Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF): N32253 Solicitation – N32253-24-Q-0072
Forklift Rental
RESPONSES TO QUESTIONS (8/2/2024)
1. Question: How would you like proposal to be submitted?
Government Response: Please refer to Sam.gov posting and solicitation – N32253-24-Q-0072.
2. Question: How flexible is the government willing to be regarding tire-type? I have spoken to multiple contractors around the state of Hawaii and all of them have pneumatic tires, but none have the cushion tires. It appears to be a pattern throughout the region that businesses have either pneumatic or solid only. Is there room for compromise in this area?
Government Response: There are (air or solid) pneumatic tires, cushion is just cushion. Solid and cushion are not interchangeable. Cushion is just a rubber on a ring. Pneumatic(AIR): Air pressurized tire for indoor and outdoor use.
Pneumatic(SOLID): Solid rubber tire shaped like a pressurized tire to be useable on forklifts that use pneumatic AIR tire types. More costly than pressurized, but also more durable. For indoor and outdoor use. Cushion: Solid Rubber tires for indoor use. Often a lower ride height and tighter turning radius than Pneumatic shaped tires. Cushion is preferred for the tighter turning radius, but they may be open to pneumatic solid for indoor use depending on availability.
3. Question: Can you please verify if tank refills will need to be included in the bid or if that will be taken care of independently by the shipyard?
Government Response: The shipyard will continue to source our own fuel.
4. Question: Can you please help me understand how solicitations are processed as SDVOSB, or VOSB vice just small business.
Government Response: The government maximizes opportunities and competition in its acquisitions to small business.
5. Question: Will the government please clarify if there is an incumbent providing service on this contract or is this level of effort a new need? If there is an incumbent, can the government please provide the most recent contract award number & contract value?
Government Response: This is a new requirement. Federal contract information can be found on www.fpds.gov. Our office policies prohibit disclosure of historical contract or incumbent information.
6. Question: I believe the request was for three 6K forklifts: one with pneumatic tires and two with cushion tires. Could you please provide information about the terrain where the work will be performed and what will be lifted? We want to ensure the right equipment for the job.
Government Response: Expected terrain for cushion tires is warehouse asphalt or concrete; and pneumatic is outdoors, on concrete or asphalt streets/foundations floors, etc.. (ie. Warehouse floor vs. sidewalks, streets) http://www.fpds.gov/
