Questions & Answers
Q: For feedback, I cannot find Annex A on FBO or in the RFQ. I’ve gone through the RFQ a few times, but if I missed it just let me know.
A: Annex A is attached to Amendment 0001.
Q: Also, the RFQ states it wants Reps & Certs in the proposal. If that is already in SAM, do you want it printed and attached or just referenced?
A: If your Reps & Certs are already in the System for Award Management (SAM), there is no need to provide any additional information. Please only fill out your Reps & Certs if they are not located in SAM.
Q: Please let me know if the 2 Liaisons can be Somali Nationality?
A: Yes, Somali Nationality is preferred, dual citizenship (diaspora) is also preferred.
Q: Is this a new requirement or is there an incumbent contractor? If so can you provide the contract/po number?
A: The incumbent contractor is TDB International LTD. The current contract is N3654A‐17‐P‐7016.
Q: If so, what is the previous contract value?
A: The previous contract is currently valued at $399,000.00.
Q: Anticipated number of working hours of the External Affairs Liaisons are not expressly mentioned.
For pricing purposes we will use a 40 hour work week. Can the government provided any guidance for the anticipated level of work hours/week?
A: Plan on a 40 hour Somali calendar work week, with Fridays off.
Q: COR/primary point of contact will be located in Somalia?
A: Yes. The Contracting Officer’s Representative (COR)/primary point of contact will be located in Mogadishu, Somalia.
Q: Office of Security Cooperation (OSC) for U.S. Mission to Somalia. These meetings will take place in Somalia? Please clarify A: Yes.
Q: “Assisting in processing documentation”‐the contractor will not take control/custody of actual documents but provide assistance to documents already at the ministries? Will the contractor fill‐in in any forms on behalf of the Government?
A: Contractor is expected to track the documents the USG submits and be able to liaise at the Ministries to make sure the Federal Government of Somalia (FGS) follows through with the paperwork. Also be able to provide a current status of the documents location.
Q: Will the contractor in any way act as a logistics clearance broker/agency or customs clearance agent or are we only expected to assist?
A: Contractor will not be a freight forwarder, but will need to track the tax exemption documents through the entire process (see “Somalia Customs Process 2018 actual.pptx” attached to Amendment 0001). The Contractor shall also perform any future coordination at other Ministries’ offices as required.
Q: Does page count exclude cover page and table of contents? Excluding CV’s from the Technical page count could also be helpful providing more complete information to the government. We request the cover page and table of contents be excluded from the page count for Technical and Past Performance.
We also request CV’s be excluded from the page count for Technical.
A: The page limit is removed in Amendment 0001.
Q: number of Staff AFFAIRS LIAISONS required.
A: The requirement is for two (2) external affairs liaisons.
Q: soft copy to be mailed to you what about the hard copy do we deliver to Cpt Samuel sistare (CRP) at
MIA.
A: Hard copy quotes are not required for this solicitation. Please email your quote to paul.m.seivert.mil@mail.mil as per the Quote Preparation Instructions included in the solicitation.
Q: two external Affairs Liaisons can you elaborate more.
A: The Performance Work Statement (PWS) explains the tasks required for the external affairs liaisons.
Q: Are the liaisons supporting the entire MCC, or are they attached to specific J‐codes? This would be useful to know in terms of our recruitment, helping identify candidates with tailored skills or areas of experience.
A: Support to the entire MCC as required per the PWS. Primary J‐code utilization would be J4/Logistics, however their support may blend into the operational picture as the mission matures.
Q: Do the candidates need official ILR language scores, or just the proficiency level?
A: The language scores are not required, only proof of the proficiency level is required.
Q: Will B6 transportation be authorized for liaison duties in/around Mogadishu?
A: The US will not provide transportation for the liaisons.
Q: Can you please clarify what you mean by surveillance in section 3.2.3 when you say: " The External Affairs Liaison shall provide observation, monitoring, and surveillance of all U.S. government contractors, grantees, and end‐users of U.S. government peacekeeping operations (PKO) ‐ funded assistance in Somalia."
A: These External Affairs Liaisons will have the ability to "go see" equipment donated from the United States Government (USG) to the Somali National Army (SNA) and AMISOM Troop contributing countries.
This may include the ability to report back the progress of USG contracted agents in the end use locations of the equipment.
Q: Some of the language in the SOW suggests that, in addition to the two External Affairs Liaisons, there is a need for the implementer to also provide a contract management billet as the liaisons will likely need support coordinating movements and logistics, including possible international air travel. Can you confirm or deny that this is the MCC's intent?
A: The Military Coordination Cell (MCC) requires only two (2) External Affairs Liaisons. Any additional billets that the Contractor needs to fill to support this contract would be dependent upon the Contractor’s business model and task organization.
Q: What is the contract ceiling (price) for this piece of work?
A: The Government intends to award a firm, fixed‐price contract as a result of this solicitation. The liaising services will be paid for at a fixed monthly rate. The transportation, lodging, and Defense Base Act Insurance line items will be reimbursed with the following ceilings for the first year: $80,000 for transportation, $120,000 for lodging, and $9,996.00 for DBA Insurance.
Q: Since COMB JT TASK FORCE HORN OF AFRICA does not have a publicly accessibly solicitation forecast page, can you provide the order of magnitude for this solicitation A: Combined Joint Task Force – Horn of Africa will not make public its Independent Government Estimate (IGE) for this requirement.
Q: Is the USG expects the contractor management to be onsite with the external affair liaisons at all times? part of the time?
A: The USG only requires the liaisons to provide onsite services. There is no requirement for contractor management personnel to be on site. Additionally, contractor management personnel would have to coordinate their visits/access with the MCC.
Q: Will the USG cover lodging, travel and DBA costs for contractor management on supervision tasks?
A: The USG will only cover the lodging, travel, and DBA costs for the External Affairs Liaisons.
Q: Can other contractor staff perform written translation services at no additional cost to the Government? Or only the two proposes LNO’s A: We are requesting the services of two External Affairs Liaisons. Additional services offered by the Contractor/vendor or other staff outside of the scope of work will not be requested nor required.
Q: Will contractor personnel’s ILR “self assessment” of Level 3 in both English and Somali be sufficient for meeting contract evaluation requirements?
A: Level 3 proficiency in both English and Somali will be easily determined during the full security screening. Proposed Liaisons that do not meet the level 3 proficiency level may serve as grounds for termination.
Q: PWS Section 8.4, page 10 states “The contractor shall provide to the Government, the resume of each proposed External Affairs Liaison”. However, the Quote Preparation Instructions on pages 47‐49 do not specify where in the offeror response the resumes should go. Can the government identify where in the Technical Volume 1 Part 1 resumes should be placed?
A: The Quote Preparation Instructions have been updated to address this.
Q: Is there clearance requirement for the External Affairs Liaisons?
A: The External Affairs Liaison shall be required to undergo a full security screening. The Security screening will include, but is not limited to, vendor vetting, J2X screening, Counterintelligence screening, and background checks. External Affairs Liaisons will not have access to classified information.
Q: Will the award for this contract be based on LPTA, Lowest Price Technically Acceptable?
A: The Government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Refer to FAR Clause 52.212‐2, Evaluation—Commercial Items, as included in the solicitation, for additional information.
Q: Would the Government be able to provide lodging at a cost to the contractor and if so what would the daily or monthly rate be?
A: The US will not provide any lodging. The contractor is responsible for providing lodging for the External Affairs Liaisons. If the COR specifies specific lodging requirements inside MIA that must be met due to force protection conditions, then lodging costs can be billed under a separate CLIN. This requires prior approval from the Contracting Officer. The Government shall only pay for actual costs incurred that were previously approved by the Contracting Officer. This CLIN option exists only when services are required during MIA closures or lockdowns requiring the Liaison to have access inside of MIA where they otherwise would not be allowed.
Q: When is the forecasted award date?
A: Award is currently forecasted to occur on or about January 10, 2019.
Q: When is the forecasted commencement of services?
A: Services are expected to begin on January 30, 2019.
Q: Is there space at the Mogadishu International Airport for the contractor to provide their own living accommodations and life support?
A: There are many hotel style accommodations within MIA. Housing accommodations outside of Mogadishu International Airport are permitted for contractors that have previously established residence in Somalia. The Contractor is required to provide lodging and its own vehicles to Liaisons or have dedicated access to independent ground transportation capabilities.

QUOTE PREPARATION INSTRUCTIONS
1. QUOTE PREPARATION INSTRUCTIONS
a. These instructions prescribe the format of quotes and the development and presentation of the quote data. These instructions are designed to ensure the proper submission of information necessary to provide for comprehensive evaluation of quotes. Offerors shall carefully review this section prior to commencing quote preparation, and take the necessary measures to ensure that the information submitted is factual, accurate, and complete.
b. In order for a quote to be considered, Offerors must strictly comply with all instructions outlined in this solicitation. Failure to furnish quotes that comply with the instructions, at the predetermined due date for submission, may result in elimination from consideration for award.
Furthermore, all solicitation amendments (if any) must be acknowledged in accordance with FAR Clause 52.212-1 – Instructions to Offerors – Commercial Items. Such amendments may be acknowledged by including a signed copy of the SF 30 associated with each amendment.
2. SUBMISSION INSTRUCTIONS
a. One electronic copy of all sections of the quote (Technical and Price) shall be submitted to the
Contracting Officer via email to paul.m.seivert.mil@mail.mil on or before the due date.
b. Faxed proposals are NOT permitted under any circumstances.
3. QUESTIONS
a. All questions regarding this solicitation shall be submitted in writing to paul.m.seivert.mil@mail.mil no later than December 13, 2018.
4. QUOTE DUE DATE SCHEDULE
a. Proposals are due by the date and time set for the receipt of proposals shown in Block 8 of the SF 1449.
5. QUOTE FORMAT
a. All quoted actions/items/services included in the quote may become a part of the resultant purchase order. The data submitted with each quote should be complete and concise, but not overly elaborate. Excessive reliance on promotional brochures is discouraged.
b. Volume 1 contains two sections: Technical and Past Performance.
c. Volume 2 contains Pricing Information.
d. Electronic Copy: Provide one (1) electronic copy of the complete proposal (Volumes 1 and 2).
Electronic copies must be saved in Microsoft Word or Adobe Acrobat format, and virus checked prior to submission.
e. Offerors may, at the discretion of the Government, be asked to provide additional information for regarding their quotes.
f. The Offeror shall be held responsible for the validity of all information supplied in his/her proposal, including information provided by potential subcontractors. Should subsequent information disclose that the fact and conditions were not as stated, the quote may be rejected and receive no further consideration.
6. QUOTE VOLUME CONTENTS

b. Volume 1, Part 1 – TECHNICAL Section – General Instructions: The Technical volume should include necessary information regarding the Offeror’s ability to perform all requirements outlined in the solicitation. Failure to provide a Technical proposal in accordance with the solicitation instructions may render an Offeror’s quote incomplete and ineligible for award.
i. Technical Proposals shall not include pricing information.
ii. Company Experience should include detailed information about the company’s experience in providing services similar to those included in the solicitation.
iii. Knowledge of Current Somali Politics and Affairs should include detailed information demonstrating the company’s and the liaisons knowledge of current Somali politics and affairs.
iv. Experience with Somali Government should include detailed information demonstrating the company’s and the liaisons experience working with the Somali Ministry of Defence, Ministry of Finance, Ministry of Foreign Affairs, Mogadishu Port Authority, and the Somali Civil Aviation Authority.
v. Resumes should include the resume of each proposed External Affairs Liaison. These resumes shall demonstrate the proposed liaison’s ability to meet the requirements of the
PWS.
c. VOLUME 1, Part 2 – PAST PERFORMANCE Section: Offerors shall provide information to demonstrate how well they performed work that is similar in scope, size, and complexity to the liaison services required in the solicitation.
i. Offerors shall provide detailed information on previous work or contracts involving similar services to those required in the solicitation. This information should provide contact information for previous customers, an explanation of the services performed, the total cost of the services performed, and the dates the services were provided.
ii. Offerors lacking relevant past performance history may submit information regarding predecessor companies, key personnel who have performed on other contracts or subcontracts that will perform major or critical aspects of the requirement if such information is relevant to this acquisition.
iii. Such information shall, as a minimum, include: Name(s) of Predecessor Company/Subcontractor and/or Key Personnel and include: Complete Address and Point of Contact, Telephone Number, and Email Address.
iv. Offerors are advised that the Government may use all data provided by the Offeror in this volume and data obtained from other sources, including, but not limited to Government-wide databases, and may rely upon personal business experience with the Offeror, in assigning a rating for past performance. Past performance information on contracts not listed by the Offeror, or that of planned subcontractors, may also be evaluated. The Government may contact references provided by the Offeror, as well as any other source it identifies, and information received may be used in the evaluation of the Offeror’s past performance. While the Government may elect to consider data obtained from other sources, the burden of providing current, accurate, and complete past performance information rests with the Offeror.
v. Offerors should include with their Past Performance information problems encountered on the submitted contracts and the Offeror’s corrective actions. Include awards, customer letters of commendation, etc., with points of contact and telephone numbers.
vi. The Government reserves the right to request additional reference contact information for subcontractors, as necessary, to complete the evaluations.
d. VOLUME 2 – PRICING: Offerors shall submit a priced quote, along with acknowledgement of all solicitation amendments issued. Ensure that a price is entered for all applicable line items.
Only CLINs 0001, 0004, 1001, 1004, 2001, and 2004 shall be priced. Pricing information submitted for CLINs 0002, 0003, 1002, 1003, 2002, and 2003 will not be evaluated. The priced quote may be on the company’s letterhead, or filled in pages from the solicitation, so long as the quote is clearly legible and easy to read. Offerors shall also acknowledge all amendments to the solicitation by providing signed copies of the applicable SF 30s. Offerors shall also complete the required information listed in FAR 52.212-3 – Offeror Representations and Certifications – Commercials Items. If the Offeror has a current and valid registration in the System for Award Management (www.sam.gov), then the Offeror does not need to provide the information listed in FAR 52.212-3 with their quote.
