Fiberglass Tank Disposal
RESPONSES TO QUESTIONS (02/22/2023)
1. Question: Is it in the CIA area?
Answer:
Per section 2.1 of the work statement, location is not inside the CIA. Building 394 is on the corner of Port Royal and Central Avenue, JBPHH 96860.
2. Question: If it's not inside the CIA would you be able to share any pictures of it's location?
The information requested is not available for disclosure from our office. Public resources are available (i.e.
google maps, etc.).
3. Question: if it's inside of a bldg., would you have any kind of floor map showing tank location and outside route?
The information requested is not available for disclosure from our office.
4. Question: Could you take this out whole?
The building access is not large enough for a truck crane. There are concrete curbs surrounding the tanks that will be an obstacle if tanks were to be rolled out.
5. Question: if all test come back negative asbestos/etc could you take the tank out whole and reuse this off base?
Answer: Please see section 3.5 of the performance work statement. “3.5 The contractor shall have salvage rights to all the scrap material generated as a result of the dismantling of the identified equipment.”
6. Question: or does this tank have to be completely destroyed?
Answer: Please see section 3.5 of the performance work statement. “3.5 The contractor shall have salvage rights to all the scrap material generated as a result of the dismantling of the identified equipment.”
7. Question: was this tank brought in whole? If so does it have any lifting eyes?
We don’t know how tank was installed or brought into the building. The small tank has lifting eyes and the larger tank does not. Please see photos.
8. Question: what kind of (Hawaiian license) are you requiring? Some license we have can be transferred & recognized by the state of Hawaii, some stuff would take a proverbial minute (per-say)
Answer: Please refer to N3225323Q0024 solicitation and sam.gov – Appendix I and Appendix II. And section 3.1 of the PWS, “The contractor shall be responsible for the dismantling and disposal of the two fiberglass tanks, one fiberglass sink, two metal/fiberglass platforms, pipes and associated peripherals. The Contractor performing services shall be required to comply with all Pearl Harbor Naval Shipyard & IMF rules, regulations, and training that is applicable to conduct, safety, security, and procedures governing site entry and exit.
Contractor will comply with all Appendices listed in Section 12. Appendix I, II, and III.”
9. Question: has any kind of survey been performed? You know asbestos, PCB, etc? Or are you just kinda shooting in the dark and hoping for the best?
Answer: Per section 2.1 of the Performance Work Statement The first tank was used as an electrolyte mixing tank and capacity is 5,500 gallons. The second tank was used as the electrolyte mixing waste tank and capacity is 500 gallons. Tanks and piping have been triple rinsed by PHNSY (Pearl Harbor Naval Shipyard). Inclusive of this disposal are two fiberglass and metal platforms, fiberglass sink and associated peripherals, such as piping, pumps, filters, and brackets. Contractor shall disassemble, remove, and dispose the tank, sink, platform and associated parts.

10. Question: Do you have any photos/drawings of the subject project?
Answer: See photos. No drawings found.
