This document is a Justification for Brand Name justifying the sole source acquisition of BAE Systems' brand XTS Data Diodes hardware and UDL Data Diode software for the Naval Meteorology and Oceanography Command (NMOC). The BAE Systems Data Diodes were initially purchased under Contract N0018920PQ051 and significant integration effort was required to incorporate them into the NMOC's Cross Domain Solution (CDS) system. Changing to a different Data Diode solution would necessitate significant re-engineering effort and add unnecessary complexity to the system. The BAE Systems Data Diodes are proprietary products and the sole source supplier. This acquisition will support the Primary Oceanographic Prediction System (POPS) and Oceanographic Information System (OIS) program to meet National Security Agency (NSA) Raise the Bar (RTB) cyber security directives at Fleet Numerical Meteorology & Oceanography Center (FNMOC) and the Naval Oceanographic Office (NAVO). The government intends to negotiate a Firm Fixed-Price contract under FAR Part 12 and 13 procedures. The solicitation will be issued on or about 02 April 2024 on the SAM.gov website.

Describe in detail why only this source can furnish the requirements to the exclusion of other sources. (what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
The supplies must be compatible in all aspects (form, fit and function) with existing systems presently installed. Additional Data Diodes are being purchased which must function identically to Data Diodes already installed. Contract N0018920PQ051 was for the initial purchase of Data Diodes for Naval Meteorology & Oceanography Command (NMOC) Cross Domain Solution (CDS). The manufacturer and vendor selected was BAE Systems. Significant effort (approximately one full man year) was required to integrate the BAE Systems’ Data Diodes purchased into the larger NMOC CDS system. The BAE Systems Data Diode consists of both hardware and software that have been integrated with other components of the NMOC CDS to function as a cohesive unit. Changing to a different Data Diode solution at this point would necessitate significant re-engineering effort to re-integrate and validate a new solution. Changing to a different Data Diode solution would also add unnecessary complexity as now two different Data Diodes would be present in the same NMOC CDS and would cause the Government to incur undue cost and spend a significant amount of man hours to re-train personnel.

The CDS provides secure, timely, and automated delivery of data in direct support of the Navy warfighter and must continue to meet NSA RTB requirements and other CDS related cyber security directives in order to remain in operation. The investment in this continued capability ensures security and efficiency of METOC mission supporting delivery of information key to the Navy mission.
Since data diodes from different manufacturer have different system interface requirements, it is necessary to purchase these supplies from the original vendor or authorized distributors to ensure interoperability with other existing systems within the NMOC CDS architecture.

BAE Systems is the exclusive worldwide developer and distributor of BAE Systems Datagate Diode Suite and XTS Diode. A sole source letter has been provided by the BAE Sytems.
