N3654A-15-R-9001 Questions and Answers 28 November 2014
#Question(s)Answer(s)Reference(s)
1Can you advise if there is a particular motivation to limit the requirement to foreign flag carriers only? Is there a prohibition restricting US registered aircraft flying certain routes in the theater? There is not a limit to foreign flag carriers. U.S. and foreign flag carriers must be DoD approved and certified by the DoD Commercial Air Review Board (CARB). Please see amended Statement of Work (SOW).Statement of work Section 1.2 para 1.2.3
2Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number.
Yes a contractor has performed similar work in the past. The contract number is N3654A-13-A-9002.N3654A-13-A-9002
3With reference to Section C, paragraph 1.2.3, can the Offeror interpret the requirement for the aviation contractor to be CARB certified to apply to a teaming partner and not the Offeror? In other words, does the Offeror need to be a CARB certified air carrier to be considered for award for operations originating on the African continent? The aviation contractor (Prime Contractor or Sub-Contractor) must be DoD Commercial Air Review Board (CARB) certified. Example: the offerer does not have to be CARB certified however the offerers subcontractor (aviation contractor) must be CARB certified. The offeror (Prime Contrator) can be the aviation contractor or non-aviation contractor. Per SOW section 1 para 1.1.2 the Prime Contractor shall be the Point of Contract (POC).Statement of work Section 1 para 1.1.2 and Section 1.2 para 1.2.3
4Alternatively, can the teaming partners for the Prime Contractor be CARB certified while the Prime Contractor is not? International SOS currently provides medical evacuation support for the DoD through a network of credentialed and audited providers. Section C, paragraph 1.1.2 appears to indicate that an aviation contractor can play a subcontracted role. Please confirm. The aviation contractor can play a Sub-Contractor role. The aviations contractor can play a Prime Contractor role. If the Prime Contractor is not an aviation contractor, the Prime Contractor is required to provide an aviation contractor (Sub-Contrator) that is CARB certified. Per SOW section 1 para 1.1.2 the Prime Contractor shall be the Point of Contract (POC).Statement of work Section 1 para 1.1.2 and Section 1.2 para 1.2.3
5Does this requirement apply to a foreign operator, as long as the aircraft provider is operating within the local CAA regulations and is certified to provide services to the DoD?The Prime Contractor (U.S. or Foreign) does not have to be CARB certified if the prime contractor is not the aviation contractor. The Prime Contractor (U.S. or Foreign) is required to provide a (U.S. or Foreign) aviation contractor (Sub-Contractracor) that is CARB certified.Statement of work Section 1.2 para 1.2.3
6How will the government compare pricing in accordance with the evaluation criteria in Section M, 52.212-2(a)(ii)? For example, types of aircraft identified in the SOW can vary and pricing is dependent upon a number of factors related to a specific evacuation. Can the Offeror simply provide a historical set case studies and associated costs for the Government to evaluate? The offeror may provide historical set case studies and associated costs for the Government to evaluate if the Contractor plans to make most current prices based on historical costs. All costs/prices will be compared to current market trends.N3654A-13-A-9002 Section M, 52.212-2(a)(ii)
7There are references in this RFP to helicopter but then no explicit specifications as to what helicopter assets or capabilities CJTF-HOA either requests and/or requires? Please explicitly clarify what contract provisions are related to rotor aircraft – ie, operational range, landing sites, Pax and cargo payload, historical and estimated future rotor asset deployment for this contract, etc..?Answer is pending
8If contract requires casevac transport for US service members, civilians and coalition forces, please confirm that CJTF-HOA is responsible for 100% of all reimbursement/payments to contractor for transports requested by CJTF-HOA, regardless of the passenger/patients’ nature?Yes, CJTF-HOA is responsible for 100% of all reimbursement/payments to contractor for transports requested by CJTF-HOA, regardless of the passenger/patients’ nature. Nature meaning – US service member’s civilians and coalition forces and Nature meaning – medical status and medical treatment rendered.N3654A-15-R-9001 Section C page 7 para 1.1
9The previous contract referenced in the Q&A (N3654A-13-A-9002) appears to be an ad-hoc contract (ie., services on as-needed/requested basis), whereas this RFP specifies dedicated 24/7 on-site within theater assets; is this different or unique from the “similar work performed in the past.”The current requirement for this Blanket Purchase Agreement (BPA) is on a as-needed/requested bases. It is not different from similar work performed in the past. Market research and experience found contractors will need to have dedicated personnel and equipment available to meet the timeline demands of CASEVAC calls. It is the contractor's responsibility to manage how the 24/7 emergency services and medical professional will be avialalble.Soliciation N3654A-15-R-9001 Section A Page 4 "-24/7 emergency operations centers staffed with medical professionals dedicated to support real-time

casualty evacuation."

10Re: landing zones for casevac patient pick-up and destinations, please further clarify in explicit operational terms confirmed and/or anticipated conditions for “unimproved landing zones” and “airfields designated by supported unit”– ie, landing zone size/length, materials/conditions, lighting, etc…? Also please clarify between fixed-wing and rotor aircraft for such response. Is initial casevac pick-up most likely to occur in field conditions (ie, requires use of rotor aircraft) vs. unimproved or improved landing fields for fixed-wing aircraft?Answer is pending
11RFP specified contractor is responsible for providing their own security, but what are historical and/or anticipated security conditions and threats, if applicable, to contractor assets and personnel?Historical the Casulaty Evacuation contract has been used only for casualty evacuation. Military personnel and equipement has been used for search and rescue missions and or mission that were hostile. Historically the contractor has not been under fire or in hostile situations. Due to the changes in environment(s) the government can not guarentee none hostile situations.
12Does CJTF-HOA have a preferred base of operations for this contract within the theatre? No, there is no preferred base of operations.
13Re: “Firm-Fixed Pricelist” requested, in what format/methodology does CJTF-HOA-HOA request or require such pricing – per mission, per contract year, etc…?Solicitation N3654A-15-R-9001 request pricing per contract year. To avoid placing limits a specified format was not specified in the solicitation; section M page 58 references to include pricing per type of aircraft, severity of Patient, number of patients to be evacuated, special staff required such as a Critical Care Air Transport Team (CCATT) or special equipment needed or any other method that could delineate specific pricing guidelines for the customer.Soliciation N3654A-15-R-9001 Section M page 58 (ii) Price
