-insulated 90ºC or better (e.g. Type R90 / RW90 / T90 Nylon).
Electrical cables shall have ends that are compatible to the machine's panel-mounted cam-lock connectors.
There shall not be a separate fee for electrical cables so furnished. The Shipyard will install and electrically connect the rental equipment to the appropriate power source. If a machine requires more than 400 Amps (e.g. LPAC [ELEC]–L), then include multiple cables for each phase.
NBPL COMMERCIAL DELIVERY ACCESS: There are two independently secure areas that commercial vehicles must gain access in order to effectuate delivery. The first is the main Base and the second is the Enclave (Pier 5002) which is within the Base. The best method to gain access to the Base is via a Rapid Gate badge (info:
877.727-4342). A Project Sponsor would be required if the truck driver or repair technician does not have a Rapid Gate badge. The Sponsor will need to request a Vetting Form from Richard D. Ramirez (619.553-9136).
After the Sponsor has submitted the completed Vetting Form to RD Ramirez or other staff, it will take seven to ten days for the Vetting process to be completed. After the Vetting process has been completed, a one day Temporary Pass to gain access to the main Base will be available at Bldg 174. Further access into the Enclave will require continuous escort. However, if the individual(s) have Rapid Gate badge(s), the Sponsor can submit an Enclave Access Request Form to RD Ramirez so that the badge(s) will be encoded. This would allow vehicle access into the Enclave without an escort. Considering the aforementioned difficulty in gaining Base / Enclave access, it is highly encouraged that the Contractor utilizes transport Vendor(s) with Rapid Gate badged drivers to the point of transferring locally (at San Diego) either the driver or the trailer load for the final destination delivery of machinery / equipment transported cross-county. Also, because of the CONTRACTUAL
REPAIR REQUIREMENTS which would not allow for an extended Vetting process (see paragraph B5.), the Contractor must have, for each machine under lease, qualified service and repair technicians with Rapid Gate badges.
B RENTAL SPECIFICATION — CONTRACTUAL REQUIREMENTS
1. ACCESS: To be allowed onto a government Shipyard, personnel must be US citizens and in possession of appropriate personal identification. Proof of US citizenship may be necessary and can be required for access to the drydock environs. Allowable documentation of US citizenship is an official government issued Certificate of Birth or Naturalization (w/ raised seal & not a photocopy) or a US passport (can be expired). Vehicular access requires a non-expired personal Driver’s License and appropriate vehicle identification or registration. The transport vehicle must have the company’s name / logo prominently displayed. To gain access to the drydock environs, personnel must be escorted and possess / wear their own personal safety gear which includes: safety glasses w/ side protection, hard hat, safety shoes with an ANSI approved reinforced toe box, and, as posted, adequate hearing protection (i.e. ≥20 dB[A] reduction from ear plugs and/or ear muffs).
2. DELIVERY: The machinery shall be in a fully-charged, fully-assembled, ready-to-use, and in a first-class-operating condition. Disposable type filters shall be replaced with new (virgin) and permanent (metal) filters shall be clean prior to delivery. The machinery with its support equipment shall be delivered to the site on or prior to the request date. It is incumbent and the responsibility of the Contractor to either confirm or coordinate the date and time of delivery prior to each shipment via the Contracting Officer's Representative (COR) and/or Point-of-Contact (POC) as designated on the Contract. The Government can provide forklift services for removing machinery from Vendor’s transport during work hours (NBPL: 6A to 3:30P). Documentation [B/L] shall accompany each delivery.
Machines shall be functionally tested to include performance of the Quality Checklist prior to its delivery.
3. LITERATURE: Although the Bidder shall make known any variances to the Technical Specifications, synopsized literature describing the proposed machinery, i.e. Equipment Data Sheet (EDS), shall be submitted with the bid to Contracting for potential review by the Technical Liaison as to whether the proposal conforms to the requirement.
4. PROPOSAL: As a standard format for comparing potential Vendors, the Contractor shall quote the weekly lease rate for each Item type and capacity based on a minimum lease duration of sixteen (16) consecutive weeks or as scheduled in the RFP, whichever is less, with the option to extend thereafter. Daily extensions for each Item with its associated ancillary hardware shall be billed at no greater than one-seventh of the stated recurring weekly lease rate. The Contractor’s proposal shall provide credit for any down time beyond forty-eight (48) hours (two days). The cost of shipping (round trip), hook-up, start-up, initial operation, and training shall be included as part of the lease. If an unforeseen circumstance that is not the fault of the Contractor results in the rental period for a particular Item being less than the aforementioned minimum / scheduled lease duration, then the obligation by the Government shall be either for its minimum / scheduled lease duration or the lease rate for the actual rental period plus due consideration for the transport company's actual shipping fees. Price comparison is based on the Government's approximation as to the expected lease duration to include anticipated EXTENSIONS (EXT).
5. REPAIR: The Contractor shall formally (written, E-mail is sufficient) inform the Contracting Officer, Supervisory Contract Administrator, and/or applicable Contract Specialist. The PNS Administrator Point-of-Contact / COR, if above $150K; and the Project's Operation (PEPM) / Execution (TSZM) POCs; as well as display on each machine the name and telephone number for requesting repair. The equipment will be operating around-the-clock under a rigorous off-site deployment performance schedule. Within twelve (12) hours (half-day) of initial notification of the need for repair, the Contractor shall have a knowledgeable and equipped technician on the job-site fully prepared to repair the rental equipment. The defective unit(s) shall be repaired within twenty-four (24) hours (one day) of initial notification or, if the original defective unit(s) cannot be made operational, replaced within forty-eight (48) hours (two days) of initial notification. If the equipment failure is not the fault of the Government, the Contractor shall bear all costs associated with its repair and/or replacement.
6. RETURN: The Government will dismantle the equipment and provide a temporary storage location convenient for Contractor pick-up. The Government will notify the Contractor as well as the Contracting Office as to when the rental Item has been released and is available for pick-up. The last day of the rental period shall be the next normal workday after the Contractor has been so notified. The Contractor shall be responsible for shipping. The Government can provide forklift services during work hours for placing the equipment onto the vendor’s transport.
7. SERVICE: Except for daily surveillance checks i.e. liquid levels, the Contractor is responsible for and shall perform all maintenance (e.g. refrigerant charge, oil changes, replace / clean filters, lubrication, coolant refills, liquid top-offs, etc.) for the duration of the lease. Coordinate maintenance w/ Executing POC particularly shut-downs.
8. START-UP: If requested by the Project, the Vendor shall: (i) start and run the equipment to verify its operability;
(ii) confirm that a set of operating instructions was previously delivered; and/or (iii) instruct designated Shipyard personnel on how to properly run the equipment to include its operation, control, daily checks, & service contacts.
For multiple sets of comparable equipment with essentially similar operation, the orientation given to a specific Project on a particular type and/or capacity of machine can be accomplished just once regardless of delivery.
C RENTAL SPECIFICATION — GENERAL MACHINERY & EQUIPMENT REQUIREMENTS
1. CONSTRUCTION: Except as noted for a particular machine type, units shall be a single integrated framed structure manufactured as a complete entity to include all devices, accessories, and fittings necessary to perform the function for which it was designed. Each unit shall be capable of continuous, year-round, outdoor, unmanned operation even at minimal loading while exposed from inclement (NBPL) to extremely harsh (PNSY & NLON) weather (e.g. deep snow, strong & gusty winds, and/or heavy rain) and varied ambient conditions (–10 to +110ºF & 0 to 100% RH). Machines shall meet State and federal requirements for its type such as the National Electrical Code (NEC) for electrical devices / components and the American Society of Mechanical Engineers (ASME) for pressurized vessels / components. For emission producing machinery as required by the State, the Contractor shall obtain permits for the duration of the lease and affix them onto the units. Machines shall be modular in design so as to act as a stand-alone unit; compact so as to fit in the tight confines of a drydock; portable so as to be transported by forklift and then lifted by crane; and ruggedly constructed so as to endure a marine industrial environment. Multiple machines of the same type and capacity shall be of similar design and construction.
Machines shall be newly manufactured / completely refurbished and factory tested within ten (10) years.
2. DOCUMENTATION: Documentation will be located within a water proof case affixed to each machine. Minimally, the documentation shall consist of: (i) Technical Instructions (TIs) such as an Operations & Maintenance Manual, Controls Manual, and/or Electrical Manual with Schematics; (ii) instructions and a diagram on Lifting & Handling the equipment with its padeye(s) Certification; (iii) government Contract Number to include the cover sheet to the rental Contract; (iv) an Equipment Data Sheet (EDS), preferably on a single sheet of paper (can be double-sided), of the quintessential aspects of the rental machine to include a fan curve for machines with built-in air-handlers; (v) simple Operating Instructions, if not in the TIs; (vi) points of contact with telephone numbers for requesting emergency repair regardless of the time or type of day; and (vii) a copy of the Quality Checklist.
3. ELECTRICAL: Electrical components shall conform to a NEMA standard (NEMA 3 or 4) that allows for unsheltered outdoor use of the unit. Each machine shall require only one type / source of electrical power of either 115 VAC +5% / single-phase / 60 hertz or 460 VAC +5% / three-phase / 60 hertz. The type of electrical power required (voltage & amperage) must be clearly indicated on the outside of the equipment, readily detected, and collocated with all other electrical information. If not included in the synopsized EDS, the Vendor shall provide the Project Technical Liaison with the following details: (i) electrical power type (amperage & voltage); (ii) type of electrical connectors (for 3 Φ, specify whether or not equivalent to Duraline E1016); (iii) breaker type/size or recommended capacity for the electrical source; and (iv) whether the machine is furnished with over-current protection. Three phase powered (i.e. 460V) machines shall have panel-mounted male camlock connectors equivalent to a single Duraline E1016 for each phase if ≤285A (preferred, permits 2/0 cable) or ≤385A (minimum, but restricted to 4/0 cable) or below and equivalent multiple connectors for greater amperages.
4. LIFTING & HANDLING: Unless exempted in advance, machines shall be firmly attached to a single rigid metal (steel if ≥3K#) caged frame (base boxed w/ four vertical corner posts and four horizontal perimeter beams at top) with both multiple slots for forklift handling and, preferably, welded lifting padeye(s), which would result in and permit for safe single point lift operation using an overhead crane without special lifting or handling gear. To minimize a rigging delay or postponement, lifting points other than the preferred welded lifting padeye(s) (e.g. holes drilled thru structural members or bolted padeyes / eyelets) will require an advance design review - consultation -analysis by the Shipyard's Rigging Engineer (Code 713). The design safety factor for each lifting padeye or point shall be at least five (5) times the load based on ultimate strength. For equipment with two (2) or three (3) padeyes / points evenly spaced, the machine’s weight can be considered equally distributed. For equipment with four (4) padeyes / points, the loading shall be as if each lift point would support half of the machine’s weight. The strongest preference is for multiple padeyes to be aligned in the plane of the lift (i.e. padeyes point towards the center) and to be located above the machine’s Center of Gravity (CG). If the lift points are located below the CG, then the machine’s CG shall be accurately indicated as to both its elevation and position. The Contractor shall provide certification that each lift point meets the criteria described above by design (5 to 1 ultimate strength & 3 to 1 minimum yield) or by load test (2 to 1 w/ no yield). Such certification to include the Lifting Schematic along with any other lifting data shall be included with the documentation attached to the machine.
NOTE: The precise weight of each machine to include its caged frame shall be prominently displayed.
5. NOISE: When operating at full speed, noise levels must not be over 105 dB[A] (assumes hearing protection of 20 dB[A]) and preferably, 85 dB[A] or less (threshold for hearing protection) at six feet from the unit or frame unless a quieter noise level is specified. A hearing protection safety placard shall be posted on each machine generating more than 85 dB[A] at the unit's edge or frame. For equating noise ratings of a particular unit, noise intensity (energy) is cut in half, i.e. reduced by 3 dB[A], as the distance is doubled. Hence, a noise rating of 88 dB[A] at 3 feet and conversely, a noise rating of 82 dB[A] at 12 feet is equivalent to a noise intensity of 85 dB[A] at 6 feet.
6. PROHIBITION: For a nuclear shipyard with radiological controls, the colors yellow or magenta on either machinery or associated equipment are strictly prohibited unless approval is requested w/ pictures showing the colors prior to bid submission so that the particular machine / equipment color would be known for an RC List of Exceptions.
D RENTAL SPECIFICATION — SPECIFIC MACHINERY REQUIREMENTS I.E. BY MACHINE TYPE
