Question: SAM.gov posting states – “The solicitation number for this requirement is N32253-24-R-0004.
Proposals will be due on 18 December 2023 at 0900 HST. Submissions are to be emailed to both the primary and secondary point of contacts listed in this posting.”
SF 33 block 9 states – “9. Sealed offers in original and 1 copies for furnishing the supplies or services in the Schedule will be received at the place specified in Item 8, or if handcarried, in the depository located in See Section L until 12:00 AM local time 18 Dec 2023”
Section L Instructions to Oferrors item 6 states – “6. PROPOSAL DUE DATE: On or before Monday, 18 December 2023, 0900 HST, Offerors shall submit their proposals via email to Kelley Gould-Ogomori at kelley.m.gould-ogomori.civ@us.navy.mil and Chaune Kuromoto at chaune.k.kuromoto.civ@us.navy.mil.”
Will an amendment be issued to change the instruction in block 9 to show 0900 HST vice 12:00 AM?
Answer: An amendment was issued on 11/17/2023 to change the instruction in block 9 to show 0900 HST vice 12:00 AM.
Question: An APC cert for WI 555-11-001 was accomplished during the YRBM-49 APC Fire Extinguishing System availability. Will another APC cert for WI 555-11-0001 need to be priced and accomplished for the current solicited availability?
Answer: Yes, the Government requests that contractors price WI 555-11-001 as the WI needs to be accomplished for the current solicited availability.

Where is the specific place of performance in JBPHH?
Answer: This will be performed outside of the CIA at either the Bravo piers or S15/16
The general arrangement drawing provided in WI 330-11-001 reference 2.5 is the general arrangement for the YRBM 46, just like all of the other drawings in the references. Although the YRBM 46 is similar, it does not match the layout of the YRBM 49. Please provide the general arrangement booklet for the
YRBM 49.
Answer: No general arrangement is available, which is why reference 2.5 is to be used as “guidance.”
150-11-001: The 100 square feet crop out between frames 70 and 72 is not specific enough for us to be able to determine exact interferences and resources needed. Since a ship check is not being offered, can the government provide the exact area of repair? If this cannot be defined, can all unknown interferences be addressed as an RCC?
Answer: The exact area of repair is stated in the Work Item. The Contractor shall base their bid as having no interference in the area other than, deteriorated steel plating, associated structural members, and paint. Any other interferes (i.e. electrical wiring / components, lagging, piping, etc) shall be addressed as an RCC.
513-11-001: Please provide all parts that are expected to be replaced as part of the fan overhaul defined in paragraph 3.1
Answer: The contractor shall accomplish the overhaul of the supply fan as stated in paragraphs 3.2 and 3.3, which is in accordance with NSI 009-15 and 009-17.
593-11-001: The 4” inflow strainer and Tank Level Indicator listed in 1.3.2 and 1.3.3, respectively, call out reference 2.4 for details; however, this reference provides no information on part number or manufacturer, stating they are both GFM. Please provide these items as GFM or otherwise provide the manufacturer(s) and part numbers so that we can quote a price.
Answer: Reference 2.4 lists F-12 and F-31 as GFM. Please see the following additional information:

On the YRBM 49, Notice ID: N32253-24-R-0004, work item 514-11-001, can you please provide the serial numbers for both the A/C Unit One and Two? In addition, please provide both the model numbers and serial numbers for compressors A1, A2, and B2 for both A/C Units.
Answer:

Each Chiller utilizes three each, same type and model (Carrier) Compressors
(A1)- 06ET275 360 R
(A2)- 06ET550 360 R
( B )- 06ET299 360 R
Current system is charged with R-22 which is obsolete. R-22 Refrigerant has been phased out and is no longer allowed to be produced, although companies that still have stock on-hand are allowed to sell it.
The refrigerant specified for WI 514-11-001 is R-22; however, in year 2020, R-22 stopped being produced or imported. The R-22 already in the system can be recovered for reuse; however, any additional required refrigerant will need to be GFM as we have no way of procurement.
Answer: Refrigerant R22 is still available from Johnstone Supply as well as Grainger. It's true that it is no longer produced or imported, but it is still recycled.

533-11-002: Paragraph 1.3.2 ¾” temperature and pressure relief valve has no reference or part number, and cannot be found within the drawings attached to the work item except for in reference 2.3 where the relief valve is written as “RELIEF VALVE SUPPLIED WITH WATER HEATER.” Please confirm that the relief valve is built into the water heater that is being provided GFM. If the procurement of a relief valve is needed, please provide part number/manufacturer/NSN for identification.
Answer: The GFM water heater does have a relief valve.
593-11-001: Paragraph 1.3.4 Pump controller (item F-27 of 2.4) lists no information other than “Order on Ref 6,” which is not included. Please provide specified reference or part number/manufacturer/NSN for identification.
Answer: See reference 6 attached
593-11-001: Reference 2.4 has an incorrect NSN number for the overflow strainer (F-37 of 2.4), as the NSN lookup for “9C4710-00-277-4029” is for cold drawn copper tubing, not a strainer. The part number provided in the reference also does not appear to exist. Please provide more information so that we can identify the correct overflow strainer.
Answer: Reference 2.4, states in the material list for F-37, Remarks column, "SIM PEABODY BARNES PT 558125A". KTR should check with the manufacturer stated.
514-11-001: Can you please provide the voltage for the compressors/unit?
Answer: Voltage is 440V

On Work Item 593-11-001 of the YRBM 49 solicitation, an overflow strainer (1.3.1) has a lead time of 140 days, and therefore will not be feasible to procure and install in the given availability. Can the government provide this item as GFM?
Answer: The barge program will accept a manufactured overflow strainer vice an OEM one to complete the avail. The Government does not have one to provide as GFM.
