STATEMENT OF WORK
FOR
REPAIRING DIESEL ENGINE UPPER VERTICAL DRIVE UNIT
1. BACKGROUND. During inspection, May 18-22, 2015, Navy Diesel Engine Inspector (DEI) found that upper vertical drive unit thrust clearance measurement, taken in accordance with paragraph 6-3.46.4.c.3. of Technical Manual (TM) S9312-AH-MMA-020
Vol. 2 Rev. 3, is 0.014 inch (0.004 to 0.015 inch specification). Due to trends with upper vertical drive unit thrust clearance, it has been recommended that upper vertical drive unit be repaired while at Portsmouth Naval Shipyard (PNS). Fairbanks Morse Engine
(FME) the Original Equipment Manufacturer, will provide technician(s) to accomplish the repairs detailed in paragraph 2 below.
2. DESCRIPTION OF SERVICES. Fairbanks Morse Engine shall provide labor (excluding support described in paragraph 3, below), management, supervision, and transportation, necessary to repair identified deficiencies. FME shall provide material for upper vertical drive repair at FME shop (ie. thrust bearing, radial bearing, etc.). PNS shall provide material for reinstall/reassembly shipboard (ie. gaskets, lockwire, etc.).
2.1 Pre-Repair Checks. Prior to repairing upper vertical drive unit, FME shall check/record upper crankshaft thrust clearance, upper vertical drive unit drive hub to flexible coupling runout, and upper vertical drive unit thrust clearance.
2.2 Engine Covers. FME shall remove covers as required to perform the work (ie. control end cover (CMWP 6-3.8 of TM), top covers (CMWP 6-3.8 of TM), vertical drive covers, etc.). FME shall remove tachometer (CMWP 6-3.2 of TM), tachometer drive
(CMWP 6-3.2 of TM), generator load cutout switch (CMWP 6-3.1 of TM), etc. from control end cover prior to removal. Upon completion of work, FME shall reinstall covers and tachometer, tachometer drive, generator load cutout switch, etc. Rigging assistance will be provided per paragraph 3.
2.3 Air Start Distributor. FME shall disconnect the air start distributor (CMWP 6-3.31 of TM) as necessary to support upper crankshaft removal. Upon completion of work, FME shall reconnect the air start distributor and bar the engine to check that the cam is actuating pilot valve for number 1 cylinder in accordance with TM.
2.4 Connecting Rods and Bearings. FME shall remove upper crankshaft connecting rod bearings and lower connecting rods down on supports to support removal of the upper crankshaft. FME shall inspect bearings for satisfactory reuse in accordance with TM.
Upon completion of work, FME shall reinstall upper crankshaft connecting rods, and connecting rod bearings.
2.5 Main Bearings. FME shall remove upper crankshaft oil supply lines. FME shall remove upper crankshaft main bearings. FME shall inspect bearings for satisfactory reuse in accordance with TM. Upon completion of work, FME shall reinstall upper crankshaft main bearings and oil supply lines.
2.6 Timing Chain. FME shall remove the timing chain (CMWP 6-3.32 of TM) to support upper crankshaft removal. Upon completion of work, FME shall reinstall the timing chain and check/reset and record in specification camshaft (injection) timing.
2.7 Upper Crankshaft. FME shall remove the upper crankshaft (CMWP 6-3.40 of TM) to support removal of upper vertical drive unit. Upon completion of work, FME shall reinstall the upper crankshaft.
2.8 Vertical Drive. FME shall remove upper vertical drive unit in accordance with CMWP 6-3.46 of TM. FME shall repair/rebuild upper vertical drive in accordance with TM. FME shall reinstall upper vertical drive unit.
2.9 Final Checks. FME shall check and record in specification upper vertical drive pinion gear to crankshaft bevel gear backlash, upper vertical drive unit thrust clearance, and crank lead. FME shall check gear tooth pattern between upper vertical drive pinion gear and crankshaft bevel gear.
3. GOVERNMENT FURNISHED UTILITIES AND SERVICES.
3.1 Support Services. Water, service air, and electricity required for the performance of the work covered by this contract will be furnished to FME at no additional cost. PNS shall provide and install/remove temporary support services to FME equipment as required. PNS shall provide rigging support as necessary to accomplish required repairs and inspections.
3.2 Mechanical Assistance. PNS shall provide outside machinist (shop 38) support and tools to assist FME as needed to accomplish required repairs and inspections.
