DESCRIPTION:
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Solicitation is being issued as a request for quote (RFQ). This solicitation incorporates clauses and provisions in effect through the Federal Acquisition Circular 05-38. The resulting contract will be a Firm Fixed Price type Contract under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition. Also applicable are the provisions at 52.212-2, Evaluation—Commercial Items, if used, and the specific evaluation criteria to be included in paragraph (a) of that provision. If this provision is not used, describe the evaluation procedures to be used. Quotes will include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items, The clause at 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this acquisition.
COMMERCIAL ITEM DESCRIPTION: Contractor shall provide a complete and usable end-product.
Contractor shall provide pricing on all items for their quote to be accepted. No alterations, additions, or deletions shall be made unless by prior written approval of the Contracting Officer. Items will be listed by line item number. All cost included Firm-Fixed Price. All duties and tax are the responsibility of the Contractor.
See attached Statement of Work for specifics.
COMMERCIAL ITEM EVALUATION: The Contracting Officer intends to evaluate quotes on the basis of price after determination of responsibility and responsiveness. Award will be done All-or-None, F.O.B. destination.
SPECIAL INSTRUCTIONS: Offers will be considered from foreign firms (with Africa-First preference), US-based vendors, and GSA Schedule holders with applicable clauses as appropriate.
Vendors are responsible for arranging shipping to its final destination in Somalia regardless of weather, customs, or security concerns and are encouraged to coordinate efforts with the customer to facilitate delivery. The vendor’s subject matter expert will travel by MilAir from Camp Lemonnier in Djibouti and will have food and lodging provided once on the ground at Baledogle Military Airport;
SPOT registration is required beforehand. Note that Somali firms may be exempt from this requirement if they live in the region.

Statement of Work (SOW)
1.0 INTRODUCTION
The Combined-Joint Task Force-Horn of Africa (CJTF-HOA) Engineering Branch (CJ-44) requires the purchase of one (1) fabric hangar tent. This requirement supports additional operational requirements as tasked by CJTF-HOA.
2.0 BACKGROUND
In order to meet operational requirements, CJ-44 requires the purchase of one (1) tent as described in this SOW.
3.0 SCOPE
The Contractor shall provide an individual known as the Subject Matter Expert (SME), materials and shipping necessary for the structure and associated components to be delivered to Baledogle Military Airfield, Somalia.
4.0 REQUIREMENTS
The Contractor shall:
4.1 Provide one (1) aircraft hangar tension fabric structure with rigid aluminum or Zinc Coated steel frame:
4.1.1 Size shall be roughly 80 feet wide by 130 feet long to allow a clear, unobstructed space for an imaginary box 70 feet wide by 110 feet long by 29 feet high.
4.1.2 Provide four (4) personnel doors to be installed along the long walls. Doors shall be 36”x 84” solid core steel doors, lever type operator, keyed cylinder locks (all doors keyed the same), steel frame/jamb, outward swing, with automatic closer device. Direction of swing will be chosen during shop drawing review.
4.1.3 Provide one (1) motorized door on end wall to allow passage of aircraft with minimum opening size of 70 feet wide by 26 feet high. Door shall have capability of being opened and closed manually during loss of power. Door can be rigid steel/aluminum panels or fabric. Doors, as designed when closed, shall prevent passage of light during nighttime hours. When utilizing motorized door, total travel time from fully closed door to fully open shall be no more than 5 minutes. Full open to full close shall not exceed 5 minutes.
4.1.4 Provide one (1) manual opening door on other end wall approximately 14 feet by 14 feet. Door can be rigid steel/aluminum panels/fabric or rubber. Doors, as designed when closed, shall prevent passage of light during nighttime hours.
4.1.5 Provide electrical kit to include:
4.1.5.1 Sufficient LED lighting to provide 50 foot candles (fc) of horizontal illuminance and 15 fc vertical illuminance
4.1.5.2 Ten (10) 110 V duplex receptacles with Type A plugs (15A per receptacle)
4.1.5.3 200 Amp 3 phase primary power panel box with breakers.
4.1.5.4 Electrical motor and other components necessary for motorized door
4.1.5.5 All cabling, connections, switches, sub-panels, etc to support above electrical requirements and installation and make fully functional (customer will be responsible for providing and connecting power to main power panel)
4.1.5.6 Configuration of lighting switches shall allow lighting controlled within 36” of a personnel door.
4.1.6 Provide all base plates, anchor bolts, etc. to allow installation on a concrete slab. Provide Engineering Analysis to reflect building structural reactions at slab connection.
4.1.7 Provide all shipping necessary to deliver tent and all components to Baledogle Military Airfield, Somalia. Tent, all support elements, parts and materials shall be completely containerized for airborne shipment.
4.1.8 Provide Signed and Sealed Engineering Drawings showing size of structure to include overall size, clear spans, door sizes and locations, and locations of electrical as well as associated engineering analysis for the facility, components, and accessories.
4.1.9 Tent shall be designed to withstand 90mph steady winds. Fabric shall be PVC/Polyester, flame retardant, opaque (blackout) and shall be tan outside/white inside. Tent, accessories, doors, and components must prevent zero light emittance when installed as designed.
4.2 Provide Subject Matter Expert and installation support:
4.2.1 Provide a SME on-site during installation to provide technical expertise to laborers provided by customer up to 10 hours per day. Contractor shall plan for a total of 30 days total time on ground after arrival in Somalia.
4.2.2 Sixty (60) days prior to arrival of SME, provide a list of required and recommended tools and equipment for installation.
4.2.3 Vendor will be responsible for paying for and arranging all travel and customs costs to Djibouti.
Travel from Djibouti to Somalia will be provided at no cost to the contractor by MilAir with corresponding lodging at the work location for tent assembly. Vendor will register in SPOT to receive a Letter of Authorization to utilize and access military resources, receive military lodging and meals during assembly of the structure at BMA. https://spot.dmdc.mil/privacy.aspx
5.0 DELIVERABLES

6.0 CONTRACTOR TRAVEL
All contractor travel, mobilization, demobilization, etc. shall be included in the contractor’s quote. No costs beyond the awarded contract amount will be paid to the contractor unless the contract is officially modified by the contracting officer.
Contractor is responsible for all travel and lodging costs to Djibouti, to include lodging, meals and any costs incurred in Djibouti while waiting for MilAir flights to the final delivery location. Government will arrange MilAir transportation from Camp Lemonnier, Djibouti to project site at no cost to contractor and provide all life support at project site. Contractor shall plan on a 5 day or less stay in Djibouti awaiting MilAir travel to the project site. All travel dates shall be coordinated with Government representative prior to booking travel arrangements.
7.0 SECURITY
The Contractor shall:
7.1 Establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of government data. The Contractor and all Contractor personnel with access to or responsibility for nonpublic Government data under this contract shall:
7.1.1 Comply with:

8.0 QUALITY ASSURANCE
Contractor shall be responsible for any damage prior to government receipt/acceptance. Provide a one year manufacturer warranty against all defects. All material, components, and accessories shall be made in the USA.
Contractor provided Subject Matter Expert shall ensure proper assembly and installation of all components and accessories.
9.0 ORGANIZATIONAL CONFLICTS OF INTEREST
The Contractor acknowledges that it is familiar with FAR Subpart 9.5, Organizational and Consultant Conflicts of Interest, and agrees to avoid, neutralize or mitigate such conflicts of interest in accordance with the principles set forth in the FAR. If the performance requires the Contractor (to include subcontractors) to supply technical support related to systems or projects with which the Contractor is already directly concerned, either by prime or subcontract, the Contractor shall immediately inform the Contracting Officer. The combined synopsis/solicitation or contract award may be withdrawn or cancelled if a conflict is found. The Contractor shall not undertake performance of any SOW requirements which requires it to supply technical support regarding such systems until the notice is given, and written consent to proceed is issued by the Contracting Officer.
