PERFORMANCE WORK STATEMENT
ATTACHMENT (1)
DOC #: 1053V000
Attachment (1)
DEMINERALIZER SPECIFICATIONS
The contractor shall furnish demineralizer assemblies that conform to the following design and specification requirements:
1. Design Pressure of 150 PSI. Design Temperature 1400F. Design Flow Rate 25 GPM.
2. The demineralizer shall be furnished complete with 3.5 cubic feet of Type OL, 20x50 mesh, granulated, activated, coal based charcoal (equal to Pittsburg Activated Carbon Co. Specification Sheet PAC-5M-167-5 or Barnebey & Sutcliffe Corporation Type 207A, 20x50 mesh coal based carbon, activated carbon or Energy Solutions CN-400-20 filtration media) and 3.5 cubic feet of resin equal to Rohm & Hass Co. Amberlite IRN- 150 or Energy Solutions, CN-300-11 ion exchange resin. The charcoal shall be loaded last so that it is above the resin bed.
3. The contractor shall provide a certification that the completed demineralizer assembly has been hydrostatically tested to a minimum of 150 psig for 30 minutes prior to installation into the High Integrity Container (HIC) or steel overpack. The demineralizer shall be blown down of free standing liquid after hydrostatic test and prior to shipment.
The demineralizer shall be braced and secure within the overpack to prevent movement or damage. A copy of hydrostatic test certification papers shall be provided for the demineralizer with the hydrostatic test pressure and documented proof of duration of test.
4. The contractor shall provide written storage requirements for the as shipped condition of the demineralizer and how time will affect the resin for the following conditions; as shipped, filled with water and partially dewatered after use.
Absence of the documents listed above shall be cause for rejection.
5. The contractor shall provide a drawing that specifies the specific manufacturing/assembly details of the demineralizer incorporating the requirements below and of page 3 of this Attachment. The contractor shall obtain approval of the drawing from Portsmouth Naval Shipyard, Code 2380.2 prior to fabrication of the demineralizer assembly.
6. Inlet, outlet and vent connections shall be 1” male Hansen CRES self-sealing quick disconnects with mating aluminum dust covers. The inlet, outlet, and vent connections shall be labeled. The inlet piping shall be located in the center of the top shield to provide uniform flow distribution over the media bed.
7. The top of the demineralizer shall be shielded with six (6) inches of steel or equivalent shielding.
8. To minimize backflow of media, the demineralizer inlet distribution nozzle shall be located as close as possible to the underside of the top shield to maximize the distance between the media bed and the nozzle.
9. The internal vent pipe through the top shield shall be installed flush or recessed into the underside of the top shield to eliminate a void space when filling the demineralizer.
10. The demineralizer shall be installed in a steel overpack container. The overpack shall include lifting gear including the overpack lid in compliance with NAVSEA standard.
There shall be minimum six (6) inches of clearance between the top of the demineralizer and the overpack lid seal. The demineralizer shall be secured within the overpack to hold the demineralizer in place, i.e. shoring provided. Mechanical joints (piping) shall be avoided whenever possible.
11. Additional shielding shall be installed as necessary to prevent streaming of radiation between the top six (6) inch steel shield and the circumference of the HIC or overpack.
12. The outside diameter of the demineralizer assembly (including the outside lifting rings) shall not exceed 36”. The dimensions of the HIC shall be 56-1/2” high and 33” in diameter, e.g. Duratek Inc. Small Overpack with NAVSEA 7000 manual lifting basket.
13. The HIC shall be provided with a cover. The HIC basket lifting equipment shall be field replaceable.
14. A list of all material used in the fabrication of the demineralizer assembly shall be provided.
15. The demineralizer shall be de-waterable to less than 1% free standing water by volume.
A dewatering procedure shall be provided with the demineralizer.
16. Exposed surfaces of the demineralizer and associated components accessible under the HIC cover or overpack lid shall be coated with a non-porous substance, as necessary, to provide for easy decontamination of all accessible interior surfaces of the HIC or overpack lid.
17. All applicable warning/caution labels shall be affixed onto the top shield of the demineralizer assembly. These labels shall be visible upon removal of HIC cover or overpack lid.
18. A certification shall be provided that all materials used for the construction of the demineralizer assembly meet the Energy Solutions Containerized Waste Acceptance Criteria Clive, Utah burial site criteria for disposal.
HIC LIFT BASKET and SHACKLE
SPECIFICATIONS/PROCUREMENT REQUIREMENTS
1. The HIC lifting basket or ovepack lifting gear must meet the requirements of NAVSEA 0989-
030-7000, Rev 11 (or later), LIFTING STANDARD as specified below:
a. The lifting basket lifting points (loops) and shackles must be designed to a safety factor of 10:1 based on material yield strength (must support ten times the maximum gross weight, or 25,000 LB).
A certification of compliance is required.
b. Load test to 200% (+5%, -0%) of the rated load is required, i.e. 5000 lbs - 5250 lbs (2 attachments carrying the load). Certification of load test for the lifting points and shackles is required.
c. After load testing, each lifting point, the area surrounding each lifting point, and each shackle must be magnetic particle tested to the testing and acceptance methods of TECH PUB T9074-AS-GIB-010/271 (Procedure No. ES-C-013). Certification of satisfactory test results is required.
d. In addition to the above, the shackles must meet the following:
i. Minimum breaking strength must be five (5) times the rated safe working load.
ii. The material composition must meet the technical requirements of Fed. Spec. RR-C- 271 (grade A or B) for carbon and alloy steel or ASTM A314 for stainless steel.
Certification that the material composition meets RR-C-271 or ASTM A314 is required.
iii. The shackles must have a screw type pin and nut to form a positive means of securing (similar to Crosby #1021690). Snap ring pins thru the shackle pin are not authorized.
Shackles shall be free of paint or other coatings.
iv. Summary of Certification of Compliance required:
(1) 10:1 SAFETY FACTOR
(2) LOAD TEST
(3) SATISFACTORY TEST RESULTS OF MAGNETIC PARTICLE TEST PER ES-C-
013.
(4) MATERIAL COMPOSITION OF SHACKLE
