STATEMENT OF WORK

1. SCOPE: This Statement of Work (SOW) covers the Preventive Maintenance (PM), troubleshooting and repair of a TRUMPF TRUMATIC L 2530 laser cutting machine with a Riedel cooling station and Keller filtration system. A 10% discount on all parts, including consumables, ordered through TRUMPF Inc. will also be included.

2. BACKGROUND:

2.1. Location: Building 75 at the Portsmouth Naval Shipyard in Kittery, Maine.

2.2. Shipyard Point of Contact: The point of contact for this work will be announced in the contract.

3. REQUIREMENTS:

3.1. General: Unless indicated otherwise in this SOW, the Contractor shall provide all equipment, tools, materials/parts, and other items/services necessary to perform the work specified herein. Used herein, “as needed” defines machine conditions that do not meet OEM specifications. Upon completion, laser shall meet or exceed original design characteristics.

3.1.1. The Contractor shall provide 2 PM visits per year and free field service up to 10 days or

4 visits (after this, labor is ½ price, travel is full price).

3.1.2. The Contractor shall troubleshoot the units and provide the Portsmouth Naval

Shipyard with a list of deficiencies and required replacement parts.

3.1.3. A full operational test shall be performed by the contractor and viewed by the TPOC and other Portsmouth Naval Shipyard personnel as required.

4 QUALITY ASSURANCE PROVISIONS:

4.1 Personnel Safety and health Requirements: Where applicable, all machine parts, components, mechanisms, and assemblies furnished on the unit shall comply with all specific requirements of “OSHA Safety and Health Standard (29CFR1910), General Industry”, ANSI/AMT B11.19, ANSI/AMT B11.22, and ANSI/AMT B11.23, and ANSI/AMT B20.1 that are applicable to the equipment itself. Covers, platforms, guard rails, belt guards, and safety devices shall be provided for all parts of the equipment that present a safety hazard. The safety devices shall not interfere with the operation or maintenance of the equipment. The safety devices shall be removable to facilitate inspection, maintenance, and repair of the part.

Additional safety and health requirements shall be as specified in other paragraphs of this specification.

4.2 OSHA Approved: Where applicable, the equipment specified herein shall be in compliance with the applicable OSHA regulations and be listed by one of the OSHA accredited laboratories or approved in accordance with CFR Title 29, Chapter XVII, Part 1910 and installed in accordance with applicable NEC/NFPA requirements. Approval shall be as specified under the “Approval” and “Acceptance” criteria in the OSHA regulations Subpart “O”, Machinery and Machine Guarding para. 1910.212 and Subpart “S” Electrical, para. 1910.303 and para.

1910.399. After equipment delivery and installation and prior to testing, the Contractor shall provide a signed written Manufactures Certification (paragraph 3.3.6.8) that equipment has been manufactured and installed to OSHA CFR 1910.399 (per definition of ‘acceptable’).

5 HAZARDOUS ENERGY CONTROL:

5.1 Contractors and non-PNS government agencies (NPGAs) are hereby informed that their employees or representatives present on property under Portsmouth Naval Shipyard cognizance must adhere to Federal OSHA requirements for hazardous energy control IAW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures as identified in NAVSEA’s Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250 (latest revision), Hazardous Energy Control (HEC) when performing work under PNS contract. All HEC work to be performed by Contractors and NPGAs requires that PNS Technical Points of Contact (TPOC) and/or Contracting Officer’s Representatives (CORs) be notified of the HEC scope of work prior to starting work. Any changes or deviations in the initial scope of HEC work requires the PNS Technical Points of Contact (TPOC) and/or Contracting Officer’s Representatives (CORs) be informed of the change/deviation. Appendix 250, B-1 through B-3 of OSHECM Chapter 250 for multiple employer work identifies when Contractors and NPGAs are required to assign their Lockout/Tags-Plus Coordinator (LOTC) to coordinate HEC work with the designated LOTC.

5.2 HEC locks shall have red bodies and meet the requirements of OSHECM Chapter 250 which includes having labels or tags affixed to the HEC locks to identify who installs the HEC lock(s) and also to provide a point of contact telephone number. HEC locks shall be provided by the Contractor or NPGA for their employees use. HEC tags used for Tags-Plus HEC work shall be provided by the designated PNS LOTC to the Contractor or NPGA for their use if machinery, equipment, or systems (MES) cannot be locked out. OSHECM Chapter 250 Tags-Plus procedures will be strictly followed.

5.3 Contractors and non-PNS government agencies (NPGAs) may obtain electronic copies of

5.4 For service and rental contracts involving hazardous energy control work, the contractor or Non-PNS Government Agency (NPGA) shall submit to the contracting officer a certification of compliance that their personnel who need to work under hazardous energy controls have been trained IAW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures as identified in NAVSEA’s Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250 (latest revision), Hazardous Energy Control (HEC) program requirements. Contractors and NPGAs shall ensure that all their employees present on property under Portsmouth Naval Shipyard cognizance are aware of HEC program requirements.

5.5 Names and contact information for PNS LOTCs and/or the Facility Custodian will be provided by PNS Technical Points of Contact (TPOC) and/or Contracting Officer’s Representatives (CORs) set forth elsewhere in the award document.

6 PLACE OF PERFORMANCE:

6.1 The work will take place in Building 75 within the Portsmouth Naval Shipyard.

7 PERIOD OF PERFORMANCE:

7.1 The Contractor shall provide all services within 4 weeks of contract award.

7.2 All work to be performed at the Portsmouth Naval Shipyard shall be complete in no more than

10 business days, Monday to Friday 0700 - 1630.

8 SECURITY:

8.1 Building 75 is within the Controlled Industrial Area (CIA) of the Portsmouth Naval Shipyard.

Additionally, building 75 houses one or more security islands. No person not known to be an American citizen of good standing and repute shall be eligible for access to Portsmouth Naval Shipyard. Proof of citizenship is required.

9 DELIVERABLES:

9.1 Responsibility For Inspection: The Contractor is responsible for the performance of all inspection requirements as specified herein. The Contractor may utilize his own facility or any other commercial facility acceptable to the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services conform to the prescribed requirements.

9.2 In service testing: Upon completion of installation at the receiving activity, the equipment shall be placed in service, in the actual application, for a period of two (2) weeks. This test shall be used to demonstrate reliable operation and performance.

9.3 Final Acceptance: Upon satisfactory completion of inspection and test of the equipment, the authorized Government Representative (Portsmouth Naval Shipyard) will sign and forward the acceptance document(s) to the paying office.

9.5 Warranty: Any product or part thereof covered by this specific order which, under normal operating conditions, proves defective in material or workmanship or fails to perform in accordance with the Specifications within twelve (12) months from the date of acceptance will be repaired or replaced without delay by the Contractor free of charge. This work shall take place at the Portsmouth Naval Shipyard.

10 DELIVERY:

10.1 Preparation for delivery: The equipment shall be prepared for shipment in accordance with the provisions identified herein. Yellow packaging, preservation and marking, in any form or manner, regardless of the method of preparation specified, is prohibited.

10.2 Packing (domestic): Equipment shall be packed for shipment in such a manner to insure acceptance by common carrier and safe delivery to destination. The use of shredded paper, whether newspaper, office scrap, computer sheets, or wax paper, in packing materials for shipment to Navy activities, is prohibited.

10.3 Marking of shipments: shipments shall be marked in accordance with ASTM-D-3951.

10.4 Special marking: In addition to the requirements of ASTM-D-3951, marking shall further indicate “NOT FOR OUTSIDE STORAGE”.
