PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT (PWS)

For Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF)
1.0 BACKGROUND
1.1 PHNSY&IMF is required to provide full visual coverage of the waterfront. VPMS radios currently in use are non-compliant. In order to mitigate Information Assurance (IA) deficiencies, the existing (legacy) radios will be removed and replaced with new radios that are compliant with current security standards.
2.0 SCOPE/OBJECTIVE
2.1 PHNSY&IMF seeks contractor services to replace the twenty-six (26) non-compliant radios with new radios at seventeen (17) various locations located within the Controlled Industrial Area (CIA), with the exception of one which is located on the road outside of drydock 4. The work is expected to cover an approximate twelve-week time frame. Contractor services will likely not be need for two or three days during each week while the Government will be configuring the radios.
2.2 Equipment:
2.2.1 The radios to be installed are Aruba AP-387 and AP-375; the radios have already been purchased by Government, and will be configured by the Government team prior to deployment.
Once the radios are configured, a list of serial #’s will be provided.
2.2.2 The PoE injector will be powered by available 100 VAC power outlet inside the existing enclosure at each location
3.0 PERFORMANCE REQUIREMENTS
3.1 Aruba Radios (AP-387 and AP-375) in conjunction with the primary installation, the contractor will perform the following:
3.1.1 In addition to the installation of the new Aruba Radios (AP-387 and AP-375), the contractor will be removing all non-compliant radios (model number 3e-523NF) on the shipyard Government system including any cabling, antennas, or other associated components no longer required. All antennas connected to the 3e Technologies International Incorporated (3eTI) radios will also be removed as part of this effort.
3.1.2 A government furnished (GFE) Power over Ethernet (PoE) injector will be installed inside the exiting enclosure at the location to power the Aruba Radios.
3.2 Technical Support
3.2.1 All required switches will be programmed by the Government before deployment.
3.2.2 All Aruba supporting network hardware including the controller will be programmed by the
Government.
3.2.3 The Government will be responsible for the connectivity to their hardwired network from each enclosure (where applicable).
3.2.4 The replacement effort does not include physical or virtual VPMS servers, system communication, and support provided from other parts of the region or NAVFAC (i.e., supplied power).
3.2.5 The Government will coordinate system outages as necessary to facilitate work at each installation point. Ability to secure power (circuit breaker) for each work site is located physically at each work site.
3.2.6 Successful replacement of the radios will be confirmed by camera availability on the Government network.
3.3 Parts:
3.3.1 The contractor will provide labor and tools to perform removal and installation of Aruba radios.
3.3.2 Should the contractor determine additional parts are necessary to restore the equipment to full operational status; the Contractor is required to provide a written estimate of the cost (time, labor, or materials) of the additional work to the Contracting Officer (KO) prior to the commencement of work. The quote will include the following as a minimum: number of hours required, parts and materials cost, labor cost, any additional cost and total cost. The KO will evaluate the written estimate.
3.3.3 The Contractor will be responsible for removal and disposal of replaced parts and/or materials upon installation. For electronic and electrical parts, contractor will consult with the Technical Point of Contact (TPOC) and Contracting Officer’s Representative (COR) before disposition is made. Disposal of parts/material will be in accordance Federal, State, local laws and regulations.
The disposal of materials within the PHNSY&IMF is prohibited.
3.3.4 Procure twenty-one (21) PoE injectors (PoE Manufacture: StarTech, PoE Model #POEINJ4G).
3.4 Reports: The Contractor will provide a written report no later than five (5) business days following the service, detailing the nature of the work performed; any parts replaced and operational and calibration test results, to ensure performance within the Original Equipment Manufacturer (OEM) guidelines and specifications; any upgrades or modifications; and other pertinent information concerning the condition of the equipment to the COR.
3.5 Travel: Contractor travel will be in accordance with Department of Defense (DoD) Joint Travel
Regulation (JTR) and Federal Acquisition Regulations (FAR) 31.205-46.
3.6 Equipment Location: Seventeen (17) various locations at PHNSY&IMF in the Controlled Industrial Area (CIA), with the exception of one which is located on the road outside of drydock 4.
3.6.1 Three locations are on the roofs of three different buildings, near the edge of the roof. A fall protection plan will be needed for these work areas. Worksites for these roof locations are between five (5) feet and twelve (12) feet above the surface work area.
3.6.2 The remaining fourteen (14) locations are located on light poles or similar. Each site has two work areas. The lower sites are between five (5) feet and twelve (12) feet above the ground. The upper sites are approximately between twenty-five (25) feet and fifty (50) feet above the ground.
