Section SF 1449 - CONTINUATION SHEET
PERFORMANCE WORK STATEMENT
1.0 INTRODUCTION
The Combined-Joint Task Force-Horn of Africa (CJTF-HOA) J-32 Senior Airfield Authority requires proper clearance for and perimeter control along taxiway echo at BMA.
2.0 BACKGROUND
Baledogle has an airfield that has changed over time and been encompassed most of the way by a chain link fence except for an area between the camp and SNA village. Part of the SNA village perimeter was constructed within aircraft clear zone for the parallel taxiway between two connecting taxiways limiting aircraft movement. Both of these deficiencies need to be corrected for proper control of the taxiway and movement of aircraft. This requires that the
SNA village HESCO perimeter be moved outside the clear zone and a chain link fence be installed for access control to the airfield.
3.0 SCOPE
The Contractor shall supply all material required and install approximately 440 meters of chain link fence topped with concertina wire, two 6 meter double swing chain link gates, and an approximately 40m gravel road with geotextile underlayment with culvert and place and fill approximately 216m of MIL 3 HESCO.
4.0 REQUIREMENTS The Contractor shall:
4.1 Provide and install approximately 430 meters of chain link fence topped with concertina wire and concrete footer with two double swing gates as shown on the attached layout.
4.1.1 Supply all materials and install approximately 6 cm diameter posts set in concrete footers approximately 2.5 meters apart with Y support on top for concertina wire.
4.1.1.1 Concrete footers for fence posts should be 3,500 psi concrete minimum, 90 cm deep about 30 cm in diameter.
4.1.1.2 Concrete footer for the fence shall be a minimum of 60 cm deep and 15 cm wide. It should run continuous from post to post to prevent animals and personnel from digging under the fence.
4.1.1.3 Fence posts shall be galvanized.
4.1.1.4 Supply all material and install #4 rebar welded to posts, continuous for the entire fence.
4.1.2 Supply and install concertina wire on top of fence with barbed wire between Y supports to secure concertina wire in place.
4.1.2.1 Concertina wire should be a minimum of 70 centimeters in diameter.
4.1.3 Supply and install 9 gauge chain link fence that is approximately 2 meters high.
4.1.3.1 Secure chain link to each post in a minimum of 4 locations evenly spaced.
4.1.3.2 Embed the bottom of the chain link fence at least 1 cm in the concrete footer.
N3654A18R7008
4.1.4 Supply all material and install two double swing chain link gates for a 5 meter wide opening.
4.1.4.1 All material shall be similar to the fence and posts in paragraph 4.1.1, 4.1.2 and 4.1.3.
4.1.4.2 Chain link gates shall freely swing towards the airfield.
4.1.4.3 Gates shall include mechanism to lock in place at a minimum of 2 locations.
4.1.4.4 Install a pin holder at gate closed and open position to secure gate from moving with the wind. Pin holder should be set in concrete.
4.1.4.5 Supply all material and install a concertina wire on top of gate.
4.1.4 Complete installation within 30 days of contract award.
4.2 Install approximately 216 meters of Government provided MIL 3 HESCO barriers as shown on attached drawing with contractor provided or re-used concertina wire on top.
4.2.1 At all times a fence or barrier must exist between the airfield and the outside, therefore it is recommended that work on the new concertina topped MIL 3 HESCO barrier be completed prior to installing the new fence in this area or removing the existing HESCO barrier.
4.2.2 Install MIL 3 HESCO connected to existing HESCO barrier as shown on attached (see Sketch 3) approximately 1 meter outside of the new fence location.
4.2.3 Fill for the new HESCO barriers can be sourced on site.
4.2.4 Install concertina wire matching existing on top of the new barrier.
4.2.5 Remove existing HESCO MIL 3 barrier as shown on attached drawing.
4.2.5.1 Dirt from removed HESCO’s must be removed from the area so that the ground from the pavement is no more than a 0.5% slope.
4.2.5.2 Once HESCO’s are removed and dirt removed, dirt level should allow for drainage from the pavement and roughly follow existing drainage patterns of water.
4.2.5.3 Removed fill may be used to create the gravel road from the camp to the airfield.
4.3 Supply all material and labor to place fill, geotextile material and gravel on road from camp towards pavement.
4.3.1 Work shall extend no closer than 18 meters to the pavement edge.
4.3.2 Supply all material and install a 20 centimeter diameter culvert at the gravel road to allow drainage from under gravel road and prevent erosion or ponding.
4.3.3 Bring road level up so that there is a flat, sloped road from the gate to no closer than
18 meters of the pavement.
4.3.4 Install geotextile material on top of compacted dirt, supply, place and compact gravel on top of geotextile material.
4.3.4.1 Ensure that proper edges are built to contain the gravel on the geotextile fabric.
4.4 Complete installation no later than 30 days after award.
4.5 Conduct an on-site Operations Turn-over of installation with a J-44 Representative upon completion.
4.6 Acceptance of the work is contingent on compliance from J-44 Representative.

5.0 GOVERNMENT FURNISHED EQUIPMENT
5.1 The Government will supply 220 meters of MIL 3 HESCO barrier material.
5.2 The contractor can source fill material from on site. Producing on site, movement and final placement of fill is the contractor’s responsibility.
6.0 QUALITY ASSURANCE
The Government reserves the right to perform inspections and surveillance to evaluate the
Contractor’s compliance to the contract terms and performance of the requirements in the
PWS. Given the short timeframe for the period of performance, any perceived failure to deliver any of the services outlined in this PWS will be addressed by a Government representative with the Contractor as soon as is reasonably possible after the perceived failure is identified. The Contractor and the Government representative should attempt to resolve the deficiency on the spot. However, if the Government representative and the Contractor cannot resolve the deficiency, the Contractor shall immediately notify the Contracting Officer (CO) in writing (email is acceptable). Furthermore, should the Contractor believe a deficiency does not exist or if addressing the deficiency would fundamentally alter the terms of the contract (to include the cost/price), the Contractor shall notify the CO and will not make any changes until receiving further direction from the CO. The CO is the only authorized Government representative to issue change orders or modifications to the contract. Guidance from any other Government personnel shall be interpreted only as guidance to the Contractor and cannot reflect any additional or modified obligations on behalf of the Government.
7.0 ORGANIZATIONAL CONFLICTS OF INTEREST
The Contractor acknowledges that it is familiar with FAR Subpart 9.5, Organizational and
Consultant Conflicts of Interest, and agrees to avoid, neutralize, or mitigate such conflicts of interest in accordance with the principles set forth in the FAR. If the performance requires the
Contractor (to include subcontractors) to supply technical support related to systems or projects with which the Contractor is already directly concerned, either by prime or subcontract, the
Contractor shall immediately inform the Contracting Officer. The PWS may be withdrawn if a conflict is found. The Contractor shall not undertakde performance of any PWS requirements which requires it to supply technical support regarding such systems until the notice is given, and written consent to proceed is issued by the Contracting Officer.
